IT Services – Website Development, Support & Maintenance

Terre des Hommes Foundation (Tdh) is inviting qualified and experienced IT service providers to submit proposals for the development, maintenance, support and enhancement of several strategic digital platforms under a framework agreement of up to 3 years. The services cover Drupal and Moodle ecosystems, multilingual websites, hosting coordination, security management, e-learning platforms, search solutions and technical consultancy.

Scope of Services

Providers may apply for one or more of the following lots:

• Lot 1 – RSH Website Support & Development
  • Drupal website support and development
  • Moodle LMS administration and course management
  • User analytics and reporting
  • AI-enhanced search functionality improvements
  • Technical consulting and project management support
  • Estimated volume: approximately 1,440 hours

• Lot 2 – ChildHub, LocalLink and Related Platforms
  • Drupal development and maintenance
  • Moodle course management
  • Metadata improvement and AI search integration
  • Arabic language implementation
  • Platform transition and technical consultancy
  • Estimated volume: approximately 320 hours
• Lot 3 – tdh-europe.org Website Support
  • Website maintenance
  • Bug fixing and technical enhancements
  • Estimated volume: approximately 200 hours
• Lot 4 – Drupal Support & Maintenance
  • Performance monitoring
  • Security updates and audits
  • Backup management
  • Emergency support and remediation
  • Estimated volume: approximately 576 hours over the contract period

The platforms are built primarily on Drupal 10 and Moodle, hosted through Pantheon and cloud-based environments, and include multilingual, search-intensive and AI-enabled functionalities.

Submission Requirements

Tenderers must submit a complete application package including:

• Technical Proposal describing methodology, approach and delivery model.
• Financial Proposal in CHF (excluding VAT).
• Company registration and legal documentation.
• Evidence of similar projects of comparable scale and complexity.
• At least two professional references demonstrating experience with Drupal, Moodle and multilingual digital platforms.
