National Consultant: Adviser Data Analytics & Insights Individual Consultant

The Position:

The position works in close collaboration with the Pacific Community (SPC), including the Pacific Data Hub as the region’s key data repository, to ensure alignment of data systems, access to regional datasets, and consistency in methodologies and standards across partners.

The IC will report to the UNFPA Population & Development Technical Advisor in collaboration with the PIFS Team Leader 2050 and work closely with the MEL Advisor and internal teams and external stakeholders to support delivery of the 2050 Strategy

• The IC will be based in the Pacific Island Forum Secretariat (PIFS) office, Suva, Fiji
  The IC will be engaged for a period of 5 months from the date of onboarding, with a possible extension of an additional 6 months in 2027
• The IC is required to use their own laptop.

The Adviser / Consultant on Data Analytics & Insights will provide the high-level expertise needed to transform diverse data streams into strategic foresight, guiding executive decision-making and ensuring robust accountability.

Job Purpose:

The Adviser - Data Analytics & Insights individual Consultant supports the implementation through the following key tasks and activities: 

• Supports the implementation of the 2050 Strategy through the provision of high-quality data analytics, insights, and evidence to inform decision-making, monitoring, and reporting. 
• The role is responsible for strengthening data systems, working closely with the 2050 MEL Advisor supporting Monitoring, Evaluation and Learning (MEL) processes, and enabling data-driven reporting to Forum Leaders and stakeholders. The position contributes to building a culture of evidence-based planning and continuous learning across the region. 
• The position works in close collaboration with the Pacific Community (SPC), including the Pacific Data Hub as the region’s key data repository, to ensure alignment of data systems, access to regional datasets, and consistency in methodologies and standards across partners.

You would be responsible for:

The Adviser/IC will be responsible for the following core work streams: 

1.  Lead Data Systems and Analytics 

   Provide technical leadership in the design, development, and management of data systems and analytics to support effective monitoring and evidencebased decision-making for the 2050 Strategy. 

•  Develop and maintain data systems, dashboards, and performance tracking tools to support the 2050 Strategy. 
• Analyse regional data to identify trends, gaps, and emerging issues across implementation areas.
• Support the development of indicators, baselines, and data collection methodologies.  Ensure data integrity, quality, and consistency across systems.

2. Support Reporting and Evidence Generation
Deliver high-quality data analysis and insights to strengthen reporting, inform decision-making, and support evidence-based outputs for Leaders and stakeholders.

• Provide high-quality data analysis and insights to support 2050 reporting to Forum Leaders and Ministerial meetings. 
• Support the preparation of analytical briefs, reports, and presentations. 
• Collaborate with the MEL function to ensure robust quantitative analysis is integrated into reporting. Translate complex data into accessible and actionable insights for decision-makers

3. Strengthen Data Coordination and Integration

Enhance coordination and integration of data across regional stakeholders to ensure consistency, accessibility, and alignment of data systems and methodologies.

• Support coordination of data collection and sharing across PIFS, CROP agencies, member countries, and partners 
•  Promote consistency in data standards, tools, and methodologies. 
•  Identify and address data gaps and fragmentation across regional systems. 
•  Facilitate collaboration between technical and policy stakeholders on data-related initiatives.

4. Support Strategic Decision-Making

Provide technical data and analytics support to the MEL framework and Thematic Advisory Groups (TAGs) to enable effective monitoring, evaluation, and reporting.

• Provide analytical support to strategic planning and prioritisation processes. 
• Identify trends and risks to inform policy and programme decisions. 
• Contribute to resource allocation discussions through evidencebased insights. 
• Support development of data-driven tools for tracking implementation progress.

5. Leadership and Team Contribution

Generate actionable insights and build data capability to support strategic planning, prioritisation, and evidence-based decision-making across the 2050 Strategy.

Qualifications and Experience: 

Education:  

• Master’s (preferred) with 5 years of experience

or

•  Bachelor’s in statistics, data science, econometrics, public health, or related fields with 7 years of experience.
   

Knowledge and Experience: 

• At least 5 years’ relevant work experience in data analysis, business intelligence, information management, or MEL. 
• Proficiency in statistical analysis, interpreting complex datasets, and drawing evidence-based insights. 
• Ability to produce clear, timely reports and visualizations. 
•  Familiarity with monitoring, evaluation, and learning frameworks and sector-specific experience (preferably in the region) 
• Excellent oral and written communication skills

Other Desirable Skills/Knowledge:

• Proficiency in tools like Excel, SPSS, R, Python, SAS, or Strata. 
• Strong data management skills in SQL (Structured Query Language) 
• Advanced knowledge and skills in data visualization using tools such as Tableau and Power BI 
• Experience supporting reports or briefs (desirable)
•  Proficiency in Office365 and Microsoft applications - Excel, Word, PowerPoint, data tools (e.g. Tableau, Power BI) and online platforms for meetings and collaborations 
•  Ability to follow methodologies and guidance. 
• Willingness to learn and develop. 
• Attention to detail and accuracy.
•  A good level of inter-personal skills and cultural sensitivity

Languages: 

• Fluency in English and the national language is a must

Compensation and Benefits:

 Payment will be on a monthly schedule after submission and approval of monthly reports.
