Energy Global Department and Unit Context: 

Within the Infrastructure VPU, the WBG Energy Department leads WBG’s global engagement on energy policy, investment, and institutions – spanning power systems, various energy technologies, energy efficiency, and energy access. The Department is composed of five units: one Policy and Regulations unit and four Solutions and Impact units.  

Global Flaring and Methane Reduction (GFMR) Trust Fund ( https://www.worldbank.org/en/programs/gasflaringreduction is a unit within the Global Energy Department. Its mission is to boost global efforts to end routine gas flaring and reduce methane emissions along the entire oil and gas value chain. GFMR executes on its mission by providing grant funding and technical assistance, enabling policy reform and institutional strengthening, and mobilizing financing to support governments and state-owned operators to detect and abate routine gas flaring and methane emissions. GFMR is recruiting a Senior Gas Specialist to help implement technical aspects of its work program, especially methane and flaring project identification, assessments, and other initiatives.

Duties and accountabilities: 

The Specialist will work in close collaboration with the GFMR Program Manager, staff and consultants globally, with the following activities:

  • Provide technical-economic advice and help screen, assess and select potential methane and flaring reduction projects to be supported by GFMR grant funding and technical assistance.
  • Support project development and provide guidance on all aspects of the technical assessment of gas flaring or methane emission reduction projects, including the:
  • Rationale for the proposed mitigation options and practices and use of recovered flared or fugitive gas;
  • Appropriateness of the major technology and equipment types;
  • Definition of the scope of pre-feasibility studies, including the cost estimates;
  • Consistency of the GFMR-supported projects design with the best industry technology/practices, considering national circumstances; and
  • Advise on practical pathways to assist clients address current gaps and barriers.
  • Advise the development of the emissions baselines at facility-level and evaluation of abatement potential.
  • Support the design of relevant policies and regulatory reforms to achieve bankable abatement solutions.
  • Develop and deliver technical assistance to build operational capabilities and systems, including measurement, monitoring, and abatement technologies and practices.
  • Work with relevant WBG staff to assess and prepare the economic and cost efficiency evaluation of the proposed activities, including cash flow models.
  • Identify and assess the abatement project risks and develop risk mitigation measures.
  • Build government and operator technical, economic and institutional capacities to ensure long-term, sustainable emission reductions and practices. The Specialist will:
  • Contribute to the dialogue and collaboration between the WBG and other global and private sector-led initiatives on flaring and methane emission reduction in the oil and gas sector;
  • Monitor the evolving global industry and institutional knowledge and best practices for lessons learned on MRV systems (OGMP2.0 and similar standards), abatement technologies, satellite data collection and analysis; and 
  • Support the GFMR team in providing technical assistance in implementing OGMP2.0 (and similar standards) and methane regulatory advisory services to operators and governments.
  • Lead and/or be a member of the team on knowledge-sharing initiatives, including the: (i) publication of gas flaring and methane emission data and the annual Gas Flaring Tracker Report; (ii) developing case studies for flare and methane abatement; (iii) organizing and participating in workshops, conferences, events, forums, and meetings as needed.
  • Represent GFMR in various technical working groups (internal and external) related to flaring and methane emission reduction initiatives, including industry forums, seminars and other opportunities that promote best standards, innovative solutions, and lessons learned by GFMR-supported projects.
  • Prepare briefing documents and other materials for GFMR’s Program Manager, other senior World Bank officials (as needed), and the GFMR Technical Advisory Group and Steering Committee to communicate progress towards GFMR’s objectives.

Selection Criteria

This role requires a significant amount of expertise in oil and gas upstream, midstream and downstream operations, as demonstrated by at least 8 years of relevant experience across one or more of the following areas:
 
  • A Master’s or PhD in disciplines relevant to the oil & gas industry, such as process or civil engineering, natural gas engineering, petroleum engineering, oil & gas emission management or similar fields from an internationally-recognized academic institution.
  • Oil and gas business development, including experience in engineering, technology, project implementation, associated gas monetization and commercialization, gas value chains, asset-scale and regional energy infrastructure, pre-feasibility studies, planning and monitoring.
  • Economic and commercial assessment of oil and gas projects, including gas and LNG market analysis, public and private sector investment opportunities, development of cashflow models, and identification/mitigation of technical, commercial and market risks.
  • Experience with conducting methane emission detection and measurement campaigns across the value chain, including defining the objectives, methodologies and technological solutions to be deployed, and assessment and interpretation of results.
  • Emission abatement programs with robust MMRV systems and execution of such programs, including the integration of risk mitigation measures relevant to policy and regulatory aspects, application of shadow price of carbon for economic assessments.
  • Management of oil and gas sector methane emissions along the entire value chain, gas flaring, venting and methane leaks; including emission identification, MMRV standards and digital infrastructure, as well as appropriate mitigation technologies and practices.
  • Experience working in developing countries in any of the above capacities and, in particular, in development and techno-economic analysis of emission reduction projects.
  • Fluency in English, oral and written; a working knowledge of Arabic, French, Russian or Spanish is a significant plus.
  • Strong analytical and data processing skills, including a sophisticated use of MS Excel; experience with Power BI, and GIS mapping software such as ArcGIS would be a plus.
  • Ability to work independently and also participate in multi-disciplinary teams.
  • Excellent written and oral communication skills and ability to present complex issues with clarity and objectivity.
