The US Macro Award is a strategic project to strengthen the Pacific Red Cross Network by building lasting humanitarian capabilities, stronger National Societies, and a more connected, Pacific-led response system that can operate independently and effectively during future crises. It focuses on six transformational priorities, including humanitarian infrastructure, logistics, digital connectivity, WASH modernization, deployable skills, and cash preparedness, with the aim of creating sustainable systems and reducing long-term reliance on external support. Beyond delivering activities within a 12-month funding period, the Award seeks to leave a lasting legacy of faster disaster response, greater regional cooperation, and a more resilient Pacific humanitarian architecture for decades to come.
This is a roving position, requiring the incumbent to travel and provide support across multiple locations under the US Macro Award, depending on operational needs.
Job Purpose

Under the supervision of the US Macro Award, Project Manager, IFRC CCD Pacific and in close coordination with the IFRC Pacific CCD, National Society Counterparts, technical leads, and support services, the Field Coordinator (Delegate) is responsible for the effective implementation, monitoring, risk management, financial performance and reporting of activities funded under the US Macro Award. The position ensures timely delivery of project outputs, compliance with donor and IFRC requirements, effective budget utilization, and strong coordination among stakeholders to achieve agreed programme outcomes in Solomon Islands/ Tonga/ Kiribati/ Samoa/TBC

Job Duties and Responsibilities

Support NS and IFRC in management of activities related to the Award

  • In the defined location or component of the programme, support NS and IFRC technical teams in project/program and design, set up, planning, implementation, monitoring and reporting, and transition keeping in line with the objectives outlined to support the NS capacity and implementation of activities.
  • Support the design and set up the initial implementation plan in coordination with the National Society considering priorities of the NS and the timeframe to complete all activities.
  • Provide assistance to NS staff and volunteers to effectively implement project and program activities in accordance to US Macro Award scope and requirements.
  • Support the NS and IFRC technical program teams in running activities for specific programs, such as Disaster Preparedness, CVA, WASH, NSD
  • Together with NS counterpart and staff and volunteers provide regular monitoring reports as required and/or as per given schedule, including reports on important events, progress and outcomes
  • Support NS leadership with coordination and liaison with partner national societies, other donors and external partners as necessary to ensure US Macro Award activities are well coordination, collaborative and complimentary to other ongoing programmes and projects.
  • Work closely and support local branches of the NS; support the branch in building capacity where needed both in order to carry out required activities and for long-term organizational development.
  • Host visitors, donors and delegations, and provide operational updates as necessary.
  • Ensure staff safety and security by adhering to and communicating policies and regulations to all staff (PNS and NS),
  • Serve as IFRC finance, admin and logistics focal point for IFRC with the assigned NS

  • Lead the risk assessment process in close collaboration with CCD Management.
  • Champion high-quality accountability standards and ensure compliance with relevant policy and procedure

Coordination and Implementation:

  • Coordinate the overall implementation of the US Macro Award at country level, ensuring activities are delivered according to approved plans, budgets, timelines, and donor commitments.
  • Monitor and maintain detailed implementation plans, progress and expenditure rates, challenges, identify delays, mitigation measures and corrective actions using tracking tools to delivery of the Award Project.
  • Support technical teams and National Society counterparts in translating project objectives into actionable activities.
  • Identify implementation challenges and recommend corrective measures to ensure targets are achieved.
  • Ensure effective expenditure for the Award Project in Solomon Islands/ Tonga/ Kiribati/ Samoa/TBC ensuring expenditure is planned, approved, monitored and managed within available income.
  • Maintain a live project tracker covering activities, expenditure, procurement, risks and key decisions under supervision of Pacific Project Manager.
  • Ensure activities are based on National Society capacity, gaps and context, with targeted technical and material support in coordination with sector / technical leads.
  • Convene regular implementation meetings focused on progress, expenditure, procurement, risks and decisions required.
  • Act as the focal point for project information.

National Society Partnership and Capacity Strengthening:

  • Serve as the primary coordination focal point between IFRC and the National Society for the US Macro Award implementation.

  • Support National Society leadership and programme teams in planning, implementation, monitoring, and reporting.
  • Strengthen project management, financial management, procurement, and reporting capacities of National Society counterparts.
  • Promote localization and sustainability by ensuring National Society ownership of programme activities and results.

Monitoring, Evaluation, Accountability and Learning (MEAL):

  • Coordinate routine monitoring of project indicators and performance targets.
  • Working closely with Pacific PMER delegate, Support data collection, verification, analysis, and reporting processes.
  • Ensure quality and timely submission of reports.
  • Facilitate learning reviews, lessons learned exercises, and adaptive management practices.
  • Promote community engagement, accountability, and feedback mechanisms.
  • Ensuring protection, inclusion and safeguarding.

Education

Required

University Degree in relevant field (Disaster Risk Management, Development Planning, Disaster Risk Reduction, Humanitarian Affairs, etc.)

IMPACT course or equivalent knowledge and trainings (NDRT, RDRT, Induction to IFRC Operations etc.)

Preferred

Training or certification in National Society assessment and development tools, including OCA, BOCA and PER

Experience

Required

At least 5 years of work experience with the RC/RC or another humanitarian relief organisation coordinating emergency and/or relief operations

At least 3 years of work experience with preparedness and readiness programmes

Experience in managing programmes and projects, including planning, monitoring and guiding implementation, budget development and management of significant field-based projects, reporting, and technical advice and guidance

Experience writing narrative and financial reports

Preferred

At least 3 years of proven experience managing DREF and Emergency Appeals

Previous experience working in Asia Pacific and knowledge of the region

High degree of discretion, tact and sensitivity with internal and external stakeholders

Fluent spoken and written English

Preferred

Knowledge of IFRC National Society Preparedness and National Society Development approaches, including PER and OCAC processes, to support capacity analysis, planning and targeted project implementation

Overall understanding of IFRC budget and finance management

Skills in training and developing staff

Good command of another IFRC official language (French, Spanish or Arabic)
