    Introduction

    Description of the Assignment: Recruitment of a National Individual Consultant to Develop Management Plans and bankable project for Selected Biodiversity-Hotspots Green Spaces and urban Wetlands in Rwanda

    Period of assignment/services: 35 days over a period of 3 months

    1. BACKGROUND

    The Rwanda Environment Management Authority (REMA), in partnership with the United Nations Development Programme (UNDP) through the Biodiversity Finance Initiative (BIOFIN II), is implementing interventions aimed at mobilizing innovative finance solutions to address biodiversity financing gaps and promote the conservation and sustainable use of ecosystems.

    In line with Rwanda's National Biodiversity Strategy and Action Plan (NBSAP 2025–2030), particularly Target 19 on biodiversity finance mobilization, BIOFIN II seeks to establish sustainable financing mechanisms that leverage private sector investment and market-based instruments for biodiversity conservation.

    Between 4–14 May 2026, REMA and UNDP conducted a field assessment in Nyabihu, Musanze, Burera, Nyagatare, Kayonza, Rwamagana, Ngoma, Kirehe, and Bugesera Districts to identify wetlands and green spaces with strong potential for sustainable business investments. The assessment selected thirteen priority green spaces including wetlands and several remnant natural forests with opportunities for:

    • Ecotourism and recreation development;
    • Nature-based solutions (NbS);
    • Payment for Ecosystem Services (PES);
    • Carbon credit projects;
    • Biodiversity credits;
    • Community-based conservation enterprises.

    The field assessment recommended the development of business plans and investment prospectuses to facilitate investment mobilization and implementation of sustainable business models within selected sites. REMA therefore seeks to recruit an Individual Consultant to undertake detailed feasibility assessments, develop Management plans bankable business strategies, and identify potential investors and financing mechanisms for selected wetlands and green spaces.

    2. OBJECTIVE OF THE ASSIGNMENT

    2.1 Overall Objective

    To establish refunding mechanism in selected Biodiversity hotspots green spaces and restored urban wetland to upkeep ecosystem services. a focused set of at least three (3) technically sound, financially viable and donor/investor-ready bankable proposals for priority biodiversity-hotspots wetlands and green spaces, and to identify suitable donors and financing partners for their implementation.

    Proposal should be submitted directly in the portal no later than indicated deadline.
