Job Overview

We are recruiting professionals to contribute to EASA’s safety mission across two complementary areas:

(1) International Cooperation Project Management

(2) Safety Reporting

In the area of International Cooperation Project Management you will ensure the successful implementation of international technical cooperation projects to enhance global aviation safety. The role combines end-to-end project management with hands-on operational coordination and implementation.

In the area of Safety Reporting you will contribute to the identification and mitigation of aviation safety issues by managing confidential safety reports.

General Accountabilities

  • Contribute to aviation safety objectives
  • Manage processes and deliver outputs with quality and accuracy, in line with applicable procedures and standards
  • Analyse information and support decision-making and operational effectiveness
  • Coordinate with internal and external stakeholders to ensure alignment and effective delivery of activities
  • Ensure compliance and integrity of processes, safeguarding confidentiality, transparency, and accountability in all activities
  • Identify opportunities to improve processes, tools, and working methods, and support the evolution of practices within the assigned domain

Specific Accountabilities

International Cooperation Project Management:

You will support the delivery of international technical cooperation activities by:

  • Managing and implementing projects in line with objectives, timelines, and budget
  • Coordinating internal and external stakeholders, including EU institutions and partner organisations
  • Overseeing expert contributions, contracts, and operational activities
  • Supporting financial management, reporting, and compliance with applicable rules
  • Representing EASA in international engagements and project governance fora

Safety Reporting :

You will contribute to the identification and mitigation of aviation safety issues by:

  • Assessing, validating, and classifying confidential safety reports
  • Ensuring data protection, de-identification, and secure handling of sensitive information
  • Coordinating the allocation and follow-up of reported cases with relevant stakeholders
  • Supporting safety investigation processes and contributing to safety risk management activities
  • Maintaining reporting databases and monitoring the process delivering periodic statistics

Admission Criteria

The following constitute eligibility and essential criteria for the role and for being admitted to the selection process. Candidates not fulfilling these criteria by the deadline for applications, will be excluded from the selection:

  • Have a thorough knowledge of one of the languages of the European Union (at least level C1) and a satisfactory knowledge of another language of the EU to the extent necessary for the performance of the duties (at least level B2). One of the required languages shall be English*
  • Be a national of a Member State of the European Union, Iceland, Liechtenstein, Norway or Switzerland
  • Completed university studies of at least three years attested by diploma in a field relevant to the roles (i.e. business or public administration, international relations, engineering, European or international law)
  • After obtaining the university degree, professional experience acquired in:
    • For International Cooperation Project Management: International project, programme or technical cooperation management in aviation, with familiarity of EU funded project mechanisms
    • For Safety Reporting: analysing safety reports and establishing preliminary assessments of aviation safety occurrences

*English oral and written skills will be assessed throughout the assessment phase. Further language assessment may be organised, where necessary, to verify compliance with the requirement to demonstrate knowledge of two EU languages.

The selection process is based on the assessment of the professional skills and competences listed below. While these are considered essential for performing the role effectively, candidates who do not meet all criteria may still be considered.

Mandatory Pre-Employment Requirements

Prior to recruitment, you will be requested to demonstrate that you:

  • Are entitled to the full rights as a citizen
  • Have fulfilled any obligations imposed by the applicable laws on military service
  • Meet the character requirements for the duties involved (you will be asked to provide a police certificate confirming the absence of any criminal record)
  • Are physically fit to perform the duties linked to the post (you will be asked to undergo a medical examination in a center indicated by EASA)

Conditions of Employment

Contract: 3 years contract as Contract Agent 3 (a) with possibility of extension.

Working hours: 40 hrs per week (on a full-time working pattern). Flexible working arrangements.

Salary: Basic salary: EUR 4,319.72 - 6,256.88 depending on work experience. Additional allowances depending on personal situation.

Location: Cologne, Germany (relocation is required).
