Job Description

1. SUMMARY 


The Political Affairs and Security Policy (PASP) Division leads on the political aspects of NATO’s core tasks and is the International Staff’s (IS) political hub for partnerships. To enable PASP to deliver on its partnership responsibilities, a number of NASOs around the globe has been established to provide an in-situ interface with the respective partner countries/international organisations. 
Within the Divisional Support Section (DSS), and working closely with multiple relevant stakeholders across NATO HQ, the Officer acts as the focal point in PASP for NASO heads to ensure the effective functioning of the NASOs for the budget, human resources (HR), security and safety, host nation legal arrangements, logistics, ICT and business continuity domains. The incumbent of the post will be expected to visit the NASOs periodically, which may include travel to non-permissive environments. The incumbent will deputize for the Executive Officer/Head DSS, in cases of absence, when necessary.

2. QUALIFICATIONS AND EXPERIENCE

The incumbent must:

  • possess a university degree, or an equivalent level of qualification in a relevant field;
  • have at least 3 years’ relevant experience in progressively responsible positions with a focus on policy, budget, administration and/or HR;
  • have experience in project management and working with a large stakeholder group on a diverse range of topics;
  • possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one and II (“Elementary”) in the other.

The following would be considered an advantage:

  • excellent knowledge of NATO HQ’s organisation, procedures and practices;
  • an overall understanding of Euro-Atlantic security issues and the contribution of partnerships to NATO’s cooperative security;
  • experience coordinating activities and/or operations across multiple offices or entities within governmental, intergovernmental, international, or other institutional environments.

 

 

3. MAIN ACCOUNTABILITIES          

 

Project Management. Lead on NASO coordination within PASP, with other Divisions and between the International Staff (IS) and the International Military Staff (IMS). Monitor compliance with all tasks issued by the Office of the Secretary General (OSG) and the Assistant Secretary General (ASG) PASP in relation to NASOs. Plan, organise and support projects, as relevant to enable the functioning of NASOs. This may include, inter alia, security and safety upgrades; the establishment or refurbishment of premises; the deployment of IT and communications capabilities; staffing related matters; fleet requirements; and business continuity planning.

Information Management. Follow-up and report on the NASOs’ internal management issues, exchanging information as appropriate. Facilitate information-sharing across HQ-based stakeholders with a view to ensure a fluent exchange of knowledge between the NASOs and HQ counterparts.

Expertise Development. Assist and advise PASP’s senior management in all matters pertaining to support to the NASOs. Ensure the consistent application of the NASO Handbook and initiate and contribute to its regular review and revision, as required. Draft position papers and conduct analyses as necessary in coordination with other Divisions/IOs. Synthesize information from a variety of sources, develop conclusions and present results to senior level management in a clear and concise manner.

Stakeholder Management. Serve as the PASP internal and external point of contact for all matters relating to NASO support. Maintain close collaboration with heads of Satellite Offices and local staff in support to their operations and particular activities.  Lead the secretariat support to the NASO Support Working Group (NSWG), including timely preparation and circulation of meeting agendas and supporting documentation, and follow on actions.


 

4. INTERRELATIONSHIPS


Reporting Line: The incumbent reports to the Executive Officer/Head Divisional Support Section.
Interactions: The incumbent works closely with the Budget Officer, Directors and Section Heads in PASP on identifying and discussing current needs and likely future developments regarding the NASOs. The incumbent collaborates tightly with NASO support officers in NATO Human Resources (NHR) and heads of NASOs, and coordinates with NATO IS (notably JISD-NOS, OPS and OFC) and IMS at all levels as required.

6. CONTRACT

Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years, during which the incumbent may apply for conversion to an indefinite duration contract.

Contract clause applicable:

In accordance with the contract policy, this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisation's need to carry out its tasks as mandated by the Nations in a changing environment, for example by maintaining the flexibility necessary to shape the Organisation's skills profile, and to ensure appropriate international diversity.

The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period of up to 3 years. However, according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract.

If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.

Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.

 

NOTE: Irrespective of previous qualifications and experience, candidates for twin-graded posts will be appointed at the lower grade. These circumstances are described in the IS directive on twin-graded posts.
