CONTEXT

As part of UNIDO's Global Programme for Hydrogen in Industry, the Global Clean Hydrogen Programme (GCHP) was developed to support the reduction of global greenhouse gas (GHG) emissions in alignment with the Paris Agreement goal of limiting global warming to 1.5°C. The GCHP objective is to decarbonize sectors such as heavy industries and transport, which contribute around 20% of annual CO₂ emissions, by accelerating the adoption of clean hydrogen in developing countries.

The GCHP aims to significantly reduce greenhouse gas (GHG) emissions in hard-to-abate sectors globally, such as industry, transport, and energy, where decarbonization is particularly challenging yet critical for meeting global climate targets. The GCHP includes one Global Child Project and nine National Child Projects (Algeria, Egypt, Ecuador, Malaysia, Namibia, Nigeria, Pakistan, Philippines, and South Africa). This project is funded by the Global Environment Facility (GEF) and implemented by UNIDO.

The GEF Child Project Ecuador of the GCHP supports Ecuador’s efforts in this global initiative by strengthening national capacities and frameworks to accelerate the adoption and scale-up of clean hydrogen technologies. Specifically, the project seeks to enhance national policy and regulatory frameworks, build local technical expertise, and create an enabling environment for investment in clean hydrogen solutions. By improving technological readiness and raising awareness, particularly within Ecuador’s industry and transport sectors, the project intends to drive clean hydrogen adoption as a viable and sustainable solution, significantly contributing to national and international net-zero emissions targets. The project expects to generate the following outcomes:

• Address the limited policy, regulatory and standards frameworks by recommending actions to support the implementation of the 2023 Ecuador Green Hydrogen Roadmap;

• Develop feasibility studies for green hydrogen projects to reduce carbon emissions (Global Environmental Benefits (GEBs)) estimated at 290,539 tCO₂eq, thus contributing to national and international mitigation targets;

• Address local knowledge and capacity gaps at institutional and technical levels in close coordination with the Global Child Project, fostering synergies and avoiding duplication of efforts;

• Directly benefit 700 people.

In Ecuador, the Global Green Growth Institute (GGGI) acts as the Executing Entity of the Child Project under the GCHP. GGGI was selected given its mandate as an intergovernmental organization dedicated to supporting green growth and its active role in supporting Ecuador’s energy transition and hydrogen roadmap.

GGGI’s institutional structure allows for technical assistance, policy advisory, and knowledge management functions, operating through its global headquarters and country offices.

In this regard, GGGI is seeking to hire a National Project Coordinator – Senior Associate who will support for the day-to-day management of the Project and will be responsible for communicating and coordinating with UNIDO and the GCHP.

POSITION SUMMARY

Based in Quito, the National Project Coordinator – Senior Associate (NPC) will support the day-to-day coordination, implementation, monitoring, and reporting of the Ecuador Child Project under the Global Clean Hydrogen Programme (GCHP).

The NPC will support for Ecuador project management activities, will manage the Project Coordination Unit (PCU), coordinate with UNIDO, GGGI, GCHP, Ministry of Environment and Energy (MAE) and other key stakeholders in order to ensure that project activities are implemented in accordance with the approved Project Document, the Implementing Partner Agreement, GEF requirements, UNIDO rules, and GGGI policies.

The NPC will ensure that Environmental and Social Safeguards (ESS), including gender equality and women and youth empowerment, are properly integrated and monitored throughout the project implementation period.

The overall tasks of the NPC include the development of annual workplans, execution of project activities, ensuring coordination and collaboration with other projects; and support public relations and communication of project results, lessons learned and success stories at local level as well as in coordination with the Global Child Project knowledge management and sharing.

PURPOSE

The role of the National Project Coordinator, Senior Associate is to:

• Support the planning, coordination, implementation, and monitoring of the Ecuador Child Project in accordance with the approved annual workplans, budgets, results framework, and implementation schedule.

• Ensure the effective delivery of project activities across policy and regulatory frameworks, technical readiness, green hydrogen industrial clusters and pilot project support, knowledge management and sharing, and monitoring and evaluation.

• Coordinate the PCU and provide technical, operational, and strategic support to GGGI, UNIDO, MAE, the Project Steering Committee (PSC), consultants, contractors, and other national key stakeholders.

• Ensure robust monitoring, reporting, risk management, safeguards integration, gender mainstreaming, stakeholder engagement, and knowledge management throughout project implementation.

ENGAGEMENT

• Work under the overall guidance of GGGI Country Project Manager and in close coordination with UNIDO as the GEF Implementing Agency.

• Support the Ecuador Project Coordination Unit (PCU), supervise the National Project Assistant, and ensure effective coordination between the Ecuador PCU and the Global PCU.

• Coordinate regularly with GGGI (Ecuador and Headquarters), UNIDO, MAE, consultants, contractors, and other relevant public, private, academic, and civil society stakeholders.

• Serve as the operational focal point for project implementation, ensuring timely communication, follow-up, and coordination across project components and activities.

• Support the organization, documentation, and follow-up of Project Steering Committee meetings, technical working groups, stakeholder consultations, workshops, validation events, and knowledge-sharing activities.

• Facilitate national stakeholder engagement related to Ecuador’s Green Hydrogen Roadmap, clean hydrogen policy and standards, technical readiness, market opportunities, industrial applications, and pilot project development.

• Ensure coordination with ongoing national and international initiatives on clean hydrogen, renewable energy, industrial decarbonization, climate change mitigation, and green growth to avoid duplication and identify synergies.

