Organisation Summary and Post Context:
The Allied Air Command (AIRCOM) is the Single Service Command (SSC) responsible for delivering Air and Space Power for Alliance Air operations and missions. Provides the core of the NATO Command Structure (NCS) Joint Force Air Component (JFAC), capable to establish suitable Command & Control (C2), to operate as a Joint Task Force (JTF) if so directed by SACEUR, and is the Air C2 competency organisation for the Alliance.
The Support Directorate is responsible for directing, monitoring and coordinating support staff functions.
The A1 Division (A1) is responsible for military and civilian personnel, at Headquarter Allied Air Command (HQ AIRCOM) and subordinate units, including guidance, development, promulgation and implementation of policies, direction, plans and procedures pertaining to these areas, is responsible for development and maintenance of establishment, and coordination of workforce requirements.
The Civilian Personnel Branch is responsible for administrative support and overall management/ coordination for AIRCOM NATO International Civilians (NICs), Local Wage Rate (LWR), collocated agencies and personnel in Crisis Response operations under HQ AIRCOM responsibility.
The incumbent will be responsible for the management and administration of the civilian recruitment process, implementing end-to-end recruitment of civilian personnel under HQ AIRCOM administration. This project post linked post will support the NATO 2030 agenda and reports to OAC RHCX 0010 – Branch Head (Civilian Personnel), A-3.

Managerial Responsibilities: The incumbent needs the ability to manage work independently within the main priorities established by the Supervisor. Tasks require a knowledge of planning, coordination and management. As a member of the Civilian Human Resources Office team, contributes to the planning and coordination of the daily staff work.
Professional Contacts: Liaise with A1 and other AIRCOM colleagues, NATO-wide counterparts, and higher headquarters, and with external national authorities and vetting agencies. Promote and maintain professional relations with Human Resources officers in other NATO bodies, candidates for employment.
Contribution to the Objective:
Directly contributes to AIRCOM objectives by ensuring that recruitment and selection activities are conducted in a fair and transparent manner and in accordance with the rules. The work involves ongoing analysis of civilian staffing needs and requirements to minimize staffing gaps and while acquiring top talent. The incumbent will evaluate and resolve problems that require analytical, constructive and innovative thinking and judgment. The work is based on a wide range of broad policies and procedures, with minimal supervision, and the complexity of work context results in actions that may substantially have impact on efficiency, image, and financial resources of the HQ.
Special Requirements
The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.
The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days and may be on short notice. For NATO International Civilian Staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.
Contract
This requirement is in support of the NATO 2030 agenda and is project linked. The successful candidate will be offered a 3 year definite duration contract as a NATO International Civilian (NIC). Serving NIC staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.
The successful selected candidate must complete a NATO medical examination and have NATO security clearance before an employment offer will be released.
