JOB CONTEXT:
Handicap International – Humanity & Inclusion (HI) initiated its operations in Sudan in early 2024, in Gedaref State, initially providing technical, financial and operational support to a national NGO, with activities managed remotely due to access constraints. Following HI’s registration with the Sudanese authorities in December 2024, the organisation progressively expanded its operational footprint. In January 2025, HI opened a base in West Darfur (El Geneina) and began direct implementation, including hygiene kit distributions for households with malnourished children, cash-based food assistance, and the strengthening of inclusive humanitarian approaches. In October 2025, HI opened an office and the launch of direct activities in Al Jazirah State, with a focus on physical rehabilitation (including stimulation therapy for children under five) and Inclusive Humanitarian Action, implemented in consortium with humanitarian partners.
In January 2026, in light of the emergency in North Darfur, HI opened an office in Tawila to deploy Atlas Logistique teams, which are responsible for providing storage and transport services for humanitarian actors. An Emergency Medical team is also working alongside MSF Hospital to provide post-surgical rehabilitation care.
HI current activities in Sudan are Humanitarian Mine Action, Physical rehabilitation (including Stimulation Therapy), Inclusive Humanitarian Action, Atlas Logistique, Basic needs
The situation in Khartoum is relatively calm. The city has been destroyed by the ongoing conflict and most authorities, NGOs and agencies are in the process of reopening their offices in Khartoum. The HAS Manager is under recruitment to develop and finalize the security pack and contingency plan. The route to reach the base goes via: Nairobi (or directly through Port Sudan international airport – depending on Visa process). In terms of conditions, the teams are housed in a collective guesthouse.
YOUR MISSION:
Reporting to the Sudan Country Director the Operations Manager contributes in the area where s/he is based to the
implementation of the mandate and the strategy of Humanity & Inclusion. S/he ensures optimal quality and the impact of the projects implemented in his/her area by means of a delegation system with appropriate oversight mechanisms. With all the other HI managers, s/he shares responsibility for the sound management and effective functioning of the global organisation. The operations manager manages a team of project managers in his/her country.
YOUR RESPONSABILITIES:
The Operations Manager has five main responsabilities:
Responsability 1: Management
- The manager should embody HI's values on a daily basis, serve as a role model, and guide the team by giving meaning to the strategy and translating it into operational objectives.
- He/She should encourage innovation, inter and intra-departmental exchanges, and risk-taking.
- As an operational manager, he/she organizes the team's work, manages performance, and solve problems.
- As a coach, develops team's skills, ensures commitment and professionalism, and compliance with the code of conduct and expected behaviors.
Responsability 2: Strategy and steering
Contribute to the development of the programme operational strategy, and to its implementation and annual monitoring:
- Contribute to the process of elaborating the StratOp of the programme and steer the operational aspects of the StratOp
- At least once a year, contribute, with his/her portfolio of projects and data, to the annual monitoring of the StratOp and to the following year’s programme planning (support missions and evaluations).
- In the event of a crisis/emergency, implement the framework and set-up decided by the HI Operations Director.
- Take part in the programme steering committee led by his/her line manager where required.
Implement the project part of the Programme’s Operational Strategy:
- Size and plan necessary resources, recruit the project managers (ensuring a fit between skills and the projects’ challenges and ambitions), developing, contributing
- Where relevant, develop regular contact with current and potential donors at field level and liaise with their line manager to check coherence with institutional programming and fundraising strategy.
- Within the operational framework defined in the StratOp, identify and transform funding opportunities in the area of assignment. Undertake (or contribute to) the design and drafting of new projects, and institutional fundraising for major multicountry projects, based on the decisions taken by the Authority regarding the opportunities.
- In conjunction with the Technical Unit, identify, develop, and ensure the management and progression of local partnerships and/or consortia with CSOs, NGOs, institutions, companies; on technical priorities or important topics in the area and going beyond the project timeframe.
Contribute to organisational transformation, particularly through changes to managerial practices, continuous improvement, and contribute to the improvement of working processes.
