Job Description

Job Summary:

The Regional Technical Officer (SRTO), Supply Chain, will provide hands-on technical leadership, mentorship, and systems support to strengthen supply chain management, pharmaceutical services, and data use. Based at the regional level, the RTO will serve as a technical bridge among MSD (Tanzania Mainland), CMS (Zanzibar), RHMTs, CHMTs, Logistics Management Services teams, health facilities, and regional implementing partners.

The SRTO will provide ongoing technical support to frontline staff and local partners to ensure that supply chain activities are data-driven and evidence-based, and that life-saving commodities are appropriately managed, monitored, and accounted for using Ministry of Health (MOH)-approved supply chain tools and systems.

Working closely with FHI 360-EpiC project regional, facility, and community-based teams, the SRTO will support efforts to ensure the uninterrupted availability of HIV/AIDS and TB commodities for the delivery of quality HIV and TB prevention, treatment, and care services across facility- and community-based service delivery points.

Accountabilities:

Technical Requirements:

  • Provides technical expertise and day-to-day support on commodities management at regional, council and health facilities.
  • Supports bottom-up quantification (BUQ) and ensure integration into national supply and procurement plans.
  • Monitors stock status across supported facilities, analyzes inventory trends, and coordinates with stakeholders to prevent stock-outs, minimize expiries, and reduce overstocks.
  • Strengthens use of eLMIS, DHIS2, GoTHOMIS and related tools for accurate, complete, and timely reporting.
  • Supports R/CHMTs platforms to review and address lifesaving commodities supply chain challenges using data evidence.
  • Provides on-the-job mentorship and demonstrations on stock management, ordering, reporting, and redistribution.
  • Supports and guide MTCs, and health facility staff on rational use of medicines, antimicrobial resistance, and patient safety.
  • Strengthens pharmacovigilance and support follow-up on adverse drug reaction reporting.
  • Strengthens links and collaboration with MSD, TMDA, CMS and ZFDA and the Pharmacy Council to institutionalize pharmaceutical best practices.
  • Facilitates mentorship to health facility pharmacists and clinicians through practical demonstrations and supportive supervisions.
  • Support RHMTs, CHMTs, HMTs, MTCs, IMPACT Teams, logistic management services team and health facilities to improve the quality and use of supply chain data through data collection, validation, analysis, reporting and evidence-based for decision-making.

  • Support root-cause analysis and corrective actions to strengthen data quality and system performance.
  • Implement capacity-building initiatives in line with MOH/PORALG strategies.
  • Mentor supply chain staff, pharmacists, lab technologists and health workers on SCM, pharmaceutical management, and data use.

Applied Knowledge & Skills:

  • Strong knowledge of Tanzania Supply chain systems.
  • Knowledge of Tanzania MOH, PEPFAR, and donor policies, guidelines, and reporting requirements.
  • Experience in program implementation, quality improvement, mentorship, and capacity strengthening.
  • Strong skills in data analysis, performance monitoring, and data use for decision-making.
  • Ability to develop technical reports, training materials, and knowledge products.
  • Experience in project planning, work plan implementation, and budget monitoring.
  • Excellent analytical, problem-solving, and organizational skills.
  • Strong stakeholder engagement, partnership building, and communication skills.
  • Experience supporting proposal development, technical design, and business development activities.

Supervision Given/Received:

  • Mentors and supervises junior-level staff to strengthen their technical capacity and performance
  • Reports to Regional Manager, Senior Technical Advisor- Supply Chain specialist.

Education: ** **

  • Degree in Pharmacy, Supply Chain Management, Public Health, or related field (master’s Preferred).

Experience: ** **

  • Minimum eight (8) years of experience in supporting public life saving commodities supply chain management, pharmaceutical management, or health Systems strengthening.

  • Background in rational use of medicine and Pharmacovigilance.

  • Proven experience in technical assistance, capacity building, mentorship, and supportive supervision of healthcare workers and implementing partners.

  • Ability to spend long hours looking at a computer screen and doing repetitive work on a keyboard.

Technology to be Used:

  • Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.

Travel Requirements:

· 10% - 25% domestic travel to councils and health facility project sites to provide technical assistance, supportive supervision, stakeholder engagement, and implementation support.

The expected hiring salary range for this role is TZS 68,000,000 - 90,000,000 for annual basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay, and budget. For internal candidates, salary placement will also follow FHI 360’s current promotional increase guidelines.
