Duties and Responsibilities
1. Background of the assignment: The United Nations Office on Drugs and Crime (UNODC) is mandated to support Member States in strengthening crime prevention, criminal justice systems, and the rule of law in line with international standards and norms. In Uganda, UNODC is implementing the project “Promoting Accountability, Integrity and Transparency in Justice”, with the support of the Austrian Development Agency (ADA), aimed at enhancing institutional accountability, integrity, and effectiveness across the justice and anti-corruption landscape. As part of the project, UNODC is supporting the Uganda Police Force (UPF) to strengthen its institutional framework for preventing and responding to corruption. The UPF implemented its Anti-Corruption Strategy (2017-2022), which provided a framework for strengthening integrity and accountability and addressing corruption risks within the institution. Building on the achievements, challenges and lessons learned from its implementation, UPF is developing a successor Anti-Corruption Strategy (2026-2031) that responds to emerging corruption risks and institutional priorities. To inform the development of the successor strategy, UPF will undertake an internal review through a Technical Working Group comprising 12 UPF technical personnel, followed by regional consultations to obtain perspectives and recommendations from relevant stakeholders. The findings from the internal review, end-term evaluation of the previous strategy and regional consultations will provide the evidence base for the subsequent strategy development process. Within this context, UNODC seeks to engage a national consultant to support UPF in consolidating and analysing the available evidence and stakeholder inputs and facilitating the development and finalisation of the UPF Anti-Corruption Strategy (2026-2031). The successor strategy is expected to be evidence-based and forward-looking, with clear priorities, interventions, targets and implementation arrangements, supported by a costed implementation framework and monitoring and evaluation plan, and aligned with relevant national anti-corruption frameworks, human rights, gender equality and good governance principles. 2. Purpose of the assignment: The purpose of this assignment is to support the Uganda Police Force (UPF) in the development and finalisation of its successor Anti-Corruption Strategy (2026-2031), building on the end-term evaluation of the previous Anti-Corruption Strategy (2017-2022), the internal review undertaken by the UPF Technical Working Group, and findings and recommendations from the regional consultations. The consultant will review and consolidate the available evidence to identify key achievements, challenges and lessons learned from implementation of the previous strategy, assess the adequacy of existing anti-corruption systems and mechanisms, and identify emerging corruption risks and institutional priorities that should be addressed in the successor strategy. The assignment will facilitate a consultative and evidence-based strategy development process, translating the findings from the preceding reviews and consultations into clear strategic priorities, objectives, interventions, targets and implementation arrangements. The process will also ensure that relevant considerations relating to institutional integrity, accountability, human rights, gender equality and good governance are appropriately integrated into the successor strategy. The assignment will result in a comprehensive and forward-looking UPF Anti-Corruption Strategy (2026-2031), supported by a costed implementation framework and monitoring and evaluation plan to guide implementation, performance measurement, learning and accountability throughout the strategy period. Expected tangible and measurable output(s)/deliverable(s): 1. Inception report developed and submitted, outlining the consultant’s approach, methodology and work plan for supporting the development and finalisation of the UPF Anti-Corruption Strategy (2026-2031). 2. Technical review and synthesis of the end-term evaluation of the UPF Anti-Corruption Strategy (2017-2022), internal review findings, regional consultation findings and relevant national anti-corruption frameworks completed to inform development of the successor strategy. 3. Draft UPF Anti-Corruption Strategy (2026-2031) developed in consultation with the UPF Technical Working Group, including strategic priorities, objectives, interventions, targets and implementation arrangements, with gender, human rights, integrity and accountability considerations integrated. 4. Costed implementation framework and monitoring and evaluation framework developed, including priority actions, responsibilities, timelines, resource requirements, indicators and targets. 5. Validation of the draft strategy conducted with UPF, UNODC and relevant stakeholders, and feedback documented and incorporated into the strategy. 6. Final UPF Anti-Corruption Strategy (2026-2031) submitted, incorporating stakeholder feedback and accompanied by the final costed implementation and monitoring and evaluation frameworks.
