IFC’s Public-Private Partnership Transactions Advisory department (CTA) provides financial advisory services to client governments with the purpose of increasing access to basic infrastructure and social services by facilitating private investments in these sectors. Specifically, the team acts as Lead Transaction Advisor to national and subnational governments to structure and implement public-private partnerships (PPP) transactions across all infrastructure sectors, e.g. power, water, transportation, digital and waste-to-energy, as well as social sectors such as health and education. IFC is looking for an Extended Term Consultant (ETC) to support PPP project implementation. The ETC role is broad and entails high responsibility within the team structure.

Duties and Accountabilities

The ETC will support the implementation of PPP advisory mandates in Brazil and across the LAC Region. The role will involve contributing to project preparation and execution, including reports, client and stakeholder interactions, financial analysis, drafting bidding-related documentation, consultant coordination, and support to business development activities. The position will be based in São Paulo, Brazil, with a focus on recently signed mandates in the region as well as selected business development initiatives across LAC. Main duties and responsibilities will include, but are not limited to: Business Development

  • Support the PPP team in preparing proposals, mandates, marketing materials, roadshow materials, information memoranda, and other business development documents.
  • Contribute to the identification and assessment of new PPP opportunities in Brazil and, as needed, elsewhere in LAC.
  • Develop a strong understanding of Brazil’s infrastructure market, including sector trends, regulatory developments, and the broader business environment.
  • Conduct research and analysis on Brazil’s PPP pipeline and database, generating indicators and insights to support new business opportunities.
  • Assist in preparing internal approval documents and donor funding applications for project preparation and consultant costs. Transaction Execution
  • Work on several advisory mandates simultaneously with different project teams, with a particular focus on infrastructure PPPs, including mass transit, schools, hospitals, and other social or economic infrastructure projects.
  • Support project scoping and feasibility assessments, including the preparation and/or review of financial models, financial analysis, and project structuring options.
  • Assist in the preparation of client deliverables, including notes, presentations, reports, minutes, and internal approval documentation.
  • Support the preparation of Terms of Reference for specialized consultants, assist with consultant selection processes, and coordinate with consultants during implementation.
  • Review consultant deliverables and support quality control under the guidance of senior team members.
  • Contribute to technical, financial, social, environmental, political, and institutional assessments of advisory transactions.
  • Support clients and project teams in stakeholder engagement, including engagement with government counterparts, investors, civil society, and other relevant stakeholders.
  • Monitor project risks and opportunities from project preparation through tender and commercial close, supporting the team in identifying and mitigating key issues.
  • Assist in the implementation of competitive and transparent tender processes and support the finalization of contractual agreements between investors and client governments.
  • Coordinate closely with other parts of IFC and the World Bank Group, including environmental and social, legal, investment, advisory, and country teams.
  • Develop familiarity with the World Bank program in assigned countries and help identify opportunities for PPP collaboration. Other Responsibilities
  • Share knowledge and lessons learned from projects with the broader team, including insights relevant to PPP project teams outside Brazil.
  • Support the preparation of reports and briefings for senior management as needed.
  • Develop expertise in IFC processes, internal systems, and project management requirements.
  • Over time, and in close coordination with the project team leader, develop the capacity to manage individual workstreams with increasing autonomy.
  • Perform other duties as requested by senior members of the team.