• Participate the project in technical meetings, consultations, workshops, and other relevant forums, as delegated by GGGI.

DELIVERY

Project coordination

• Support the preparation, implementation, monitoring, and periodic update of annual workplans, budgets, procurement plans, consultant workplans, and implementation schedules.

• Coordinate and monitor the delivery of project activities under Components 1, 2, 3, 4, and the relevant activities under Component 5, ensuring alignment with the Project Document and IPA requirements.

• Contribute on the day-to-day management of the PCU, including the organization of tasks, internal coordination, quality control, and follow-up on pending actions.

• Identify implementation risks, bottlenecks, and corrective actions, and escalate key issues to GGGI and UNIDO as appropriate.

• Ensure that project activities are implemented in accordance with GGGI and UNIDO policies, donor requirements, and agreed implementation standards.

Technical coordination and stakeholder engagement

• Coordinate technical inputs for the development of policy, regulatory, incentive, governance, and standards recommendations for clean hydrogen production and application in Ecuador.

• Support the coordination of technical assessments, feasibility studies, market analyses, industrial cluster assessments, and pilot project-related studies foreseen under the project.

• Coordinate stakeholder consultations, workshops, capacity-building activities, and validation processes with government institutions, industry representatives, academia, private sector actors, and development partners.

• Ensure that project outputs are technically coherent, evidence-based, and aligned with Ecuador’s Green Hydrogen Roadmap, national development priorities, climate commitments, and relevant sectoral policies.

• Facilitate communication and technical exchange with the Global Child Project and other National Child Projects.

Monitoring, evaluation, reporting, and knowledge management

• Support the collection, consolidation, verification, and analysis of project implementation data, evidence of results, and progress against indicators and targets.

• Coordinate the preparation of Progress Implementation Reports (PIRs), Annual Progress Reports, Annual Narrative Reports, Interim Financial Reports, and other reporting requirements requested by GGGI, UNIDO, GEF, and the PSC.

• Maintain and update project monitoring tools, risk registers, workplan trackers, procurement trackers, deliverable trackers, and knowledge management records.

• Support the integration of lessons learned, best practices, success stories, and project results into knowledge products and dissemination materials.

• Coordinate project contributions to the Global Child Project knowledge platform, thematic working groups, webinars, conferences, and other knowledge-sharing mechanisms.

Financial, procurement, and administrative oversight

• Provide technical inputs for procurement and contracting processes related to consultants, firms, service providers, and project executing partners, ensuring alignment with project objectives and workplans.

• Supervise the preparation and quality control of terms of reference, technical specifications, evaluation inputs, deliverable review processes, payment documentation, and contract monitoring records.

• Monitor budget execution, expenditure planning, and financial progress in coordination with GGGI operations, finance, and procurement teams.

• Ensure that supporting documentation is complete, accurate, and available for audits, financial reviews, evaluations, and verification processes.

Safeguards, gender, and compliance

• Ensure that Environmental and Social Safeguards (ESS), gender equality, women’s empowerment, youth engagement, and social inclusion considerations are integrated and monitored throughout project implementation.

• Coordinate the implementation and reporting of gender-responsive stakeholder engagement activities and project targets related to participation and beneficiaries.

• Ensure compliance with applicable GEF, UNIDO, and GGGI requirements related to safeguards, ethics, anti-fraud, anti-corruption, conflict of interest, data protection, and prevention of sexual exploitation, abuse, and harassment.

• Support audit, evaluation, independent review, and verification processes throughout the project lifecycle.

REQUIREMENTS

QUALIFICATIONS

• Must be an Ecuadorian citizen or a foreigner holding a valid work permit.

• An advanced university degree (Master’s degree or equivalent) in Environmental Management, Climate Change, Energy, Engineering, Economics, Public Policy, International Development, Project Management, Sustainable Development, or a related field is preferred.

• Minimum five (5) years of relevant professional experience in project management related to climate change mitigation, clean energy, renewable energy, green hydrogen, industrial decarbonization, sustainable development, or related fields.

• Proven ability to independently lead stakeholder engagement and negotiations..

• Experience coordinating multi-stakeholder processes with government counterparts, private sector actors, academia, civil society, consultants, and international organizations.

• Experience in monitoring and evaluation, results-based management, preparation of annual workplans, budgets, progress reports, donor reports, and implementation schedules.

• Knowledge of clean hydrogen, renewable energy, energy transition, industrial decarbonization, climate change mitigation, or related policy and regulatory frameworks is highly desirable.

• Experience in procurement planning, contract management, consultant supervision, deliverable quality control, and financial monitoring is desirable.

• Experience integrating gender equality, social inclusion, environmental and social safeguards, and stakeholder engagement into project implementation is considered an asset.

• Experience working in Ecuador and knowledge of national institutions, policies, and processes related to climate change, energy, environment, industry, or green growth is desirable.

• Strong proficiency in Microsoft Office applications, including Word, Excel, and PowerPoint. Experience with project management, monitoring, and data management tools is an asset.

LANGUAGES

• Fluency in Spanish and English (written and spoken) is required.

WORKING CONDITIONS

The National Project Coordinator is an G7EC grade level in GGGI's Ecuador Salary Scale. The salary range for the position starts at USD 39,102 per annum in accordance with GGGI’s applicable country scale, depending on candidate's experience, academic background, and internal equity.

GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision, in accordance with applicable GGGI policies.

The position is based in Quito, Ecuador. The incumbent may be required to travel within Ecuador and occasionally internationally, subject to project needs, budget availability, and applicable GGGI travel policies.
