About this position

The Transport Division (TSP) of the Infrastructure and Energy Department (INE) supports countries in Latin America and the Caribbean in developing safe, resilient, and efficient transport systems. As digital technologies and artificial intelligence (AI) increasingly transform the way transport systems are planned, managed, financed, and operated, the Division is seeking to strengthen its internal capabilities and expand its support to client countries in the areas of digital transformation, data-driven decision-making, intelligent transport systems, digital public infrastructure, and AI applications in transport.

To advance this agenda, the Division requires specialized support to promote the integration of digital transformation and AI into its operational, analytical, and knowledge activities, while also strengthening staff capabilities and supporting the administration of related initiatives.

The consultant will support the Transport Division in advancing its digital transformation and AI agenda across both internal and external activities. The consultant will contribute to strengthening AI and digital literacy among TSP staff, supporting policy dialogue with governments and sector stakeholders, identifying opportunities to incorporate digital and AI-related activities into lending and technical cooperation operations, and assisting with the administration, monitoring, and reporting of digital transformation initiatives across the Division.

The consultant will work closely with area leaders, operational teams and external partners to help position the IDB as a leading institution on transport digitalization in Latin America and the Caribbean.

What you’ll do

  • Support the implementation of the Transport Division’s AI and digital transformation strategy, including the planning, coordination, implementation, and monitoring of related initiatives across the Division.
  • Design and deliver training, workshops, learning sessions, and practical guidance to strengthen AI and digital literacy and promote the adoption of digital tools among TSP staff.
  • Identify, assess, and disseminate emerging technologies, best practices, tools, and use cases related to AI, digital infrastructure, intelligent transport systems, digital twins, mobility data platforms, and other relevant innovations.
  • Develop knowledge products, sector studies, case studies, analytical reports, presentations, briefing notes, guidance materials, and internal communications on AI and digital transformation in transport.
  • Identify and support opportunities to integrate AI and digital transformation components into sovereign-guaranteed loans, technical cooperation operations, advisory activities, and other operational instruments.
  • Support operational teams in the preparation of digital transformation assessments, project concepts, technical notes, operational documents, and digital initiatives and pilots across areas such as transport planning, road asset management, logistics, public transport, road safety, and mobility data.
  • Support policy dialogue, partnerships, and knowledge exchange with government counterparts, development partners, academia, private sector stakeholders, technology providers, research institutions, and international organizations.
  • Support the preparation and execution of technical missions, workshops, conferences, and high-level events, as well as communities of practice and other knowledge-sharing activities focused on AI and transport digitalization.
  • Monitor and report on digital transformation initiatives and technical cooperation operations, including progress, budgets, deliverables, milestones, results, and impact through monitoring frameworks, dashboards, and reporting tools.
  • Support the operational and administrative management of digital transformation activities, including procurement, consultant and vendor coordination, maintenance of inventories and lessons learned, and collaboration with other IDB departments and cross-sectoral initiatives on AI, data, and digital transformation.

What you'll need

  • Education: Master’s degree (or equivalent advanced degree) in public policy, transport engineering, information systems, business administration, or another field relevant to the responsibilities of the role.
  • Experience: At least 5 years of relevant professional experience in digital transformation, innovation, data analytics, AI applications, transport technology, intelligent transport systems, digital government, or related fields. Experience supporting public sector digital transformation initiatives is highly desirable. Experience working with multilateral development banks, international organizations, consulting firms, technology companies, or government agencies is desirable. Experience designing or supporting digital transformation programs is an asset.
  • Languages: Proficiency in Spanish and English, spoken and written, is required.

Requirements

  • Citizenship: You are a citizen of one of our 48-member countries. Must be eligible to work in job location(s) without the need for sponsorship.
  • Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.

Type of contract and duration

  • Local Remote Consultant Full-Time, 12 months (up to 48 months, subject to eligibility) rendered 100% remotely from place of residence of the selected candidate. Services are expected to be provided from a country where the IDB Group has offices.
