Quarter 1: Mobilize and Baseline • Refresh and validate the IT Strategy implementation roadmap, translating strategic objectives into a prioritized, sequenced portfolio of initiatives, milestones, dependencies, resourcing assumptions, risks, costs, benefits, and accountable owners. • Establish a roadmap intake, assessment, and prioritization framework for new projects, enhancements, and technology requests. The framework should assess business value, strategic alignment, architecture fit, data and integration implications, workflow/process impact, information security, privacy, BCP, operating-model readiness, capacity, total cost, benefits, and dependencies. • Create an initial enterprise technology landscape and target-state architecture view, covering core business applications, data platforms, integrations, identity and access, automation/orchestration capabilities, reporting, infrastructure, information security, and resilience dependencies. • Establish programme governance: steering arrangements, workstream cadence, RAID log, escalation paths, change control, decision rights, status-reporting standards, and benefits-tracking approach. Quarter 2: Design and Align • Apply the project-intake framework to all proposed material initiatives and update the roadmap to ensure projects are complementary, realistically sequenced, and aligned to the target architecture rather than creating new duplication or technical debt. • Develop a cross-functional workflow automation framework. Identify and prioritize high-volume, high-risk, manual, or slow processes across operations, investment operations, finance, HR, procurement, risk, IT service delivery, and business continuity. • Define minimum design standards for automated workflows: process ownership, user journeys, exception handling, approval controls, segregation of duties, audit trail, integration/API standards, master-data use, information security, monitoring, and service support. • Produce delivery plans for priority IT Strategy initiatives, including scope, outcomes, milestones, dependencies, acceptance criteria, risks, resourcing, procurement needs, and benefits measures. Quarter 3: Deliver and Embed • Drive delivery of priority roadmap initiatives through active dependency management, vendor coordination, issue resolution, readiness reviews, and timely escalation of decisions or risks. • Launch a defined set of high-value workflow improvements or automation pilots using approved enterprise platforms and integration patterns—not standalone spreadsheets or fragmented point solutions. • Establish architecture and design assurance gates for material initiatives, confirming alignment with the target architecture, integration standards, data ownership, information security requirements, operational support, and BCP needs before commitment and release. • Implement a portfolio performance dashboard that combines delivery health, milestones, cost, risk, dependencies, benefits, adoption, process performance, and service measures. Quarter 4: Optimize and Plan • Conduct a year-end roadmap and portfolio review, measuring delivery against planned milestones, benefits, architecture progress, key risks, lessons learned, and remaining delivery gaps. • Update and re-baseline the roadmap for the following 12–18 months, incorporating approved new initiatives, implementation lessons, capacity, procurement timing, architecture dependencies, and realistic sequencing. • Develop a roadmap for scaling successful workflow automation, including reusable design patterns, technical standards, change/adoption requirements, control environment, operating ownership, and benefits targets. • Strengthen institutional capability through knowledge transfer, playbooks, and handover of programme-management, project-intake, architecture-assurance, workflow-design, reporting, and benefits-management practices.

Duties and Responsibilities
The United Nations Secretary-General is responsible for the investment of the assets of the United Nations Joint Staff Pension Fund (UNJSPF). The Secretary-General has delegated this responsibility to the Representative of the Secretary-General for the investment of the assets of the UNJSPF (RSG). The RSG heads the Office of Investment Management (OIM), which manages a $100+ billion multi-asset class, global investment portfolio, about 85% of which is actively managed in-house. Asset classes under management comprise global equities, fixed income, foreign exchange, private equity, real estate, infrastructure, timber and commodities. The Technical Consultant will be responsible for leading the Office of Investment Management’s IT Strategy (2026-2030) implementation. The position reports to the Chief Operating Officer. The consultant may be responsible for the following duties: • Leads the implementation of the approved IT strategy 2026-2030 by establishing and maintaining an integrated, outcomes-focused programme roadmap; translates strategic priorities into coordinated initiatives, delivery plans, milestones, dependencies, governance arrangements and measurable benefits. Ensures that projects are positioned for successful delivery and remain aligned with organizational objectives, operating needs and resources. • Provides authoritative technical and policy advice to senior managers on systems development in a changing business environment and the implications of various alternatives, on business applications and other related issues; identifies and plans for future needs; develops and disseminates best practices. • Plan, prioritizes and optimizes the allocation of available financial, human and technical resources across the IT strategy roadmap. Identifies capacity and capability gaps, develops mitigation options, and coordinates additional support, procurement or specialist expertise where necessary to protect critical outcomes and delivery timelines. • Ensures that implementation activities incorporate appropriate standards for system architecture, information security, data governance, interoperability, service management and business continuity. Promotes solutions that are sustainable, reusable and aligned with the target enterprise architecture and long-term technology roadmap. Establishes and maintains programme governance, including delivery standards, decision-making forums, performance reporting, risk and issue management, change control and benefits-realization mechanisms. Monitors progress against agreed scope, schedule, budget, quality and outcomes measures. • Develops and monitors performance measures; ensures that projects meet established time and cost parameters and standards of technical quality. • Develops and applies a data-driven approach to programme management by defining and monitoring KPIs, maturity measures, delivery dashboards and benefits metrics. Use evidence and analysis to demonstrate how implementation of the IT strategy is strengthening organizational capability, improving service performance, increasing integration and advancing digital and operational maturity. • Prepares and monitors the budget, work program, and spending plan. • Develops innovative solutions to resolve intricate problems that impact a critical area of the organization’s work. • Ensures the development of standards, procedures and practices to ensure a stable and effective systems environment. • Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need.
Qualifications/special skills
Advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Multi-year IT strategy implementation: led, or held primary accountability for implementation of an organization-wide IT/digital strategy or technology transformation roadmap lasting at least three years, from strategic planning through execution, governance, benefits realization, and transition to business-as-usual operations is required. Enterprise system architecture integration: demonstrated experience working with enterprise infrastructure, applications, data and security architects to design, implement, and maintain an integrated target architecture across multiple systems and platforms is required. Digitalization and automation delivery: delivered technology-enabled process improvements using workflow automation, ITSM tooling, robotic process automation, low-code/no-code platforms, self-service capabilities, or similar solutions, with evidence of efficiency, control, service quality and user experience improvements is required. Data-driven performance management: defined and used programme dashboards, KPIs, delivery metrics, service measures, adoption indicators and digital maturity measures to track implementation progress and demonstrate organizational outcomes is required. Financial service experience: delivered IT strategy, enterprise architecture, data, infrastructure, information security, digitalization or regulatory technology initiatives in a bank, pension fund, insurance organization, central bank, financial regulator, or similar regulated environment is desirable. Enterprise architecture certification: TOGAF, ArchiMate, cloud-architecture certification, or comparable enterprise, solution, data, information security, or infrastructure architecture credentials is desirable. Domain migration experience: led or materially contributed to an Active Directory/domain migration, identity and access management modernization, Microsoft Entra ID/Azure AD implementation, single sign-on deployment, endpoint management transformation, or tenant consolidation is desirable. Integrated roadmap delivery: developed, maintained, and executed an integrated programme roadmap covering multiple interdependent projects, including sequencing, milestones, critical path, dependencies, risks, resource requirements, decision points, and measurable outcomes is desirable. Change adoption and operating model redesign: led organizational change activities linked to IT strategy implementation, including operating model redesign, process standardization, service transition, training, communications, adoption measurement and handover to operational teams is desirable.
