Job Description

Our Requirement:

Title: Staff Assistant (Finance) – NATO 2030

Grade: 10

Duty Location: Brunssum, The Netherlands

Our organisation

Joint Force Command Brunssum (JFCBS) provides a Joint headquarters to plan, prepare and conduct operations to support NATO’s core tasks, at the Joint Operational level, as directed by SACEUR.

The Finance Directorate (J8) drafts, manages and executes the HQ and supported entities allocated budgets as well as accounts, purchases and contracts goods and services. It provides financial advice to COM and executes HQ-wide internal financial control functions. It develops and maintains the situational awareness of financial and contractual aspects in the planning process.

The Finance and Accounting Branch (FAB) provides accounting services and financial management to the HQ and supported entities. It reviews, authorises and records all financial transactions related to international approved credits and authorised reimbursable activities. It provides advice on all finance and accounting matters and manages duty travel.

The Core Business Section is responsible for all financial and accounting activities related to international, multi-national credits, NATO Security Investment Programme (NSIP) projects and reimbursable activities by reviewing, authorizing and recording all commitments of funds, invoices, travel claims, AR invoices (collection vouchers).

The incumbent is responsible for monitoring, managing and facilitating the accurate and timely processing of accounting transactions, payments and receipts.

 

 The main duties of Staff Assistant (Finance) are to:

  •        Support the Section Head in the recurring analysis and control of documents for propriety, accuracy and completeness, as well as ensuring availability of budgetary credits.
  •        Co-ordinate routine Accounts Payable, Accounts Receivable and Travel commitment documents, for propriety, completeness and for budgetary authority and availability.
  •        To the extent delegated by the Branch Head, authorize commitment of funds along with increases and decreases to existing commitments as required.
  •        Monitor and prioritize tasks to ensure all suspense dates are met on time.
  •        Ensure that commitments are charged to the proper budget account and that sufficient funds are available.
  •        Oversee authorization and processing of advances.
  •        Co-ordinate routine fiscal/accounting matters with team and other staff elements within headquarters, and national agencies.
  •        Assist with the maintenance of computerized financial accounts and the preparation of related reports, checklists, management accounts and year-end procedures.
  •        Assist Section Head (Core Business) in approval of commitments and payments in line with NFRs, FRPs, IPSAS and higher directives. Regularly review and reconcile HQ's inter-entity accounts.
  •        Organize own workload to ensure accurate and timely execution of duties.
  •        Control commitments and ensure that required receipts and other supporting documentation are attached to all financial transactions.
  •        Review invoices and verify the legitimacy in respect of NATO and national rules, unit prices and mathematical accuracy.
  •        Manage filling of all source documents to include travel, accounts payable and accounts receivable.
  •        Undertake work as part of a project team or working group as directed or assigned.
  •        The above duties are directly tied to the execution of the NATO 2030 budget and encompass all related financial activities essential for its implementation.
  •        Accountable for propriety of financial transactions and proper execution of financial obligations in the incumbent areas of responsibility.

The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days, and may be on short notice. For NATO International Civilian Staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.

 

Required Qualifications are:

Ø  English – good – NATO Standard Language Proficiency 3322.

(Listening, Speaking, Reading and Writing) in accordance with NATO standard agreement (STANAG) 6001.

NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.

Ø  Secondary education AND completed vocational training in accounting, finance, management, business administration, public administration or related field/subject.

Ø  A minimum of 3 years' professional experience in accounting.

Ø  Professional experience in:

1.    accounts payable – review, validation and payment of invoices.

2.    accounts receivable – reconciliation, issuing collection vouchers, tracking and monitoring invoice aging.

3.    reconciliation of accounts – end of month/ end of year closure activities and reconciliation of general ledger and subledgers.

Ø  Professional experience operating automated accounting systems.

 

 

Desirable Qualifications are:

*  Experience in application of International Public Sector Accounting Standards (IPSAS).

*  Professional experience in multi-national/international organisations.

*  In-depth knowledge of office automation software packages (i.e.- Microsoft Office).

*  Experience in the application of NATO financial rules and regulations.

*  Experience with the NATO Automated Financial System and/or Oracle Financials.

*  Completion of relevant courses / trainings.

The successfully selected candidate must be able to obtain and maintain a security clearance and is required to pass a medical examination before an employment contract offer is released. The medical examination will take place with our medical consultant. It is required to determine if the recommended candidate is fit to perform the duties and is deployable to NATO's areas of operation.

 

This requirement is in support of the NATO 2030 agenda.

 

The successful candidate will be offered a 3-year definite duration contract as NATO International Civilian (NIC); remuneration will be exempt from taxation and allowances will be applied whenever applicable.

 

For serving NATO international Civilians: contract will be offered in accordance with the NATO Civilian Personnel Regulations and the additional Nations’ guidance (MCM-0061-2023 for NATO 2030 Project Linked NICs). The selected staff member will get a definite duration contract regardless of the current contract, with the exception of the case when they have more than 10 years of service, in which case they will receive an indefinite duration contract.
