Monitoring Evaluation & Learning Expert_BGT

Enabel is the Belgian Development Agency. It carries out Belgian governmental cooperation. The Agency also implements actions for other national and international organisations. Under the supervision of the project Manager, the MEL expert provides strategic leadership for the design, governance, quality assurance and continuous improvement of monitoring, evaluation, learning and accountability systems across the Boosting Gambian Talents projects.

The MEL Expert ensures that reliable evidence is generated and effectively used for accountability, adaptive management, strategic decision-making, policy dialogue, and institutional learning.

The position is particularly relevant for complex intervention involving multiple financing instruments, multiple countries, multiple implementing partners, and diverse beneficiary groups.

Expected results of the function:

  • You design monitoring, evaluation and learning architectures at project level.
  • You lead the development and revision of Theories of Change, Results Frameworks, and Performance Measurement Frameworks.
  • You develop integrated MEL strategies, manuals, methodologies, and quality assurance mechanisms.
  • You oversee data quality assessment systems
  • You advise executive management and project teams on strategic M&E issues.
  • You promote innovative monitoring and learning approaches.
  • You lead strategic knowledge management and institutional learning processes to strengthen project effectiveness and organizational performance
  • You promote a culture of results, accountability, learning and evidence-based decision-making across the organization and among partner
  • You support the integration of cross-cutting themes (gender, youth, diaspora engagement in to MEAL practices
  • You capitalize and manage the project's knowledge.
  • You document and analyze entrepreneurial mobility outcomes, partnerships, and job creation and ecosystem strengthening impacts for evidence-based learning.
  • You facilitate learning sessions with the project team and with partners to identify bottlenecks and and challenges.
  • You set up a feedback system/mechanism form entrepreneurs, diaspora and implementation partners for project improvement.

Profile

Degree level

  • Master's degree in monitoring and evaluation/ development studies, statistics/applied social research, project management with MEAL specialization, economics/ development economics

Experiences required

  • 5 years in Monitoring and evaluation of projects / development program
  • 3 years Development of tools and methods for monitoring and evaluation and change and capitalization of experiences
  • Master of project management tools: baseline, quarterly and annual monitoring, GIS;

Specific competences or knowledge considered an asset :

  • Change management methodology and risk management in the public or private sector are an important asset
  • Advice, coaching, monitoring and control on the entrepreneurial ecosystem in the Gambia

Languages:

  • English and possibly French, Mandinka, Wolof
