COE TECHNOLOGY PARTNERSHIP: The IWMS Project Manager operates in close, continuous partnership with the Technology stream within the Center of Excellence (CoE). Roadmaps, architecture, integrations, analytics, AI use cases, governance, and investment proposals are to be jointly shaped and sequenced to ensure enterprise alignment, interoperability, and avoidance of duplicate solutions.

Global Corporate Solutions and Corporate Real Estate 

The World Bank Group’s Real Estate Team (WBGRE) plays a crucial role in supporting the World Bank Group legal entities (IBRD, IFC, IDA, MIGA, and ICSID) by developing and operating their real estate assets worldwide. WBGRE’s primary purpose is to provide safe, cost effective, sustainable, and functional real estate solutions, enabling business units to perform their work program in line with the WBG’s mission to create a world free of poverty on a livable planet. 
To achieve its purpose, WBGRE led by the Senior Manager is structured into 3 divisions: (i) HQ Real Estate Development & Management and (ii) Global Real Estate Development & Management and (iii) Global Strategy and Planning (GCSSP) or Center of Excellent. WBGRE also acts as the Secretariat for the WBG’s Real Estate Governance Framework, including supporting the WBG Real Estate Governance process. The Project Manager provides a cross-cutting platform capability serving all three divisions and the global portfolio. The role therefore requires active engagement with HQ, international real estate, strategy and planning, regional stakeholders, project teams, facilities teams, and country office counterparts. WBGRE comprises 80+ staff, leverages over 500 contractors, and manages an annual capital investment plan of about $160 million globally. WBGRE works closely with the Bank’s regions managing more than 175 country offices. 

Job Description 

The Project Manager reports to the Senior Program Manager of Workplace Strategy and Planning in the GCSHQ Real Estate Development and Management section and is based in Washington, DC. While organizationally anchored in GCSHQ, the position carries an enterprise-wide mandate for the WBG global real estate portfolio and serves the data, technology, reporting, and integration needs of GCSHQ, GCSIR, GCSSP, and relevant regional and country office stakeholders.
The position goes beyond traditional system administration. The Project Manager owns, operates, and continuously evolves the Integrated Workplace Management System (IWMS), currently FM Systems, as the authoritative source of real estate data across the WBG global portfolio. The role combines operational accountability for the platform with stewardship of a forward-looking real estate technology and digital enablement agenda.

The role operates at the intersection of technology, global real estate, facilities management, data governance, and business strategy. It ensures data integrity, system reliability, enterprise integration, and executive reporting; establishes the IWMS as the foundation for evidence-based portfolio decisions; and positions real estate technology to make responsible use of AI, digital twins, advanced occupancy analytics, and other emerging capabilities.

The IWMS Project Manager and the CoE Technology stream are interdependent delivery partners. The IWMS Project Manager brings platform ownership, real estate process expertise, operational priorities, data stewardship, and user requirements. The CoE Technology stream brings cross-portfolio digital enablement leadership, architecture alignment, technology standards, innovation coordination, and enterprise integration perspectives. Neither stream should develop material technology roadmaps, new solutions, integrations, or AI-enabled capabilities affecting the real estate technology ecosystem in isolation from the other.

GLOBAL MANDATE: This role is accountable for the Integrated Workplace Management System (IWMS) as the authoritative real estate data platform across the WBG global portfolio, including headquarters and country office locations. The role is not limited to HQ operations.

Duties and accountabilities include but are not limited to:

I. Global Real Estate Technology Strategy and Innovation

  • Develop and maintain, jointly with the CoE Technology stream, the corporate real estate component of a multi-year Digital Enablement and Technology Roadmap covering HQ and the international portfolio, aligned with WBG enterprise architecture standards and GCSCR strategic priorities.
  • Maintain a single, coherent vision for the IWMS platform and its relationship to the broader global digital enablement ecosystem, including clear sequencing, dependencies, ownership, and decision points.
  • Evaluate emerging workplace technologies, including AI-enabled tools, digital twins, smart building platforms, occupancy sensing, workplace analytics, and mobile solutions, through structured assessments coordinated with the CoE Technology stream.
  • Build business cases for investment in new global capabilities, quantifying operational value, cost efficiency, scalability, user impact, and strategic benefit for leadership decision-making.
  • Ensure that proposed tools or supplementary platforms are interoperable with the IWMS ecosystem, consistent with enterprise standards, and do not duplicate capabilities being advanced by the CoE or other WBG units.
  • Translate complex technical concepts into clear business language for senior leadership and serve as a trusted advisor to GCSCR on global real estate technology matters.