Responsability 3: Standards and expertise
Ensure deployment and compliance with HI global frameworks, institutional policiesand standards. These include: the mandatory reference frameworks (such as HI Mission & Values or HI Theory of Change: Access to services), Projects Quality Policy (including the 6 minimum commitments and its quality framework), all HI's institutional policies (Security / Code of Conduct and Safeguarding / Anti-fraud, bribery and corruption / Age-Gender-Disability), all institutional directives and processes; delegation thresholds; security levels
Responsability 4: Operational implementation
Ensure the sound management and monitoring of projects under his/her responsibility:
- In conjunction with the [Regional] Technical Unit and the [Regional] MEAL Unit, ensure that HI quality standards (including technical standards) are applied in the projects, and monitor the implementation of recommendations from support missions, evaluations and audits.
- Ensure compliance with project donors’ rules and adherence to contractual commitments: consolidation, oversight and reporting to his/her line manager operational and organisational information in his/her area (dashboards, corrective action, use of own funds, beneficiary data, etc.)
- In relation with the concerned departments, deploy all appropriate tools to enable projects monitoring (operational, financial, logistics, human resources and technical monitoring) respecting HI and donors’ financial framework and in compliance with HI’s policies and frameworks.
- Undertake expenditure and manage the project activity-specific budget lines according to the delegation he/she received based on the programme signature delegation table
- Facilitate audits (operational, financial and organisational), and ensure that their recommendations are implemented intheir area of responsibility.
Keeping both potential opportunities and risks in mind, contribute to the monitoring and analysis done by the line manager, and propose mitigation measures where relevant:
- In conjunction with the line manager, implement analysis and monitoring of risks & opportunities related to HI’s presence and activities; implement risk mitigation actions at his/her level; and ensure the implementation of a humanitarian watch and of an emergency preparedness plan in the area.
Develop HI’s external influence (forums, operational and strategic alliances, etc) and the external representation of the organisation (events, media) in his/her area of responsibility:
- May represent HI to the local, national, traditional, political, military and diplomatic authorities and bodies; and international organisations and humanitarian mechanisms and coordination bodies.
- As part of his/her role, convey HI’s global advocacy messages to all the relevant external partners.
Coordinate the teams in his/her area:
- Facilitate coordination meetings between his/her direct team of project managers and the support services located in the area when necessary.
- Follow up teams in his/her area in conjunction with their direct managers.
- Ensure that project managers and the support teams (shared and technical services, in particular) work well together in order to facilitate project implementation in the country; conduct regular project reviews with the project managers and relevant departments.
Support the Director/Country Manager in monitoring security in their area and ensure adequate resources according to the context:
- Monitor and analyse the security context in his/her area of responsibility on a regular basis (if required).
- In tandem with the Director/Country Manager, take the decision to deploy or withdraw teams from sensitive areas.
- Report all incidents directly to the Director/Country Manager.
- Develop a network of contacts with security staff from fellow NGOs, represent HI in access, security and safety meetings at the request of the Director.
- Provide feedback and give advice about security risks, as well as on the existence and use of security management resources, such as SOPS, and project proposals.
- Working with the Director / Country Manager and Senior Management Team, update the security and contingency plans as and when the context develops.
- Support the Director / Country Manager on exploratory mission assessments, identification of guesthouses, and the opening of new areas.
- Assist the Director / Country Manager in raising the awareness of HI staff (national and international) about security risks and ensuring that security documents are understood and implemented
Responsability 5: Emergency Preparedness and Response
Lead the emergency preparedness actions in his/her department and, in the event of an emergency, reorganize the priorities of his/her team according to the humanitarian priority, in order to ensure a quick and efficient response by HI.
Requirements
- You have at least 5 years of professional experience in Operation/Field/project management in challenging humanitarian contexts, as well as experience working in complex and conflict affected regions.
- You have a proven experience in influencing and advocacy intitiaves related to disablity-inclusion
- You have experiences on donor relations, external relations, fundraising and strategic positioning.
- You know how design and coordinate of complex emergency interventions.
- You have strong and solid management and communication skills.
- You are fluent in English (Arabic is a strong asset)
- You show strong organizational skills, you are autonomous and reactive.
- You are willing to travel frequently and work in remote, insecure areas.
