Project Context and Scope

The consultancy is implemented within the Joint Programme “Strengthening Migration Governance and Asylum Systems in Serbia: Enhancing Policies, Protecting Rights” jointly implemented by the International Organization for Migration (IOM) and the United Nations High Commissioner for Refugees (UNHCR), in partnership with the Commissariat for Refugees and Migration of the Republic of Serbia (SCRM). The programme is funded by the Government of Switzerland through the State Secretariat for Migration (SEM) and aims to strengthen migration governance, asylum systems, evidence-based policy development, and the protection of the rights of migrants, refugees, asylum seekers and other vulnerable groups in Serbia.

As part of Outcome 2 of the Programme, which focuses on strengthening migration governance, policy development and Serbia’s participation in the European Migration Network (EMN), KIRS intends to establish a modern bilingual (Serbian and English) web presentation for EMN Serbia. The website will serve as the central platform for publishing EMN news, publications, events, migration-related information, reports and other relevant content, while also supporting visibility, knowledge sharing, public information and cooperation with national and international stakeholders.

The selected company will be responsible for the design, development, testing, deployment and handover of the EMN Serbia website, including the establishment of a content management system (CMS), responsive design for desktop and mobile devices, accessibility compliance, multilingual functionality, content migration and entry, user training, technical documentation and warranty support. The website shall provide a sustainable and user-friendly solution enabling KIRS to independently manage and update content in accordance with EMN operational requirements and applicable international standards. Based on the agreed functional requirements, the contractor will also provide the necessary technical specifications and implementation solutions required for successful delivery and long-term maintenance of the platform

Tasks to be performed under this contract
             Deliverable 1 – Requirements Analysis, Technical Concept and Design Package
  • Review the existing concept and functional requirements provided by SCRM and IOM.

  • Prepare a detailed Functional Specification describing the required website functionalities, user interactions, content management workflows and functional requirements.

  • Develop a detailed sitemap and information architecture for the EMN Serbia website.

  • Define page structure, content types and content management approach.

  • Develop wireframes and responsive UX/UI design proposals for desktop and mobile devices.

  • Propose, document and justify the CMS solution against the defined functional, security and maintainability requirements, including multilingual content management capabilities.

  • Identify requirements for integration with external platforms and services, where applicable.

  • Propose user roles, permissions and content administration workflows.

  • Define technical architecture, including hosting requirements, domain/subdomain configuration, SSL requirements, and backup and recovery approach.

  • Define non-functional requirements, including security, performance, availability and maintainability requirements.

  • Define browser compatibility and performance requirements.

  • Define website accessibility approach in accordance with WCAG 2.1/2.2 AA standards.

  • Define the multilingual architecture, including URL structure and language management approach.

  • Define key acceptance criteria for website functionalities and technical requirements in consultation with SCRM and IOM.

  • Present and revise the proposed solution based on comments received from SCRM and IOM 

    Delivery date: Within 30 working days upon contract signing. Deliverable shall be reviewed and formally approved by both SCRM and IOM prior to processing the first instalment payment.

     

    Deliverable 2 – Website Development, Configuration and Testing

  • Develop the bilingual EMN Serbia website in accordance with the approved design and specifications.

  • Configure and implement the CMS platform.

  • Configure user roles and access rights.

  • Implement multilingual functionality (Serbian and English).

  • Develop publication management, news management, events/calendar and content categorization functionalities.

  • Implement search and filtering functionalities.

  • Implement SEO requirements, including SEO-friendly URLs, metadata management, sitemap.xml and robots.txt.

  • Implement web analytics functionality.

  • Implement accessibility requirements defined under Deliverable 1.

  • Implement security measures, including administrative protection mechanisms and secure user authentication.

  • Optimize performance, page loading speed and mobile usability.

  • Verify compatibility with major browsers and mobile devices.

  • Conduct functional, technical and usability testing, including verification of accessibility, security and SEO requirements.

  • Prepare and submit test reports and resolve identified defects

    Delivery date: Within 75 working days upon contract signing. Deliverable shall be reviewed and formally approved by both SCRM and IOM prior to processing the second instalment payment.

    Deliverable 3 – Deployment, Handover, Training and Warranty Support

  • Configure and deploy the website to the production environment.

  • Upload and format the initial content provided by SCRM.

  • Support User Acceptance Testing (UAT) and resolve identified issues.

  • Deliver user training for designated KIRS staff.

  • Deliver User Manual, Administrator Manual and complete Technical Documentation, including backup and recovery procedures, sufficient to enable independent maintenance, future development and procurement of subsequent enhancements without reliance on the Contractor.

  • Deliver source code, design assets, administrator credentials and all associated technical documentation.

  • Transfer ownership and full administrative control of the website to KIRS, including all applicable hosting and configuration credentials.

  • Submit UAT records, final testing documentation and handover report.

  • Provide post-launch warranty support and correction of defects identified during the warranty period.

    Delivery date: Within 110 working days upon contract signing. Deliverable shall be reviewed and accepted by both SCRM and IOM following successful completion of User Acceptance Testing (UAT), handover of all required documentation and transfer of all administrative rights, source code and credentials. Approval of this deliverable shall trigger the final instalment payment.

 
Performance indicators for the evaluation of results
  • Deliverable 1: Approved Functional and Technical Concept Document, Sitemap, Wireframes and UI/UX Design Package.

  • Deliverable 2: Approved and fully functional bilingual EMN Serbia website developed, configured and tested in accordance with the agreed requirements and specifications.

  • Deliverable 3: Approved website deployed and operational, with completed handover, training, documentation, source code, administrative credentials and warranty support arrangements

Required Qualifications and Experience

Education

  • University degree in Information Technology, Computer Science, Software Engineering, Web Development, Information Systems, or a related field from an accredited academic institution.

  • Relevant professional certifications in web development, CMS administration, UX/UI design, accessibility, cybersecurity, or project management would be an advantage.

Experience

  • At least three years of relevant professional experience in web design, web development, CMS implementation, technical specification preparation, or IT consultancy.

  • Demonstrated experience in preparing functional and technical specifications, requirements documentation, wireframes, sitemaps, and procurement-related technical documentation.

  • Proven experience in designing or implementing bilingual or multilingual websites, preferably for public institutions, international organizations, or donor-funded projects.

  • Experience with content management systems, responsive web design, accessibility standards, web security, SEO, analytics, testing, deployment, documentation, and user training.

  • Previous experience working with government institutions, international organizations, or migration/governance-related projects would be considered an asset

Skills

  • Strong analytical skills and ability to translate institutional needs into clear functional and technical requirements.

  • Excellent knowledge of modern web technologies, CMS platforms, responsive design principles, accessibility standards, and web security good practices.

  • Ability to prepare clear, structured and actionable technical documentation suitable for procurement and implementation purposes.

  • Strong communication and coordination skills, including the ability to consult with technical and non-technical stakeholders.

  • Ability to deliver high-quality outputs within agreed timelines and incorporate feedback from multiple stakeholders

Languages

For this consultancy, excellent command of English and Serbian, both written and spoken.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses.
