Background The Partnerships, Innovation and Mobilization Vice-Presidency (PIM) is responsible for the management and monitoring of policies, procedures and resources for the World Bank’s development financing vehicles. PIMsets the policy framework for the World Bank Group’s development finance by engaging in strategic resource mobilization, playing an intermediation role to help align the needs of recipients, WBG institutional priorities, and priorities of funding partners, through a variety of funding instruments. These include the International Development Association (IDA), the World Bank’s fund for the poorest and Trust Funds, including Financial Intermediary Funds (FIFs). Given the nature and variety of this portfolio, PIM works closely with the Regions and Global Practices, offices of the Managing Directors, Executive Directors, World Bank Group (WBG) senior management, corporate and operations units across the WBG, funding partners and government officials. The One World Bank Group Approach works towards a greater coordination of the whole Group as a single entity, ensuring a coordinated approach to support the public and private sectors in client countries. PIM is structured to provide the institution with a more holistic approach to financing, and strategic fundraising across IDA, IBRD, and Bank/IFC trust funds and partnerships. Unit Context: Within PIM, IDA Policy and Mobilization (IDAPM) is responsible for the replenishment and stewardship of IDA, the Bank’s principal facility for providing highly concessional resources to the world’s poorest countries. IDAPM is the institutional focal point for the IDA replenishment process. sIDA21 prioritizes tackling climate change, deepen support to countries to better prepare for future crises, including pandemics, financial shocks, and natural hazards. Furthermore, IDA21 supports countries in prioritizing investments in human capital, covering issues such as education, health and nutrition, safety nets, and support for people with disabilities. IDA will also address other major challenges such as gender inequality, job creation, as well as fragility, conflict, and violence. IDAPM monitors the implementation of the IDA policy mandates within the Bank, undertakes a significant policy research agenda, and participates in review activities at the country and institutional levels. In addition, IDAPM manages the allocation of IDA resources (both volumes and terms) to eligible countries as per IDA priorities and maintains policy dialogue with donors. Working closely with other Departments, notably OPCS, Regions, Corporate Finance and Global Practices, IFC and MIGA, it takes the lead in preparing IDA replenishment papers which form the basis for policy discussions with contributing countries and borrower representatives. The ETC will support the IDA Partnerships and Mobilization department’s activities, with a focus on the PSW Secretariat work stream, under the guidance and supervision of the IDAPM Operations s Manager and in close cooperation with the PSW Secretariat’s staff, coordinating closely with counterparts in the International Finance Corporation (IFC) and Multilateral Investment Guarantee Agency (MIGA). The PSW Secretariat functions as IDA's representative for engagement with IFC and MIGA, sitting at the intersection of development finance corporate finance. It combines an oversight role, ensuring IFC and MIGA's use of IDA PSW resources is consistent with IDA's interests, with a financial stewardship and policy anchor function. The Secretariat's overarching mandate is to represent IDA's interests with respect to the risks and returns associated with PSW resource deployment, providing an independent, IDA-centric perspective within a landscape otherwise dominated by IFC and MIGA's institutional priorities.
Duties and Accountabilities
The ETC will operate as a member of the IDAPM Unit and as part of the PSW Secretariat and will task manage and/or participate in several workstreams, including: Review investment transactions, assessing them against the principles of blended finance (concessionality, economic rationale, and additionality) while engaging with the substance of the underlying commercial structures ex post after IFC and MIGA report approved projects, as part of the oversight role over proper use of IDA PSW resources and utilization targets. Provide analytical and forward-looking views on portfolio performance, and stewarding proposals through FRC and Board processes. Coordinate and facilitate financial and operational audits, project/program reviews and external evaluations required by IDA Deputies and/or WBG management, internal audit and IEG. Coordinate with financial and impact reporting streams from IFC and MIGA in response to regular and ad hoc requests and maintain financial reporting on capital utilization including through dashboard interfaces. Support the secretariat responsibilities of scheduling, organizing, coordinating, preparing, and running (among other things) of the VP-level Quarterly Oversight Committee (OC) Meetings. Help coordinate and craft inputs (including contributions from, as applicable, IFC, MIGA, CTR, CRO etc.) into all donor engagements, IDA papers (IDA Replenishment Reports, IDA Retrospective, IDA MTR, IDA Days presentations, IDA knowledge sharing material to name the key ones). Contribute to the preparation of briefings and reports to Senior Management, Executive Directors, and IDA Deputies. Analyze options on IDA reforms, including mechanisms to increase IDA’s ability to promote Private Sector Mobilization. Completing the governance and operational transition. Work with IFC and MIGA to amend, rewrite, and adapt all necessary legal agreements as well as operational policies, directives, and procedures to transition from the legacy IDA PSW governance to the new IDA21 PSW governance. Contribute to the IDA PSW Policy Framework, Policy and Investment Guidelines and the Directive investment approach and implementation arrangements through IDA21 and as part of the IDA22 replenishment process. Capture lessons learned from program implementation and effectively translate these insights into practical guidance and best practices for implementing entities to enhance project outcomes and sustainability. Other ad-hoc tasks and special projects as required.
