    Introduction

    Job Title: National Consultant(s) for the Development of Concept Notes and Project Proposals

    Project(s): Projects under the Democratic Governance Portfolio and Other UNDP Armenia Programmes

    Contract Type: Framework Agreement (Long-Term Agreement)

    Contract Duration: Two years, with the possibility of an additional one-year extension, subject to performance and organizational needs

    Duty Station: Yerevan, Armenia (home-based, with visits to the office as required)

    Objective of the Assignment: UNDP Armenia supports Armenia’s inclusive, resilient and sustainable development in line with the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2026–2030 and the UNDP Country Programme Document (CPD) 2026–2030. Working in partnership with national and local authorities, development partners, civil society, academia and the private sector, UNDP contributes to strengthening institutions, promoting inclusive economic growth, advancing climate action and environmental sustainability, fostering innovation, and improving people’s well-being.

    In a rapidly evolving context shaped by ongoing reforms, regional and global uncertainties, climate-related challenges, demographic shifts and displacement, UNDP Armenia continues to develop new initiatives and partnerships in response to national priorities and emerging needs. These efforts require sustained resource mobilization and the development of high-quality, evidence-based and donor-responsive programme concepts and proposals.

    To support programme design and resource mobilization efforts, UNDP Armenia intends to establish non-exclusive Framework Agreements with qualified National Consultants who may be engaged on an on-demand basis to develop high-quality, innovative, evidence-based and results-oriented concept notes, project proposals, project documents, funding proposals and other programme development products across UNDP’s thematic portfolios

    The Consultant(s) will contribute to the formulation of impactful initiatives and partnerships, ensuring that concepts and proposals are strategically positioned, technically sound, results-oriented, aligned with the Sustainable Development Goals (SDGs) and UNDP strategic priorities, and responsive to donor priorities, eligibility criteria and funding requirements.

    Proposal should be submitted directly in the portal no later than indicated deadline.
