Global Corporate Solutions and Corporate Real Estate
The World Bank Group’s Real Estate Team (WBGRE) plays a crucial role in supporting the World Bank Group legal entities (IBRD, IFC, IDA, MIGA, and ICSID) by developing and operating their real estate assets worldwide. WBGRE’s primary purpose is to provide safe, cost effective, sustainable, and functional real estate solutions, enabling business units to perform their work program in line with the WBG’s mission to create a world free of poverty on a livable planet.
To achieve its purpose, WBGRE led by the Senior Manager is structured into 3 divisions: (i) HQ Real Estate Development & Management and (ii) Global Real Estate Development & Management and (iii) Global Strategy and Planning or Center of Excellent. WBGRE also acts as the Secretariat for the WBG’s Real Estate Governance Framework, including supporting the WBG Real Estate Governance process. WBGRE comprises 80+ staff, leverages over 500 contractors, and manages an annual capital investment plan of about $160 million globally. WBGRE works closely with the Bank’s regions managing more than 175 country offices.
Job Description
The Project Manager position reports to the Senior Program Manager of Engineering in the GCSHQ Real Estate Development and Management section and will be based out of Washington DC. The position’s primary responsibility is to ensure tactical execution that aligns engineering operations with organizational standards, driving consistency in maintenance practices, and supporting enterprise-wide initiatives. The Engineering Project Manager plays a critical role in team development, safety, operational excellence, and project coordination in a complex, high-performance environment.
Duties and accountabilities include, but are not limited to:
Leadership & Organizational Oversight:
• Lead the team of Building Engineers in the daily operations to ensure the successful delivery of their work program. Provide direct supervision to Engineering Supervisors, while offering indirect oversight for operating engineers and engineering mech++anics.
• Establish a defined leadership hierarchy, ensuring accountability and effective communication across all levels of the team.
• Lead workforce planning initiatives, including the development of staffing models, scheduling strategies, and overtime management protocols.
• Conduct performance evaluations, coaching sessions, and succession planning for supervisors and staff members.
• Promote consistency in engineering practices across shifts and teams, aligning with organizational standards.
• Address performance issues quickly, consistently, and fairly.
Operations and Maintenance Oversight:
• Provide supervision over daily operations, maintenance, and repair of HVAC systems and central plant infrastructure.
• Ensure Engineering Supervisors successfully manage frontline activities and address operational challenges promptly.
• Monitor system reliability, performance, and energy efficiency, implementing ongoing improvement measures.
• Escalate critical system issues and coordinate cross-functional support as required.
Preventive Maintenance and Work Order Management:
• Oversee the implementation of a comprehensive preventive maintenance (PM) program.
• Ensure team members are held accountable for the timely completion of PMs and service work orders.
• Track equipment performance, repair history, and maintenance trends through Tririga IWMS data monitoring.
• Standardize work order management procedures and reporting across all teams.
Safety and Compliance Leadership:
• Provide direction and oversight for the engineering safety program throughout all teams.
• Ensure safety protocols are met, conduct required safety audits, and lead incident response efforts.
• Maintain strict compliance with OSHA regulations and organizational safety standards.
• Advocate for a proactive, behavior-based safety culture.
Training and Team Development:
• Design and oversee technical and safety training programs for engineering personnel.
• Collaborate with Engineering Supervisors to identify skill gaps and implement targeted development plans for the engineering team.
• Ensure adherence to required certifications, licenses, and continuing education mandates.
• Foster leadership growth within the supervisory team.
Project Support and Stakeholder Coordination:
• Act as the principal engineering contact for capital projects, tenant improvements, and system upgrades.
• Coordinate with project managers, contractors, and internal stakeholders to maintain operational continuity.
• Provide expert technical review and input during planning and execution phases.
• Support enterprise-level engineering initiatives as directed by senior leadership.
Selection Criteria
• Master's degree with 5 years relevant experience or bachelor’s Degree with a minimum of 10 years of relevant experience (Engineering, Architecture, Business, Interior Design Construction Management, etc).
• Must possess a 3rd class DC Steam Engineer’s license.
• Ability to design, create, read and translate design documents, construction drawings and specifications into a statement of work for bidding potential projects.
• Proven ability to supervise, coach and train others in the performance of all duties and functions associated with plant operations.
• Proven ability to bring project work to an efficient/timely conclusion.
• Proven ability to work effectively in a team-oriented, diverse multi-cultural environment.
• Working knowledge/understanding of Building Automation Systems (BAS) preferably Siemens Apogee and Desigo.
• Working knowledge and experience in facilities management systems and work order management programs (i.e. Tririga, Maximo, etc).
