Result of Service

Deliverables are listed in Section 3 above, with the following performance standards:

Training materials and curricula developed and finalized, demonstrating technical rigor, incorporating youth engagement methodologies, and aligned with the project objectives.
Workshops successfully delivered in accordance with agreed specifications, with at least 60 participants per session and participants achieving the defined minimum learning outcomes.
Final report completed, providing evidence-based findings and recommendations on the effectiveness and impact of the programme.

Duties and Responsibilities

The consultancy is based at the United Nations Office on Drugs and Crime (UNODC) Office in Maputo, Mozambique. Under the overall supervision of the Head of the UNODC Mozambique Office, the National Consultant will:

Develop interactive training materials—presentations, exercises, and pre/post-tests—and facilitate five 1.5-day capacity-building workshops with the following or similar structure: 1. Common Cyber Threats a. Most typical crimes in Mozambique b. Social engineering fundamentals 2. Blockchain & Stablecoins a. Blockchain fundamentals and stablecoin benefits b. Cryptocurrency-specific fraud (investment scams, phishing, rug pulls, fake exchanges) 3. Digital Hygiene a. Mobile money safety b. Safe financial tool use and online banking security c. Wallet and key security 4. From Personal Protection to Community Defense a. Personal action commitments & community engagement
Prepare activity reports and recommendations based on workshop outcomes and participant feedback.

Qualifications/special skills

An advanced university degree (Master’s degree or equivalent) in cybersecurity, information technology, computer science, criminology, law, digital innovation, economics, education or related field. A first-level university degree in the aforementioned fields in combination with two (2) additional years of qualifying work experience, may be accepted in lieu of the advanced university degree.
Minimum two (2) years of progressively responsible professional experience in at least two of the following: cybercrime prevention, cybersecurity awareness or digital literacy programming; digital finance, fintech, blockchain or cryptocurrency education; crime prevention, law enforcement or criminal justice; international development programming is required
Demonstrated experience designing or delivering training, workshops or educational programmes to youth or adult audiences is required.
Ability to explain complex technical topics accessibly to diverse audiences; experience engaging young people in interactive, participatory learning is desirable
Strong attention to detail, ability to manage multiple workstreams and meet deadlines us is desirable.

English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English and Portuguese is required. Knowledge of another United Nations Language is an advantage.