    II. Global Data Governance and Information Management
  • Serve as primary system owner and subject matter expert for the FM:Systems IWMS platform, managing configuration, user administration, data integrity, and performance across the WBG global real estate portfolio.
  • Establish and enforce global data governance standards for space, occupancy, floor plans, assets, projects, and location data, with common definitions, controls, roles, and quality thresholds that apply to HQ and country office locations.
  • Develop a federated operating model that clarifies central stewardship and local data ownership, enabling regional and country office contributors to maintain information consistently while retaining enterprise controls and auditability.
  • Maintain accurate floor plans, space allocations, occupancy records, and asset data in the IWMS and implement systematic quality assurance and exception-management processes.
  • Manage the CAD team, including JLL contractors, and oversee the quality and timely delivery of drawings, floor plans, and as-built documentation for integration into the IWMS using common global standards.
  • Work with HQ and international construction project management teams to ensure that floor plans, space records, assets, and project information are updated following project completions, renovations, and new build-outs.
  • Partner with Space Planners and relevant international counterparts to maintain current allocations, support scenario planning and move management, and provide reliable utilization information for portfolio decisions.
  • Coordinate data models, master-data dependencies, and governance controls with the CoE Technology stream so that the IWMS can support enterprise analytics, integrations, and digital products.

    III. Executive Analytics and Global Strategic Decision Support
  • Develop an executive dashboard suite providing comparable insights across HQ and international locations on space utilization, occupancy trends, portfolio performance, project delivery, and capital planning.
  • Design and automate recurring global reporting processes to reduce manual effort and improve the speed, consistency, and reliability of decision support.
  • Work with Budget, Planning and Strategy, ITS, Procurement, Sustainability, GCSIR, GCSHQ, GCSSP, and regional stakeholders to ensure IWMS data supports organizational requirements, including ESG and carbon footprint reporting.
  • Apply spatial analysis and portfolio intelligence to support optimization, prioritization, scenario modeling, and investment decisions across the global portfolio.
  • Align semantic models, reporting architecture, dashboard standards, and data-product priorities with the CoE Technology stream to ensure a consistent enterprise experience.

    IV. AI Enablement and Advanced Analytics
  • Jointly with the CoE Technology stream, identify, prioritize, and advance AI-enabled capabilities across the global real estate technology ecosystem, including predictive space analytics, demand forecasting, automated maintenance workflows, generative AI support tools, and digital twin environments.
  • Establish governance principles, data prerequisites, and risk guardrails for responsible AI use in real estate processes, aligned with WBG AI risk management standards and CoE technology governance.
  • Develop measurable business cases for AI and analytics investments and define success metrics before pilots or implementation.
  • Monitor market developments and vendor capabilities, sharing findings through the CoE and translating relevant innovations into coordinated portfolio-level opportunities.

    V. Enterprise Integration and System Architecture
  • Lead the functional and operational integration of the IWMS with adjacent enterprise systems, including BMS, IoT occupancy sensors, HR systems, ERP platforms, project systems, and analytics environments, creating a connected global workplace data ecosystem.
  • Define integration priorities and requirements jointly with the CoE Technology stream and ITS, with documented architecture, data ownership, security, support, and lifecycle responsibilities.
  • Manage APIs, middleware, and data connectors to support reliability, security, scalability, and consistent service across locations and time zones.
  • Serve as the primary GCSCR interface with ITS for IWMS-related technology matters, coordinating upgrades, releases, infrastructure changes, and technical risk management in accordance with WBG governance standards.
  • Ensure that local technology implementations affecting real estate data or workplace systems are assessed for compatibility with the global IWMS and the CoE-led technology roadmap.

    VI. Vendor, Program, and Investment Management
  • Manage relationships with FM:Systems and third-party technology providers, acting as the primary point of escalation and ensuring contractual compliance, service performance, global scalability, and value delivery.
  • Lead system upgrades, implementations, integrations, and onboarding of new locations from scoping through delivery, tracking timelines, budgets, dependencies, benefits, and risks.
  • Coordinate technology program plans and investment proposals with the CoE Technology stream so that shared resources, sequencing, architecture decisions, and change impacts are transparent and actively managed.
  • Oversee IWMS-related procurement processes, including RFPs, vendor evaluations, and contract renewals, in coordination with WBG Procurement and the CoE Technology stream.
  • Maintain system, architecture, governance, and project documentation and provide progress updates to leadership.

