The Association of Southeast Asian Nations (ASEAN) was founded in 1967 with the purpose of promoting regional cooperation in Southeast Asia, in the spirit of equality and partnership and thereby contribute towards peace, progress and prosperity in the region. ASEAN comprises eleven countries in Southeast Asia, with Timor-Leste being admitted as an ASEAN Member State during the 47th ASEAN Summit on 26 October 2025 in Kuala Lumpur, Malaysia. It was proclaimed a Community through the “Kuala Lumpur Declaration on ASEAN 2025: Forging Ahead Together”, signed by the ASEAN Leaders during their 27th Summit 2015. The ASEAN Community Vision 2045: Our Shared Future articulates the collective aspiration of the ASEAN Community to realise a resilient, innovative, dynamic, and people-centred ASEAN by 2045, envisioning a developed ASEAN as the epicentre of growth in the Indo-Pacific region.

The ASEAN Secretariat was established in 1976 by the Foreign Minister of ASEAN with basic functions of providing greater efficiency in the coordination of ASEAN organs and for more effective implementation of ASEAN projects and activities. It is also envisioned to be the nerve centre of a strong and confident ASEAN Community that is globally respected for acting in full compliance with its Charter and in the best interest of its people.

In alignment with the ASEAN Community Vision 2045 and Strategic Plans of the three ASEAN pillars of Political-Security Community, Economic Community and Socio-Cultural Community, and ASEAN Connectivity, and supported by the Department of Community and Corporate Affairs, the ASEAN Secretariat is inviting Indonesian citizens or ASEAN Nationals who are already residing and eligible to work in Indonesia to apply for the position of Digital Infrastructure Officer, Digital Economy Division, ASEAN Economic Community Department.


Remuneration and Benefits:
Successful candidate will be offered a basic salary of IDR 16,835,950 and attractive remuneration package including monthly transportation allowance, outpatient medical reimbursement, hospitalisation & life insurance, annual bonus of a month’s basic salary, and gratuity. Subject to good performance during the probation, the candidate will be offered a fixed term contract of three (3) years, inclusive of the 6-month probationary period.

Responsibilities
Reporting to the Assistant Director/Head and Senior Officer of Digital Economy Division, the Officer shall be responsible to:

1. Provide technical and administrative support to the ASEAN Bodies in charge of digital cooperation, i.e. ASEAN Digital Ministers’ Meeting (ÁDGMIN), ASEAN Digital Senior Officials’ Meeting (ADGSOM), ASEAN Telecommunication Regulators’ Council (ATRC) and the relevant working groups/ task forces:

  • Assist in the rapporteur works in the meetings.
  • Coordinate the follow up actions and decisions.
  • Coordinate in arranging schedules of meetings.
  • Develop/maintain repository and database of ASEAN digital cooperation.
  • Develop/maintain digital statistical databases in the ASEAN.
  • Assist in preparing the background papers, reports and updates on digital cooperation for purposes of information, discussion and public dissemination.

2. Provide administrative support with respect to implementation of programmes and projects in digital cooperation:

  • Assist in the development of Briefing Notes, Talking Points and Information Paper of digital initiatives in ASEAN.
  • Assist in project administration and management of digital programmes/projects.
  • Assist in the formulation, appraisal and implementation of digital programmes/projects.
  • Maintain an information system on the overall status of the programmes/projects.
  • Coordinate and monitor the implementation of these projects for reporting to ADGSOM, ATRC and its working groups.

3. Provide technical and administrative support in the implementation of other cross-cutting digital cooperation programmes and projects:

  • Assist in maintaining the progress of implementation of the ASEAN Digital Masterplan 2030 (ADM2030) and other relevant documents including the digital elements in the ASEAN Community Vision 2045, the ASEAN Economic Community (AEC) Strategic Plan 2026-2030, and the ASEAN Connectivity Strategic Plan (ACSP) 2026-2035.
  • Assist in updating the ASEAN Economic Community (AEC) scorecard for digital initiatives/projects.
  • Coordinate with other Divisions in updating the progress of ASEAN Community Vision 2045, AEC Strategic Plan 2026-2030 and ACSP 2026-2035 and scorecard.
  • Coordinate and facilitate the implementation of digital projects, programmes and activities with Member States and other Divisions of the Secretariat.

4. Provide technical and administrative support with respect to development and implementation of digital cooperation programmes and projects with Dialogue Partners, industry, international organisations, and external partners:

  • Keep updates on the progress of the programmes and projects.
  • Assist in coordinating with Member States and Dialogue Partners, industry, international organisations, and external partners on the development and implementation of projects.

5. Provide secretariat support to the ASEAN Digital Centre and assist in monitoring the activities of the ASEAN Digital Fund:

  • Provide secretariat support to the ASEAN Digital Centre on the progress of ASEAN Digital Fund’s supported programmes and projects.
  • Provide the updated status and activities of the ASEAN Digital Fund.

Qualifications

Qualifications
  • Advanced degree in Telecommunication Management, Information Technology, Business Information Systems, E-commerce, Economics, Public Policy; and/or Bachelor’s degree in the afore-mentioned fields or discipline with a minimum of two (2) years of relevant work experience in technical role.
  • Wide knowledge on international digital cooperation and development, especially relating to policy and regulatory issues to promote regional digital integration and capacity development.
  • Demonstrated knowledge and policy, research and technical skills in the digital development and ability to acquire them.
  • Demonstrated ability to develop, implement, monitor and review policy and procedures.
  • Demonstrated ability and proven skills in project management with a focus on data accuracy and proactive progress tracking.
  • Demonstrated ability to plan and organise tasks and workflows, with proven ability for multi-tasking, accuracy under pressure and adherence to deadlines.
  • Demonstrated ability to develop and maintain sound working relationships with stakeholders.
  • Proven skills in problem solving in a complex organisational environment and in work planning.
  • Sound oral and written communication skills and strong interpersonal skills, including experience in cross-cultural environment and international settings.
  • Competency in computer skills with proficiency in Microsoft Office 365, utilizing advanced Excel for data tracking, Outlook for executive scheduling, and SharePoint for organizational data governance.
  • Proficient in project management tools for developing detailed Gantt charts, defining critical paths, and establishing project baselines.
  • Willingness and ability to travel to support ASEAN digital initiatives as required by the position.
  • Sound command of English, written and spoken.
