Mission and objectives

The International Organization for Migration (IOM) aims to ensure that migration is humane and orderly, delivering benefits for both migrants and society. It adopts a comprehensive, development-oriented approach to fully realize the positive potential of migration. The organization works with its partners in the international community to assist in meeting the operational challenges of migration, advance understanding of migration issues, encourage social and economic development through migration, and uphold the human dignity and well-being of migrants. By delivering holistic and systemic support, IOM integrates this methodology into its operations at global, regional, and national levels, as outlined by its Global Strategic Plan. Effective management of human mobility and the establishment of regular migration pathways can significantly contribute to sustainable development, prosperity, and progress, a reality acknowledged in the 2030 Agenda for Sustainable Development (2030 Agenda). This vision is also reflected in the Sustainable Development Goals (SDGs), the Global Compact for Safe, Orderly and Regular Migration (GCM), the United Nations Secretary General’s Action Agenda on Internal Displacement, and various other thematic frameworks and instruments. As the world heads into a post-2030 future, IOM is also committed to ensuring that the nexus between migration and sustainable development can be leveraged to bolster people’s resilience to significant changes including climate change, demographic shifts, urbanisation, and digitalisation

Context

IOM supports the Government of Rwanda in fostering social cohesion and strengthening community resilience, while addressing, minimizing, and averting the impacts of climate change on human mobility through evidence generation, capacity building, and community level resilience programming. This work advances IOM’s Global Strategic Objectives by safeguarding lives and protecting people on the move—reducing vulnerability to climate related hazards, enhancing preparedness, and reinforcing community based disaster risk reduction mechanisms. In close collaboration with national and local authorities, IOM implements disaster risk reduction initiatives in high risk communities across the country, including early warning systems, adaptive capacity strengthening, and a range of resilience building activities. These efforts contribute to driving solutions to displacement by reducing the need for forced climate related movements and supporting safer, more dignified mobility pathways when displacement cannot be avoided. Moreover, by integrating human mobility considerations into national climate adaptation and disaster preparedness frameworks, IOM strengthens migration governance and supports Rwanda in building systems that are better equipped to anticipate and manage climate induced mobility. Under the overall supervision of the Head of Programmes (HoP), the direct supervision of the Project Manager (national Japanese staff), and in close coordination with the Programme Support Unit (PSU), the successful candidate will support the implementation of the Migration, Environment and Climate Change (MECC) portfolio, including activities related to disaster risk reduction and climate resilience.

Task Description

Under the direct supervision of Project Manager, the UN Volunteer will undertake the following tasks:

• Support the coordination and implementation of reintegration and climate resilience projects, including emergency preparedness and response, in line with IOM policies, donor requirements, and national priorities.
• Support data collection, information gathering, and analysis related to migration, reintegration, climate resilience, and community needs, and contribute to reports and knowledge products.
• Support activities aimed at strengthening the well-being, resilience, and inclusion of returnees and vulnerable communities.
• Provide operational oversight, technical guidance, and supervisory support to project staff and Implementing Partners (IPs) to ensure effective and timely delivery.
• Support project monitoring activities, maintain activity records, and contribute to progress reporting.
• Support community engagement activities, awareness-raising initiatives, and capacity-building efforts related to climate resilience, disaster preparedness, and reintegration.
• Draft and contribute to high-quality narrative, financial, and other project reports.
• Liaise with government counterparts, implementing partners, UN agencies, and other stakeholders, and represent IOM in coordination forums, technical working groups, and relevant meetings.
• Support the identification of funding opportunities and contribute to the development of new project proposals through contextual analysis and background research.
• Plan and support the delivery of capacity-building activities for IOM staff, government counterparts, partners, and humanitarian actors.
• Support project information management and visibility, including preparation of up-dates and communication materials, in coordination with donors and relevant IOM units.

Kigali, Rwanda’s capital, has experienced remarkable rejuvenation and stability, reflected in its modern infrastructure, safe environment, and well-organized transport system. While motorcycle taxis are the fastest option, standard taxis, public buses with prepaid cards, and rental cars offer safer alternatives. The city boasts well-maintained roads with minimal congestion. Accommodation and recreational facilities are readily available, alongside diverse shopping options for imported goods and essentials. Kigali has both public and private healthcare facilities, with major hospitals like King Faisal Hospital and Legacy Clinic offering comprehensive services and accepting CIGNA insurance. The city is exceptionally safe, with emergency services accessible via 999 for police, 111 for firefighters, and 112 for general emergencies.
