The Role:

Oxfam GB in Myanmar is looking for MEAL Coordinator.

Job Purpose:

The MEAL Coordinator will play a key role in leading the management of all MEAL parts of the project, inter-coordination among partnership and consortium projects, developing and organising programme/project information management system, supporting local organisations, and contributing to the wider Program Quality goal of OiM of achieving a knowledge-based organisation. Working closely with other MEAL colleagues and program team leads, the MEAL Coordinator will also lead and contribute to database development, knowledge management, and community feedback mechanisms of the projects. He/she will lead studies, learning, evaluations, and capture change/outcomes of the assigned projects.

Staff Reporting to this Post: None

Key Relation/Interaction: This position is expected to work very closely with MEAL staff of partners, Oxfam’s Program Quality and Impact team, Program, HR, Finance and Operations Teams.

Key Responsibilities: (Technical, Leadership, People and Resource Management)

  • Ensure effective planning, implementation and technical leadership role on monitoring, evaluation, accountability and learning for the assigned projects/programs, primarily in the relevant thematic area of Enterprise Development and Innovation, Livelihoods Grants and Market System development.
  • Manage and develop MEAL plans, including logical framework, indicators and target setting.
  • Design and maintain high-quality MEAL tools/templates and data collection processes, developed in coordination with relevant stakeholders.
  • Design and maintain clean project/program databases and prepare data/insights to be presented for management decisions, employing proper analysis and visualisation tools.
  • Perform quantitative and qualitative data analysis, interpretation, triangulation, visualisation, dissemination and reporting.
  • Conduct regular and participatory monitoring/observation (physical/remote), document findings and recommend actions for improvements, through extraction of key information from community consultations, interviews and FGDs.
  • Perform routine data quality assessments to verify the quality and integrity of reported data and MEAL reporting of partner organisations, capacitating them as necessary.
  • Lead studies, both qualitative and quantitative, capturing changes and harvesting outcomes at the project/program level.
  • Lead and facilitate reflection, learning and review workshops with the project and partner teams, summarise key findings and support overall project/program learning initiatives.
  • Lead the support of partners in partner-led complaints/feedback mechanisms initiative, including capacity strengthening, sharing and review of accountability practices, and mainstreaming the complaints/feedback mechanism.
  • Ensure all MEAL-related reporting meets required disaggregation, integrity and quality as per respective deadlines, adherence to Oxfam’s data protection and confidentiality protocols.
  • Support internal/external evaluation processes through coordination with a range of stakeholders.
  • Provide MEAL oversight and take technical leadership roles for the partners and relevant staff, ensuring that value addition from MEAL activities and data is optimal and effective.
  • Allocate at least 30-40% of working hours for field-based business trips and local partner technical support.
  • Adapt and apply feminist principles to programme monitoring, evaluation, accountability and learning (MEAL) throughout its programming, including its humanitarian response.
  • Contribute to overall Program Quality and Knowledge Management work of the organisation, including the organisation-level information management and coordination.
  • Any other tasks and responsibilities assigned by the management, in line with the thematic areas of MEAL, data, CFM and information management.

  • Ensure adherence to safeguarding policies by protecting the safety and dignity of all individuals.

  • Must report any concerns or witness or suspect any behaviour that could be in breach of the one Oxfam safeguarding policies (PSEA, Child Safeguarding etc) or Oxfam Code of Conduct.

  • Eager and required to adhere to Oxfam’s principles and values as well as the promotion of gender justice and women's rights.
  • Understanding of and commitment to adhere to equity, diversity, gender, child safety and staff health and wellbeing principles.
  • In case of emergency response, perform assigned tasks to contribute to an efficient and timely emergency response activities.

What we are looking for:

Skill and Competence:

  • Minimum of 3-5 years of solid Monitoring and Evaluation experience leading consortium/partnership MEAL portfolio.
  • Minimum 2-3 years of working experience in relevant thematic area of Enterprise Development and Innovation, Livelihoods Grants and Market System development. Additional experience in recovery and resilience-building intervention is a plus.
  • Strong skills and experience in database development and management (MS Excel, Power BI, digital data collection tools and others).
  • Demonstrated experience of coordinating with grassroots organisations and Small and Medium Enterprises (SME) in Myanmar.
  • Good facilitation skills, such as when leading workshops/ FGDs and proven experience in strengthening the technical capacity of varied stakeholders.
  • Strong critical thinking and competency in both quantitative and qualitative analysis skills, with a specific focus on attention to detail.
  • Competent presentation, reporting and report-writing skills, building upon strong data and evidence.
  • Professional written and verbal communication skills in Burmese and Workplace English.
  • Ability to manage multiple partners, priorities and work under pressure and competing deadlines.
  • Ability to communicate and influence teams and individuals effectively, comprising both internal and external stakeholders.
  • A master’s degree in development studies, gender, and humanitarian-related subjects would be an asset.
  • Ability and willingness to undertake extensive business travel across the country, especially to the affected areas.
  • Commitment to Oxfam’s overall goals and values, including a strong commitment to gender, diversity, inclusion, capacity building and rights-based approaches.
