The Role

Oxfam has been working in South Sudan since 1983. Our Programmatic Strategy concentrates on saving lives, Resilient Livelihoods, Advancing Gender Justice and Good Governance and Active Citizenship through a full spectrum platform that includes humanitarian response, recovery and resilience, long term development and policy and advocacy. Oxfam currently operates via seven area field offices in South Sudan. (It also works in partnership with several national organisations and community groups.

The Role:

Key Responsibilities

Job Responsibility # 1: Designing, Strengthening and management of MEAL system # Time 25%.

  • Support the design, implementation and continuous improvement of project and programme MEAL systems.
  • Develop and update MEAL plans, Indicator Tracking Tables (ITT/IPTT), monitoring frameworks and data collection plans.
  • Support development of logical frameworks, results frameworks and indicator reference sheets.
  • Design quantitative and qualitative data collection tools and methodologies.
  • Ensure alignment with Oxfam Programme Quality Standards, CHS and donor requirements.
  • Support establishment and maintenance of project databases and information management systems.
  • Ensure data management protocols, confidentiality and data protection standards are followed.
  • Support integration of gender, safeguarding and inclusion considerations into MEAL systems.

Job Responsibility # 2: Performance Monitoring, Data Quality and Reporting. # Time 25%.

  • Coordinate routine monitoring activities across project locations.
  • Conduct field monitoring visits and data verification exercises.
  • Lead baseline, endline, post-distribution monitoring (PDM), needs assessments, satisfaction surveys and other studies.
  • Track progress against indicators and targets and provide regular performance updates.
  • Conduct Data Quality Assessments (DQAs) and support corrective actions.
  • Analyze quantitative and qualitative data using appropriate software and methodologies.
  • Support preparation of monthly, quarterly, annual and donor reports.
  • Maintain monitoring trackers and programme performance dashboards.
  • Support beneficiary counting and reporting in accordance with Oxfam guidance.
  • Ensure timely submission and quality assurance of project data.

Job Responsibility # 3: Management of Beneficiary Feedback and Accountability System (CFM) # Time 20%.

  • Establish, strengthen and monitor Community Feedback and Complaint Mechanisms (CFM/FCRM).
  • Ensure accountability commitments are integrated throughout programme implementation.
  • Manage complaint and feedback databases and tracking systems.
  • Monitor complaint resolution processes and follow-up actions.
  • Produce regular accountability reports and analysis.
  • Support meaningful community participation in project planning, implementation, monitoring and review.
  • Promote awareness among communities regarding feedback and complaint channels.
  • Ensure accountability systems align with CHS commitments and Oxfam policies.
  • Support safeguarding-related referrals in accordance with Oxfam protocols.

Job Responsibility # 4: Support and Capacity Building of Oxfam and partners staff on MEAL mechanism # Time 15%.

  • Promote awareness and understanding of quality standards among program staff (including SPHERE standards, Core Humanitarian Standards [CHS] and Oxfam PQ Standards).
  • Support and train Oxfam & Partner staff on MEAL tools/databases.
  • Conduct CHS, FCRM session for Oxfam & partners staff.
  • Provide technical support for projects to include an accountability mechanism at field level
  • Undertake periodic monitoring and technical support visits to partner at field level to assess progress against agreed MEAL system and recommend corrective actions as appropriate.
  • Work closely with partner MEAL staff or focal points and provide support as appropriate.
  • Provide training to partners on accountability and support them in setting up own mechanisms.

Job Responsibility # 5: Design, conduct and facilitate learning mechanisms. # Time 10%.

  • Support planning and implementation of evaluations, reviews and learning exercises.
  • Facilitate After Action Reviews (AARs), Lessons Learned Workshops and Reflection Sessions.
  • Document best practices, success stories, case studies and programme innovations.
  • Support dissemination of findings and recommendations.
  • Promote evidence-based decision making and adaptive management.
  • Maintain records of assessments, evaluations and learning products.

Job Responsibility # 6: Coordination and Representation. # Time 5%.

  • Participate in internal programme review meetings.
  • Represent Oxfam in relevant MEAL, accountability and information management forums when delegated.
  • Coordinate with programme teams to ensure integration of MEAL activities.
  • Support donor visits, assessments and audits.
  • Perform any other duties assigned by the line manager consistent with the role.
  • Experience:
  • Essential:
  1. Minimum 3 years of experience in Monitoring, Evaluation, Accountability and Learning within humanitarian and/or development programmes.
  2. Experience supporting projects in sectors such as WASH, EFSVL, Protection, Gender, Education, Governance or Humanitarian Response.
  3. Experience conducting assessments, surveys, PDMs and evaluations.
  4. Experience managing accountability and feedback mechanisms.
  5. Experience working with national and international NGOs.
  • Desirable:
  1. Experience working with local partners.
  2. Experience in emergency response programming.
  3. Experience supporting donor-funded projects.

  • Technical Competencies:
  1. Strong understanding of Monitoring, Evaluation, Accountability and Learning principles.
  2. Strong quantitative and qualitative data analysis skills.
  3. Advanced Microsoft Excel skills.
  4. Proficiency in SurveyCTO, KoboToolbox or similar platforms.
  5. Knowledge of Power BI, Tableau or dashboard development.
  6. Experience using SPSS, STATA, R or similar statistical software.
  7. Strong report writing and analytical skills.
  8. Knowledge of CHS and humanitarian accountability principles.
