The Economic and Social Commission for Western Asia (ESCWA unescwa.org) forms part of the United Nations Secretariat and, like the other regional commissions, operates under the supervision of the United Nations Economic and Social Council. ESCWA comprises 21 Arab countries in Western Asia and North Africa. It provides a framework for the formulation and harmonization of sectoral policies for member countries, a platform for congress and coordination, a home for expertise and knowledge, and an information observatory. ESCWA is committed to digital transformation and data utilization, which is central to its strategic direction. It aims to leverage digital technologies and innovations to enhance its programs and operations, enabling more effective service delivery to member states and partners in addressing key economic and social challenges. This transformation involves scanning, testing, and deploying relevant digital solutions to become a more data-driven and agile organization. It supports Member States in strengthening statistical systems and capacities, improving quality, availability and comparability of official statistics and leveraging new data sources, technologies and innovative methods to enhance the production, analysis and use of statistics. Reporting to the Deputy Executive Secretary for Programmes and under the overall supervision of the Executive Secretary, the Director will lead Cluster 4 “Statistics, Information Society and Technology”; overseeing its substantive and operational work.
Responsibilities
- Design and implement the substantive work programme of UNESCWA Statistics Information Society and Technology Cluster (Cluster 4). Direct the activities and manage the resources of the Cluster, provide guidance and supervision to substantive methodological and development work in the areas of statistics and technology. - Undertake and oversee the programmatic and administrative tasks necessary for the functioning of Cluster 4, including resource mobilization, preparation of budgets, reporting on budget/programme performance, and evaluation of staff performance. - Ensure that programed activities and analytical deliverables are carried out in timely fashion, with high quality, and based on comprehensive and evidence-based data. - Advise the Executive Secretary and the Deputy for Programmes on strategic direction of programmatic work, technical cooperation, relationships with Member States, regional and global developmental partners and stakeholders, as well as other programmatic policy issues as they arise. - Oversee technical cooperation, capacity-building initiatives, and change management programmes to support member states in adopting evidence-based policies and sustainable development practices. - Identify broad strategies required for the improvement of programme and highlight risks to planned delivery, proposing mitigating measures. - Coordinate and oversee the preparation of reports for and contribute to the servicing of intergovernmental bodies; plan for, organize and service the Committee on Statistics, the Committee of Technology, as well as ESCWA Executive Committee. - Conceptualize, develop strategy for and oversee the design and implementation of major systems initiatives; manage/oversee tasks for projects that often involve innovative applications, dissimilar systems, as well as databases and highly complex system integration and linkages. - Enhance and oversee ESCWA's digital transformation strategy and develop data analytics and decision support ecosystems with a focus on key priority areas for leveraging digital innovations to support policy making. - Undertake any other functions as assigned by senior management.

Education
Advanced university degree (Master’s degree or equivalent) in statistics, information technology, demography, social sciences or related disciplines is required. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced degree

Work Experience
A minimum of fifteen (15) years of progressively responsible professional experience in statistics and / or technology, research and innovation at an international level is required. A minimum of five (5) years of experience in policy and technical development in areas of technology, statistical programmes or research and innovative programme is required. A minimum of five (5) years of strategic and managerial experience in managing complex digital and/or data processes, projects, and portfolios is required. A minimum of five (5) years of experience in forming partnerships in the fields of digital technologies and statistics to advance organizational objectives is desirable. A minimum of five (5) years of experience working with the United Nations Common System or other international organizations is desirable.
Languages
