By possessing long-standing expertise in the implementation of projects in WASH, FSL, Protection, as well as Nutrition and Education, PAH concentrates its global activities on ensuring sustainable development of regions suffering from consequences of armed conflicts, natural disasters, climate change and others humanitarian crises.
PAH has been present in Ukraine since August 2014 delivering humanitarian aid to the most vulnerable of the conflict-affected population. Key Duties and Responsibilities:
Programme Management and Technical Leadership
- Lead the planning, implementation, monitoring and evaluation of WASH and Shelter/NFI assistance programmes in line with humanitarian standards and PAH guidelines.
- Contribute WASH/Shelter-NFI technical expertise to multi-sector needs assessments (MSNAs) and lead sector-specific needs assessments when required, translating findings into clear, prioritised programme recommendations.
- Lead the technical design of concept notes, proposals and project modifications with WASH/Shelter-NFI component;
- Develop detailed work plans, budgets and procurement plans for WASH and Shelter/NFI interventions in close coordination with the logistics department, ensuring efficient and effective use of resources.
- Contribute to the development and revision of the Country Programme Strategy, ensuring WASH/Shelter-NFI priorities, geographic focus, localisation approach and emergency-to-recovery pathways are clearly and realistically reflected.
Partner Coordination and Technical Support
- Serve as the WASH/Shelter-NFI technical focal point for implementing partners; review partner assessments, designs, bills of quantities, technical specifications, work plans, and narrative reporting.
- Provide timely technical guidance, coaching and capacity-strengthening support to partners on WASH/Shelter-NFI programming methodologies, resource management and reporting requirements.
- Oversee partner implementation of WASH/Shelter-NFI activities, ensuring compliance with sectoral technical and donor requirements; escalate material risks promptly and track corrective actions to closure.
Quality Assurance, Tools and Monitoring
- Review technical assessments, designs, specifications, BoQs, tender technical documentation, samples/materials, construction or installation quality, and commissioning/handover documentation for direct and partner-led activities.
- Define and maintain a risk-based technical monitoring framework and tools for direct and partner-led WASH/Shelter-NFI activities, coordinating monitoring planning with Area Managers, Project Leads, Partnership and MEAL teams.
- Develop and institutionalise practical WASH/Shelter-NFI tools, checklists, SOPs and a standard project-file and document-management structure, in coordination with Programme, Logistics, MEAL, Grants and Partnership teams.
- Participate in project reviews, field monitoring, troubleshooting and lessons-learned processes; use monitoring data to inform programme adjustments, identify best practices and contribute to organisational learning.
Financial Management
- Monitor budget expenditure, identify variances and take corrective action as necessary to ensure financial accountability and transparency.
- Provide continuous review of partners' financial and programmatic performance and implementation.
- Reporting and Representation
- Prepare timely and accurate reports for donors, government partners and other stakeholders, highlighting programme achievements, challenges and lessons learned.
- Represent PAH in relevant national WASH, Shelter/NFI and technical coordination forums and cluster meetings, advocating for the sector and sharing useful updates and opportunities internally.
- Identify and pursue documented strategic or technical engagement opportunities with clusters, authorities, other NGOs, technical institutions and prospective partners.
Team Management and Capacity Strengthening
- Lead the WASH/Shelter-NFI team, including hiring and management of staff, performance reviews and goal-setting, and development of supportive relations with subordinates.
- Ensure direct reports have clear objectives, regular documented check-ins and timely feedback, coordinating constructively with Area Managers and other functions.
- Maintain a practical capacity-development approach for PAH WASH/Shelter-NFI staff and implementing partners, delivering targeted coaching or learning sessions based on identified performance gaps.
- Maintain an effective management flow for the function, including clear priorities, realistic work planning, a live work plan/action tracker, and concise monthly reporting to the Head of Programmes.
Shelter/WASH Manager will be selected based on the qualification requirements described below:
- - Higher professional education in the relevant field of study (master’s degree, specialist);
- - Professional experience of more than 7 years;
- - At least 3 years of work experience in international or local NGO;
- - Excellent verbal and written communication skills in English (at least upper-intermediate level) and Ukrainian;
- - Understanding of the context in Ukraine;
- - Understanding of international humanitarian work;
- - Good interpersonal skills;
- - Good working knowledge of Microsoft Office and Google Apps;
- - Good organizational skills and discretion with confidential information;
- - Proven ability to handle challenging workload;
- - Ability to work independently and proactively.
