Job Description

National Professional Officers (NPOs) must be citizens of the country where the office is located.

The Position:

The Planning, Monitoring and Evaluation Analyst (PMEA) will facilitate and substantively contribute to defining results, including theory of change, and provides substantive inputs to the monitoring and tracking of results against defined targets and the UNFPA Strategic Plan for the Western Balkans region (Albania; Bosnia & Herzegovina; Kosovo (UNSCR 1244); North Macedonia; and Serbia).

She/he facilitates and contributes to the reporting of results, as well as knowledge management and maintenance of a culture of results. She/He also promotes the use of the results information for adaptations in programming, coordinates the development and implementation of cost evaluation plans and acts as evaluation manager, ensuring the quality of evaluation processes and products in conformity with UNFPA Evaluation Quality Standards. You will report directly to the Demographic Resilience Technical Specialist for the planning and monitoring portfolio in close collaborations with the Heads of Offices. You will report to the Representative, Bosnia and Herzegovina and Country Director Serbia, North Macedonia, Albania and Director, Kosovo (UNSCR 1244)for the evaluation portfolio, with functional/matrix reporting to the Regional Monitoring and Evaluation Advisor in the Eastern Europe and Central Asia Regional Office (EECARO).

Job Purpose:

The Planning, Monitoring and Evaluation Analyst will contribute to effective results planning, monitoring, reporting, communication and evaluation of programmes and projects.
 

You would be responsible for:

A. Results planning 

  • Facilitate and substantively contribute to defining results
  • Provide technical inputs for the development of theories of change of the programmes and projects counting the past, present and future contexts in the Western Balkans
  • Provide coordination and facilitation support in the development of quality M&E frameworks including the costed monitoring and evaluation plan of the country programmes
  • Provide substantive technical inputs inputs to the formulation of United Nations Sustainable Development Cooperation Frameworks, more specifically common country analysis, strategic prioritization, theoriesof change, results frameworks and joint work plans
  • Provide inputs to develop annual and multiyear results plans
  • Support development work plans to operationalise the results
  • Facilitate and substantively contribute to the development of field monitoring plans and quality assurance processes
  • Promote and facilitate the use of evaluation results for evidenced-based planning and programming

    B. Monitoring

  • Provide substantive inputs to the monitoring and tracking of results against programme/country/regional level targets and UNFPA Strategic Plan
  • Provide inputs to conduct the annual reviews of the projects and programmes
  • Provide inputs to implementation of the midterm reviews of the projects and programmes
  • Provide inputs for monitoring work plans in collaboration with programme staff and Heads of Offices and promote use of monitoring visit recommendations
  • Support field monitoring and coordinate with programme team and promote use of monitoring visits recommendations
  • Support collecting and analysing data and evidence including higher-level indicators and oversee regular data quality checks
  • Support country office teams in participation and submission of inputs for joint United Nations Results Groups and other joint monitoring mechanisms
  • Provide inputs for implementing adaptive and innovative monitoring practices such as remote monitoring, real time monitoring
  • Contribute to the implementation of the assurance plans including the spot checks

C. Results reporting and results communication

  • Facilitate the reporting of results to internal (Senior Management) and external (Executive Board, Donors) audiences
  • Support collection of quality quantitative and qualitative data by Country Office teams
  • Support compilation and analysis of data for projects and development analytical reports to inform reporting and decision making
  • Support development of quality results reports
  • Support communicating results for both internal and external audiences in close collaboration with communication staff
  • Provide required results and data for producing external report such as United Nations Sustainable Development Cooperation Framework
  • Support producing and disseminating results reports on implementation of UNFPA strategic plan and regional programmes

    D. Evaluation
  • Provide technical support in the implementation of the UNFPA Evaluation Policy in the Country Offices
  • Coordinate the development and implementation of costed evaluation plans in the country offices, including an annual update and regular monitoring of implementation of planned evaluations
  • Manage individual decentralized evaluation processes and ensure the quality of evaluation processes and products in conformity with UNFPA Evaluation Quality Standards
  • Ensure communication between the COs and RO regarding Evaluations
  • Support country offices teams in interagency and coordination work on M&E at country level, including support to UNSDCF evaluations
  • Participate as member in UNFPA M&E net and other regional M&E related Communities of Practices (CoPs)
  • Promote use of evaluation findings and recommendations in programme formulation and organizational decision making
  • Support efforts to enhance UNFPA internal and national capacity development on M&E
  • Individual capacity permitting, perform other duties related to evaluation as required

    E. Knowledge management and culture of results

  • Ensure implementation of results-based management (RBM) principles and standards
  • Provide technical support to implementing partners on strengthening capacity development on results-based management
  • Promote interventions for utilizing results and demonstrate the adaptive management
  • Identifies and disseminates good practices, lessons learned, and innovations across participating Country Offices.
  • Support results communication in collaboration with relevant staff
  • Support senior managers in developing management responses to all evaluations within six weeks of completion, including quarterly updates on implementation of actions plans of management responses to evaluations Carry out any other duties as may be required by UNFPA leadership.

Key performance indicators

  • Timely and quality technical support to the programme teams in line with work plan
  • Support country offices in quality and timely development and review of systems for tracking/monitoring
  • Support timely submission of quality and accurate reports by Country Offices
  • Quality support to evaluation processes, including timely completion of high-quality evaluations
  • Completion of (1) an “e- learning course certificate: How to Manage Country Programme Evaluations; and (2) RBM in UNFPA

Qualifications and Experience: 

Education:  

  • Masters degree (or equivalent) in statistics, economics, health, population demography and/or any other related social science discipline.

Knowledge and Experience: 

  • At least 2 years of relevant national/international working in the area of monitoring and reporting
  •  Experience in results-based management, evaluation and evidence-based programming is an asset
  • Experience in the United Nations, UNFPA and/or other multilateral organization, field work experience, are highly desirable
  • Experience in one of UNFPA transformative areas is an asset
  • Strong knowledge of programme formulation and implementation and Results Based Management
  • Good knowledge of monitoring and evaluation, evaluation design, data collection and analysis, and reporting
  • Good Knowledge of UN programme management systems
  • Ability to provide policy advice and support to implementing partners
  • Ability to interact with donors
  • Ability to synthesize program performance data and produce analytical reports
  • Good analytical and report writing skills
  • Good planning, goal setting, prioritization and organizational skills
