Background
Bangladesh is the second-largest economy in South Asia, with a gross domestic product (GDP) of over USD 450 billion. Between 2000 and 2019, the economy grew at an average of around 6 per cent per year, accompanied by broad gains in human development. The national poverty rate fell from over 48 per cent in 2000 to about 18.7 per cent in 2022, and the Human Development Index reached 0.685 in 2023, placing Bangladesh in the medium human development category. The country is scheduled to graduate from Least Developed Country (LDC) status in November 2026.
Significant development challenges remain. GDP growth slowed to 3.49 per cent in fiscal year 2024–25, inflation has stayed elevated, and private investment is weak, constraining the economic diversification needed to create decent jobs. Bangladesh is also one of the world’s most climate-vulnerable countries, highly exposed to natural and climate-induced hazards.
As the UN’s development agency, UNDP has worked in Bangladesh since 1972, partnering with the government to advance democratic governance, climate adaptation, environmental protection, and inclusive growth. This support spans high-quality policy and technical advice, implementation support, development financing, and knowledge sharing.
The programme portfolio is organized into two clusters and a Sub-Office in Cox’s Bazar; Democratic Governance, and Resilience and Inclusive Growth aligned to the Country Programme Document (CPD) and the UN Sustainable Development Cooperation Framework (UNSDCF). Each cluster is led by a Cluster Team Leader (functional title: Assistant Resident Representative) and Sub-Office by its head responsible for programme and project quality, results, and effective relationships with implementing partners and donors. Across both clusters, the Operations Team and the Programme Management Support Unit (PMSU) provide cross-cutting oversight and quality assurance, helping to ensure compliance, delivery readiness, and sound financial and operational management.
UNDP Bangladesh’s Democratic Governance programme works toward a country that is inclusive, capable, rule-based, accountable, and transparent, so that all citizens can contribute peacefully to national development. It focuses on three areas: strengthening effective and accountable governance that improves equitable access to justice and the rule of law; promoting participatory governance and a strong civil society so that all voices are heard; and advancing the civic, political, and economic empowerment of women and youth. In practice, this work spans support to justice-sector institutions and access to justice including legal aid and community-based dispute resolution such as the Village Courts alongside strengthening local government institutions and decentralized service delivery, advancing human rights, transparency, and anti-corruption, and supporting inclusive, credible electoral processes. UNDP partners with government, civil society, community, and academic institutions to make public institutions more effective, accountable, and responsive, with particular attention to women, youth, and marginalized and minority groups.
The Social Security Policy Support (SSPS) Phase II (2026–2030), implemented by UNDP Bangladesh in partnership with the Government of Bangladesh and the Department of Foreign Affairs and Trade (DFAT) of Australia, supports the implementation and continued reform of the National Social Security Strategy (NSSS). Building on more than a decade of engagement, the programme addresses persistent challenges in Bangladesh’s social protection system, including fragmented delivery, coverage and targeting gaps, limited gender responsiveness, and uneven implementation capacity, particularly at the local level.
The programme focuses on strengthening social protection governance and delivery systems, with particular attention to lifecycle-based support for poor and vulnerable populations. Through embedded technical assistance, government-led pilots, improved data and monitoring systems, and evidence-based policy support, SSPS Phase II will advance reforms in governance and local delivery, lifecycle social protection, climate-responsive and shock-adaptive social protection, urban and social insurance linkages, and gender equality and disability inclusion. The programme aims to translate policy commitments into effective, inclusive, and fiscally sustainable social protection that contributes to poverty reduction, human development, employment, and resilience.
Duties and Responsibilities
She/he will have the following specific duties and responsibilities:
1- Lead Project Monitoring, Evaluation, Results Reporting and Adaptive Learning:
- Lead the design, implementation and periodic review of the Project MEL Plan, Results Framework, indicators, monitoring tools, performance tracking systems and reporting templates.
- Coordinate monitoring of programme outputs, outcomes, indicators and milestones across the programme’s thematic portfolios, ensuring timely collection, verification, analysis and reporting of quantitative and qualitative data.
- Conduct and coordinate data quality assessments and maintain robust monitoring databases and performance information to support results-based management and decision-making.
- Coordinate preparation of Results-Oriented Annual Reports (ROAR), DFAT and other donor reports, annual and periodic progress reports, and other corporate reporting requirements.
- Coordinate project evaluations, reviews and assessments, including preparation and follow-up of management responses and implementation of evaluation recommendations.
- Produce and coordinate analytical reports, lessons learned, case studies, outcome stories and other evidence products, and facilitate reflection and learning processes to support adaptive programme management and policy dialogue.
- Provide substantive MEL inputs to technical documents, policy papers, concept notes, research, evaluations and programme design, and strengthen feedback loops between evidence, implementation and management decision-making.
- Provide technical guidance to project personnel and government counterparts on the effective use and administration of dashboards, digital MEL systems and related information platforms for monitoring, reporting and evidence-based decision-making.
2- Strengthen Evidence Generation, Data Analytics and Digital MEL Systems:
- Lead the administration, maintenance, enhancement and continuous development of the NSSS M&E Dashboard, NSSS Reform Tracking Dashboard and related digital monitoring and evidence systems in response to evolving social protection policies, programmes and information needs.
- Provide technical oversight for digital monitoring, reporting and evidence systems, including integration of monitoring data with the Single Registry MIS, government MIS, mobile applications and other interoperable platforms, to support timely, accurate and accessible programme performance information.
