Organizational Context and Scope
International Organization for Migration (IOM) is a major actor in post-conflict economic recovery and development, and as such is heavily involved on economic recovery, infrastructure and housing reconstruction and rehabilitation, data and research, durable solutions programming and community engagement.
Under the overall supervision of the Deputy Chief of Mission (CoM), and the direct supervision of the Head of Partnership and Programme Support Unit (PPSU), and in close coordination with other Resource Management and Partnerships & Coordination divisions (notably media and communication, Monitoring & Evaluation Learning (MEAL), finance, administration, logistics and procurement and human resources), the Programme Support Coordinator will manage and coordinate the programme development, administrative and financial aspects of project management and implementation for the IOM Iraq Mission.
Serve as focal point for the design and development of new programmes / projects in close coordination with Senior Technical Coordinators.
Analyze and assess data and outcomes on programme implementation and indicators and coordinate the preparation of regular implementation and progress reports, in coordination with project teams and Resources Management Officer (RMO) and in accordance with IOM procedures and donor requirements.
Maintain up-to-date knowledge of all projects and programmes implemented by IOM Iraq.
Identify new project opportunities, describe and justify project possibilities consistent with approved programmes and ongoing activities, and participate in the preparation of project proposals and budgets in coordination with relevant units.
Lead on the preparation and organization of donors visits in coordination with Heads of Units, Technical and operational teams.
Assess programme implementation and progress, including project budget expenditures tracking, prepare relevant reports including budgetary and results reports,and take actionto resolve issuesin coordination with the Resources Management Unit (RMU).
Oversee the preparation and submission of payment requests, ensuring documentation meets programme requirements and donors’ agreements, and coordinate with RMU to resolve any issues.
Superviseand coordinate the work of the Programme Support team.
Guide, train and supervise PSU teams members, emphasizing the capacity building and development of new team members and training on internal systems.
Oversee all administrative and performance matters within the programme support team, and coordinate with IOM programmes and RMU to rationalize and streamline project administration and other financial procedures and guidelines, including monitoring the planning and expenditure of staffing budget lines.
Undertakefield visits to project sites and provide ad-hoc support to field activities, field monitoring and verifications, as maybe required.
Perform such otherduties as may be assigned.

For this position, fluency in English is required (oral and written).
Working knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) is an advantage.
