Consultancy for Developing an Animated Awareness Video on Labour Rights in Jordan

The Danish Refugee Council (DRC) based in Jordan seeks proposals from a consultant to develop animated awareness videos on selected topics related to Jordanian Labour Law and workers’ rights and protections. The videos will be developed in coordination with the Ministry of Labour and will aim to provide workers with accessible and easy to understand information on their labour rights, obligations, and available protection mechanisms.

• Background

As a key actor in Jordan’s livelihoods sector, the Danish Refugee Council (DRC) supports refugees and vulnerable Jordanians, particularly women and youth, to achieve self-reliance and economic independence. Through its Economic Recovery programming, DRC promotes access to skills development and decent work opportunities.

The project aims to economically empower vulnerable populations, with a focus on Syrian refugees, women, and youth, by improving access to decent work and promoting decent working conditions and economic inclusion. In this context, DRC seeks to strengthen awareness of labour rights and protections among workers in Jordan.

• Objective of the consultancy

The purpose of this consultancy is to develop one animated awareness video, of up to three minutes, that promotes awareness of selected topics related to Jordanian Labour Law and workers’ rights and protections. The video will target workers in Jordan, with consideration to refugees and other vulnerable workers, and will be developed in coordination with DRC and the Ministry of Labour.

The consultant will be responsible for developing the script and storyboard, producing the animation and voice-over in Arabic, adding English subtitles, and completing the final editing. The consultant will also incorporate feedback from DRC and the Ministry of Labour and provide the final video in addition to all editable/source files.

1. Scope of work and Methodology

• Review the proposed labour law topics and refine/confirm the selected topic in consultation and coordination with DRC and the Ministry of Labour.
• Develop the video concept and script based on the agreed topic and target audience.
• Develop a storyboard for DRC and Ministry of Labour review and approval.
• Produce the animated video, including Arabic voice-over and English subtitles.
• Incorporate comments and revisions from DRC and the Ministry of Labour.
• Finalize and deliver the video in the required format, together with all editable /source files.

• Deliverables

The Consultant will submit the following deliverables as mentioned below:

• Duration, timeline, and payment

The total expected duration to complete the assignment will be no more than 4 weeks

The consultant shall be prepared to complete the assignment no later than 31st October .2026

PAYMENT SHOULD MACH THE DELIVERABLE REQUIREMENT

• 30% first payment – Phase 1 Deliverables: Content Review & Script Development
• 30% second payment – Phase 2 Deliverables: Storyboard & Animation Development

• 40% final payment – Phase 3 Deliverables: Approved Video

1. Eligibility, qualification, and experience required

Desirable:

• Previous experience developing awareness or educational videos.
• Experience/Knowledge working on labour rights, legal awareness, or protection-related content.
• Previous experience working with NGOs, UN agencies, or government institutions.

• Eligibility:

-Consultant has the authorisation to work in Jordan

• Qualification:
  • A degree in Animation, Graphic Design, Multimedia, Film Production, Visual Communication, or a related field.

• Experience:
  • At least 4 years of proven experience in animation and video production.
  • Demonstrated experience in developing animated videos, including script development, storyboarding, animation, voice-over, subtitling, and editing.

• • Skills and knowledge:
  • Strong skills in animation, visual storytelling, and video editing.
  • Ability to present legal or technical information in a clear, simple, and engaging way.
  • Good understanding of the Jordanian context and ability to develop content suitable for a diverse audience.
  • Good attention to detail and ability to incorporate feedback from DRC and the Ministry of Labour.
• Language requirements:
  • Fluency in spoken and written Arabic.
  • Excellent command of English, particularly for developing English subtitles.