- Coordinate development and enhancement of digital monitoring architecture that connects national, sub-national and local-level social protection data and supports effective local-to-national evidence and feedback loops.
- Promote data governance, data quality, interoperability, information security and appropriate data protection measures across digital MEL systems and evidence platforms.
- Apply data analytics and visualization approaches to transform programme, administrative and other relevant data into dashboards, analytical outputs and decision-support information
3- Support Pilot Monitoring, Household Well-being Evidence Generation and Adaptive Learning:
- Coordinate monitoring and documentation of SSPS programme pilots, ensuring that implementation experience, results, beneficiary-level data and lessons are systematically incorporated into the project MEL system and used for programme improvement.
- Support mechanisms for capturing, tracking, analysing and reporting grievances and beneficiary feedback, and strengthen the integration of Grievance Redress System (GRS) evidence into monitoring, reporting and learning processes.
- Analyse local-level, pilot and beneficiary data to identify implementation and service-delivery gaps, inclusion and exclusion issues, targeting challenges and opportunities for institutionalization or scale-up.
- Support the SSPS policy and MEL interface for the Bangladesh Multidimensional Household Well-being Panel Survey, working with BBS, Cabinet Division, GED and other relevant stakeholders to articulate policy questions and use cases and ensure that survey evidence responds to social protection reform and programme learning needs.
- Support the use of survey and other pilot evidence for SDG localization, Family Card learning, social protection targeting and programme performance analysis, and development of decision-oriented evidence products and recommendations.
- Contribute, within the agreed institutional division of responsibilities, to joint technical processes relating to indicator frameworks, data access, privacy and ethics, analysis and publication planning, and methods review and learning.
- Translate evidence from pilots, beneficiary feedback and the household well-being survey into recommendations, analytical products and learning that support programme adaptation, policy dialogue and potential scale-up.
4- Lead Digital Knowledge, Evidence Platforms and Technology-Enabled Learning:
- Lead the administration, maintenance, security, enhancement and continuous development of the National Website on Social Protection and related digital evidence platforms to support access to monitoring findings, research, dashboards, learning products and social protection knowledge.
- Administer the WordPress-based content management system, including user and publishing workflows, system performance, backups, security and other functions necessary for reliable operation of the platform.
- Coordinate with government counterparts, technical experts and project teams to publish and disseminate policy documents, research, dashboards, knowledge products and other programme evidence through relevant digital platforms.
- Develop and integrate website functionalities and linkages with project dashboards, monitoring systems, mobile applications and other digital knowledge and evidence platforms to improve accessibility and use of programme evidence.
- Monitor platform usage and analytics and use findings to strengthen access to and dissemination of monitoring evidence, research and programme learning.
- Support technology-enabled programme learning, knowledge-sharing and evidence-dissemination events through appropriate digital tools, including digital registration, QR-based attendance, electronic feedback, digital materials, presentation and information-sharing systems, ensuring that relevant participation and feedback data contribute to programme learning and knowledge management.
5- Coordinate MEL, Evidence Use and Reporting with Government and Partners:
- Coordinate with the Cabinet Division, General Economics Division, BBS, relevant ministries/divisions, implementing partners, UN agencies, development partners, academia, civil society and other stakeholders on monitoring, reporting, evidence generation and use of programme data.
- Facilitate institutional coordination, data-sharing and validation processes required for national and sub-national monitoring systems and evidence-based social protection decision-making.
- Provide technical guidance to government counterparts and partners on RBM, MEL approaches, data quality, evidence use, digital monitoring systems and reporting requirements.
- Support Project Board, Project Steering Committee, Technical Committee, donor and other strategic meetings through preparation and presentation of monitoring reports, dashboards, analytical findings, evidence products and briefing materials.
6- Strengthen Institutional Capacity, Quality Assurance and Cross-Cutting Integration:
- Plan and support capacity-building initiatives for government counterparts and project personnel on MEL, RBM, evidence use, data management, digital MEL systems, dashboards, GRS and related knowledge and learning functions.
- Strengthen institutional capacity to generate, manage, interpret and use monitoring, administrative, survey and programme evidence for policy and programme decision-making.
- Ensure that gender equality, disability inclusion, human rights and Leave No One Behind principles are appropriately integrated into monitoring frameworks, data analysis, digital systems, evaluations and learning products.
- Monitor programme risks, assumptions and mitigation measures relevant to the Analyst’s functional areas and contribute to periodic updating of the Project Risk Log.
- Support quality assurance and compliance with UNDP Programme and Operations Policies and Procedures (POPP), Central M&E requirements, corporate reporting standards, information-security requirements, audit recommendations and other applicable standards.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Institutional Arrangement:
The Project Analyst (Monitoring, Evaluation & Learning) will work under the direct supervision of the National Project Manager of the SSPS Program II and will also report to and receive technical guidance from the Project Adviser (Technical) on substantive matters related to MEL, evidence generation, data analytics, and related technical areas. The Project Analyst will supervise the work of Project Associate (Monitoring, Evaluation and Learning) and Project Associate (MIS).

Required Skills and Experience
Education:
- Advanced university degree (master's degree or equivalent) in Monitoring and Evaluation, Statistics, Data Science, Applied Statistics and Data Science, Information Technology, Computer Science, or a related discipline is required; or
- A first-level university degree (bachelor’s degree) in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Experience:
- Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of working experience in monitoring and evaluation, results-based management, data analysis, programme/project management, or related fields in policy support or advocacy project.
Required Skills:
