This position is located within the Solutions Unit with a focus on advancing SEforALL’s in-country energy efficiency activities under Mission Efficiency. SEforALL supports the development of energy efficiency action plans, large-scale initiatives, and the utilization of demand-side management programs and national and sub-national activities aimed at doubling energy efficiency in various countries, including India. The Consultant shall provide technical, analytical, and coordination support to SEforALL in support of these activities.

The role serves as a technical resource to support SEforALL’s expanding activities on energy efficiency in India, including supporting the advancement of national and state-level initiatives under the Mission Efficiency program. Reporting to the Senior Officer, India and Mission Efficiency the Energy Officer, India and Mission Efficiency will support the design and delivery of energy efficiency action plans, facilitate government engagement, and coordinate implementation of programs such as demand flexibility, appliance replacement program, ESCO projects, shared cooling infrastructure, building efficiency interventions. The incumbent will also contribute to developing data and analytics, preparing policy and technical briefs, and supporting resource mobilization to scale energy efficiency investments. This role is critical to driving India’s commitment to doubling energy efficiency.

In duty stations where the National Professional Officer (NPO) category has been established by the International Civil Service Commission (ICSC), the contract modality (Local ICA or International ICA) may be evaluated based on the nationality and/or permanent residency status of the preferred candidate.

Technical Analysis and Assessment

• Support energy efficiency sectoral modelling, roadmap development, and inputs to a national energy efficiency tracking dashboard.
• Support assessment of demand flexibility potential, ESCO market development, and cold storage efficiency initiatives.

Programme Design and Implementation

• Support in design, implementation support, and performance assessment of cooling appliance replacement pilots and scale‑up frameworks.
• Coordinate design and delivery of behavior change programs on energy efficiency appliance replacement, demand flexibility and other related energy transition outcomes.

Advocacy and Knowledge Support

• Contribute to awareness raising materials and knowledge creation, including developing project documentation, impact assessments and dissemination.
• Support stakeholder coordination and represent SEforALL in key regional and national forums and events showcasing its activities and impacts.

Required

• A First Level University Degree (Bachelor’s Degree) in Energy, Business Management, Policy, Development Economics, Engineering or a related field is required

Desired

• An Advanced Level Degree (Master’s degree or equivalent) in Energy, Business Management, Policy, Development Economics, Engineering or a related field or a related field is an asset and may compensate for some years of experience.

Required

• Minimum of 2 years of experience in energy efficiency, demand-side management, building energy codes, or related areas.
• Experience in technical and economic aspects of energy efficiency programs is required.
• Experience of working with energy agencies to implement programs on energy efficiency (e.g. DSM).

Desired

• Experience in policy and program development for energy efficiency, demand flexibility, or sustainable cooling is highly desirable.
• Research experience in energy efficiency, building performance, or sustainable development is an asset. (e.g. Randomized Control Trials)
• Demonstrated knowledge of energy efficiency technologies, financing models (ESCO, DSM), and their role in decarbonization is highly desirable.
• Experience working with governments, utilities, or international organizations on energy efficiency regulations, standards, and implementation is desirable.
• Experience in stakeholder engagement such as industry, govt. and academia for energy efficiency programs.
• Proven ability to synthesize technical findings into policy recommendations and reports is desirable.
