The PMER Delegate is responsible for establishing and leading the Planning, Monitoring, Evaluation and Reporting (PMER) function for the Pacific Program. Building on the global Theory of Change (ToC), Monitoring, Evaluation and Learning (MEL) Framework, and Indicator Tracking Table (ITT), the Delegate will support the contextualization and operationalization of these frameworks within the Pacific region, ensuring alignment between global program objectives, regional priorities, and National Society implementation.
The Delegate will lead the development and institutionalization of PMER systems, processes, tools, and reporting mechanisms across the program, establishing a coherent framework for planning, performance monitoring, results measurement, learning, accountability, and donor reporting. This includes developing data collection and reporting systems, monitoring plans, quality assurance processes, and mechanisms for tracking progress against programme outcomes and outputs.
Working closely with Award Manager, other technical focal points, and National Societies, the Delegate will ensure the timely collection, analysis, and use of data to support adaptive management, evidence-based decision-making, and program accountability. The role will also facilitate programme reviews, learning initiatives, evaluations (if applicable), and documentation of good practices to strengthen preparedness program across the Pacific.
A key responsibility of the position is to strengthen PMER capacities within participating National Societies and program teams through training, mentoring, coaching, and technical support. The Delegate will directly supervise and provide technical guidance to a PMER National Staff member, ensuring effective implementation of PMER activities and contributing to the development of sustainable in-country PMER capacity. The Delegate will promote a culture of results-based management and learning across the programme while ensuring compliance with IFRC PMER standards and donor requirements.

A first-level university degree in social sciences, international development, or a related field.
Training related to Project Cycle Management, Monitoring and Evaluation, and Data management.
At least 3-5 years of relevant professional experience (in PMER, Result-based management (RBM), Monitoring and Evaluation, etc.)
Experience in the implementation of monitoring and evaluation systems for projects, programmes and emergencies
Experience in project planning and implementation and results-based project management
Experience in the implementation and facilitation of training sessions
Experience in working in a non-profit organisation or humanitarian organisation, preferably with previous work experience with the Red Cross/Red Crescent Movement.
Strong background in report writing and product delivery to tight deadlines. Ability to write, edit and analyse complex reports in English
Sound background in social research methodologies, including highly developed analytical skills and the ability to assimilate and process information for wide-ranging audiences
Knowledge of IFRC’s PMER systems, including the Results’ Matrix, the Apple System etc
Demonstrated experience in managing multi country programmes
Demonstrated experience in data collection, management, analysis and presentation methods and tools, and ability to set up systems and procedures for reliable data collection and management
Skills in supporting organizational learning, accountability and performance
Strong analytical and written skills, including report writing and presentation skills
Knowledge of learning approaches
Skills in training, coaching, and developing staff
Designing and using PMER concepts, tools, and best practices
Experience in IFRC PMER systems and standards
Knowledge of results-based or adaptive management systems and processes
Knowledge and skills around results-based planning (logframe) and setting up robust planning systems for complex programmes
Knowledge of assessment, survey and monitoring methodologies and experience implementing them
Competencies in evaluation and review for disaster response or recovery work
