As part of the IFRC Pacific Country Cluster Delegation, the IFRC Sub-Office for the North Pacific was established to provide focused Secretariat support specifically for the National Societies in the Micronesia sub-region of the Pacific, these includes Palau Red Cross Society, Micronesia Red Cross Society, Marshall Islands Red Cross Society, and Kiribati Red Cross Society.
The US Macro Award (USMA) is a strategic project to strengthen the Pacific Red Cross Network by building lasting humanitarian capabilities, stronger National Societies, and a more connected, Pacific-led response system that can operate independently and effectively during future crises. It focuses on six transformational priorities, including humanitarian infrastructure, supply chain, digital connectivity, WASH modernization, deployable skills, and cash preparedness, with the aim of creating sustainable systems and reducing long-term reliance on external support. Beyond delivering activities within a 12-month funding period, the Award seeks to leave a lasting legacy of faster disaster response, greater regional cooperation, and a more resilient Pacific humanitarian architecture for decades to come.

Job Purpose

To ensure appropriate, effective, efficient, and timely support in supply chain management (SCM), the Supply Chain Delegate will be based in the IFRC Sub-Office in Majuro, Republic of the Marshall Islands. The Delegate will lead and oversee sourcing, vetting, procurement, warehousing, transport, timely delivery of supplies, management of service contracts, and reporting activities. In addition, the Supply Chain Delegate will support the strengthening of the National Societies’ supply chain capacities through the implementation of the USMA. The role will provide support to the IFRC North Pacific Sub-Office and the National Societies in the Micronesian sub-region.

Job Duties and Responsibilities

Key tasks and responsibilities:

  1. Support the development of the supply chain strategy for USMA as part of the overall IFRC CCD Pacific supply chain programming.
  2. Provide technical guidance and mentoring to National Society supply chain and administrative staff in enhancing their capacity through the implementation of the USMA.
  3. Working in collaboration with the IFRC CCD Finance Unit in Suva, support and train users on the new ERP system.
  4. Provide SCM support to the National Societies implementing part of the USMA and the North Pacific Sub-Office operations including requisitioning, receiving, storing and issuing goods in-line with IFRC standards, practices and procedures in conjunction with NS Logistics.
  5. In coordination with IFRC CCD Pacific and the Regional GHS & SCM Team, liaise with international organizations on Supply Chain Management (SCM) matters and collaborate where appropriate.
  6. Collaborate and build working rapport with the National Society logistics/supply chain teams to share learning and strengthen capabilities to enable the skills and knowledge transfer of SCM activities.
  7. Working with the National Societies in the Micronesia sub-region, identify capacity gaps in the NS logistics and supply chain system, propose remedial actions and train and develop the necessary skills of NS counterparts.
  8. Provide SCM technical advice, support and training to both National Society and IFRC personnel in the Micronesia sub-region to advocate adherence to best practice principles, and compliance with necessary regulation, legislation, and IFRC procedures.
  9. Be responsible for the effective management and maintenance of IFRC fixed logistics assets ensuring adherence to country and IFRC regulations, practices and other requirements.
  10. Prepare timely reports detailing specifics according to the needs and submit these to the Head of the North Pacific Sub-Office and IFRC CCD Pacific.
  11. Organize and/or participate in logistics and SCM workshops and meetings as and when required.

Education

Required

Relevant university education in logistics, procurement, supply chain management or an equivalent of qualifying experience

Preferred

IMPACT or equivalent knowledge

Experience

Required

At least 5 years of professional experience in supply chain management

Experience in financial management, including budgeting

Preferred

Experience working with international humanitarian and/or development organisations

Experience within the Pacific Region or good knowledge of the regional context

Knowledge, Skills and Languages

Required

In-depth grasp of supply chain practices, including legal aspects, knowledge of procedures and international supply chain standards

Ability to work in a team, good communication, networking and inter-personal skills

Proven ability to carry out supply chain assessments and set up large operations

Ability to travel

Ability to work towards tight deadlines and handle multiple tasks

Valid international driving licence (manual gears)

Cultural sensitivity with the ability to work in a cross-cultural, cross-functional and multi-cultural environment.

Skills in training and developing staff

Demonstrated core proficiency in (a) digital communication and collaboration, (b) basic digital content creation, (c) digital safety and security, (d) data literacy, and (e) problem solving with technology (including responsible use of AI assistants)

Understanding of and commitment to IFRC’s mission and values

Fluent spoken and written English

Preferred

Valid heavy vehicle driving license.

Good command of another IFRC official language (French, Spanish or Arabic)