    VII. Global Change Management and Digital Adoption
  • Lead change management and training for system features, data standards, processes, and platform transitions across a geographically dispersed user base.
  • Develop communications and adoption plans jointly with the CoE Technology stream, using consistent messages, role-based learning, local champions, and measurable adoption indicators.
  • Engage stakeholders across GCSHQ, GCSIR, GCSSP, ITS, regional operations, country offices, and business partner units to build awareness, confidence, and sustained use of the IWMS and related digital tools.
  • Establish feedback mechanisms to capture user needs across the global portfolio and incorporate them into product backlogs, roadmap decisions, service improvements, and training priorities.

    Operating Model with the CoE Technology Stream
    The following collaboration principles apply to all material IWMS and real estate technology initiatives:
  • One roadmap: Maintain a single integrated view of IWMS priorities, digital enablement initiatives, dependencies, investments, and delivery milestones.
  • Joint design and governance: Co-design architecture, integration patterns, data products, AI use cases, and new technology proposals before approval or implementation.
  • Clear accountability: The IWMS Manager remains accountable for platform operations, product requirements, real estate data stewardship, business processes, service performance, and user adoption. The CoE Technology stream provides cross-portfolio technology coordination, architecture and standards alignment, innovation enablement, and integration with the broader digital ecosystem.
  • Shared prioritization: Use agreed criteria based on business value, global applicability, risk, readiness, cost, capacity, and strategic alignment to prioritize the portfolio.
  • No isolated solutions: Avoid standalone tools, duplicative data stores, or local deployments that create fragmentation, unless an explicitly approved exception is documented.
  • Common reporting: Provide leadership with coordinated status reporting on outcomes, risks, decisions, investment needs, and realized benefits.

    Key Deliverables and Success Measures
    Global Data Governance Baseline: Establish and document enterprise-wide IWMS data governance standards and a federated stewardship model, with demonstrable improvement in data quality and audit-readiness across HQ and the international portfolio.

    Integrated Technology Roadmap: Jointly with the CoE Technology stream, deliver and maintain the corporate real estate component of the multi-year Digital Enablement and Technology Roadmap, validated by GCSCR leadership and aligned with enterprise architecture standards.

    Global Portfolio Onboarding Plan: Define a phased plan, priorities, data-readiness criteria, and support model for expanding consistent IWMS coverage and adoption across the global portfolio.

    AI Use Cases: Identify and advance at least two AI-enabled use cases with defined business value metrics, progressing from concept to pilot or implementation in coordination with the CoE Technology stream.

    Executive Dashboard Suite: Deliver a consolidated dashboard suite adopted by Corporate Real Estate leadership for comparable global portfolio monitoring and strategic planning.

    Reporting Automation: Achieve a measurable reduction in manual reporting effort through workflow automation and system integration improvements.

    System Stability and Upgrades: Complete planned FM:Systems upgrades and integration projects on time with no material disruption to operational data availability.

    Portfolio Transparency: Improve the accuracy, accessibility, comparability, and timeliness of real estate portfolio data to support evidence-based capital and occupancy decisions.

    CoE Collaboration Effectiveness: Maintain joint governance, prioritization, and reporting with the CoE Technology stream, with documented decisions, dependencies, ownership, and benefits for material initiatives.

Selection Criteria

  • Master's degree with 5 years of experience, or equivalent combination of education and experience, in Facilities Management, Information Systems, Architecture, Engineering, Computer Science, or a related field.
  • Minimum 4 years of direct, hands-on experience administering FM:Systems (FM:Interact or FM:BIM), or a comparable enterprise IWMS platform, in a geographically dispersed, multi-site real estate environment.
  • Demonstrated experience establishing data governance and managing space data, floor plans, occupancy records, and assets across multiple locations, with a strong record of data quality and controls.
  • Experience integrating CAFM or IWMS platforms with enterprise systems using APIs, middleware, or data connectors.
  • Ability to develop and communicate a technology strategy and roadmap for corporate real estate systems and to work effectively in an interdependent model with a centralized CoE, technology, or digital enablement function.
  • Demonstrated awareness of AI, digital twin, smart building, and workplace analytics trends and the governance considerations associated with their use.
  • Financial management skills, including budget planning, cost analysis, investment cases, and vendor contract management for technology platforms and implementation projects.
  • Demonstrated ability to manage cross-functional and geographically dispersed technology projects involving internal stakeholders, external vendors, technical teams, and operational users.
  • Strong analytical and data visualization skills and the ability to translate facility data into executive-level insights and reports.
  • Excellent stakeholder management, consultation, communication, and change leadership skills across technical and non-technical audiences.
