Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women has been in Myanmar since 2013, working with an extensive network of women-led and women’s rights organizations to support vulnerable women and girls. Amidst the current crisis, UN Women continue to work across the humanitarian, peace, and development nexus, focusing on: 

  • Creating an enabling environment for gender equality. 
  • Supporting women to lead and participate in decision-making. 
  • Improving the protection of vulnerable women and girls and increasing respect for their human rights. 
  • Supporting women and girls to access, contribute to, and benefit from relief and recovery efforts.

The Gender Profile for Humanitarian Action has been developed since 2019 and is updated annually. This document aims to provide a yearly gendered snapshot of the Myanmar humanitarian situation and its impact to the lives of affected population especially among women and girls. The Gender Profile also includes gendered situational analysis and an analysis of gender mainstreaming in the country and sub-national level humanitarian programming. The Gender Profile at the immediate level will ascertain the conditions, inequalities and priority needs of women, men, boys, and girls of all ages through a gendered lens. This Gender Profile should contribute to inform effective targeting and better guide the meaningful participation of women-led, women-rights, and humanitarian aid agencies for an inclusive and gender transformative humanitarian project design and implementation of humanitarian programs and projects. 

It is, therefore, important that Gander Data and Indicators of the crises is collected and analyzed to present the condition of women, men, boys, and girls of Myanmar, aligned with the humanitarian coordination principles and structure. The Gender Profile aims to provide the humanitarian community and aid organizations operating in Myanmar with information on the inequalities, intersectionality, vulnerabilities, conditions, needs, humanitarian response gaps, and challenges that women, men boys, and girls in Myanmar experience. This study will draw on recommendations and intends to collect best practices on humanitarian response implemented by clusters and their implementing members.

A consultant that can facilitate a qualitative and quantitative data collection and has the statistical expertise will be recruited to collect and analyze data for this Myanmar 2026 Gender Profile, Gender Indicators Data and consequently present the results as an analytical report.

Objective of the consultancy

The primary objective of this consultancy is to update the Myanmar Gender Profile for Humanitarian Action for 2026, tracing trends and shifts over time by referencing the baseline data established in the 2024, 2021, and 2009 Gender Profiles.

Concurrently, the consultancy aims to construct a comprehensive Myanmar Gender Indicators Dataset based on a framework of country-specific indicators agreed upon by key stakeholders. This assignment requires targeted data harvesting, cleaning, and analysis to illustrate the differentiated impacts of the ongoing crisis on affected populations, with a definitive focus on women, children, and individuals with diverse intersectional identities—including women with disabilities, elderly women, and LGBTQI+ populations.

Ultimately, the updated Gender Profile will serve as a foundational strategic resource to inform the 2025 Humanitarian Needs and Response Plan (HNRP) and to equip humanitarian organizations operating in Myanmar with the data necessary to design and implement gender-responsive programming.

The consultant will be reporting to the Humanitarian Specialist and will be supported by the Program Coordinator, Gender IM Specialist and the GiHA Working Group Technical Advisory Team who will guide the process including on the development of the questionnaire for data gathering. 

Location for the Data Gathering and intended participants

The locations for the data collection will follow the Zonal Coordination Group (ZGG) at field level  (Note: the state clustering will only be provided to the selected consultant)

The intended respondents are: cluster and working groups lead/co-leads, and members at national and sub-national levels, organizations of persons with disabilities, community-based women’s organizations (will be recommended by the GiHA members or cluster/working group leads), Women-CSOs and networks representative active in the above mentioned locations, youth organizations representatives, representative of religious groups, community leaders, organizations of LGBTQI+, community volunteers. 

Description of Responsibilities/ Scope of Work

  1. Conduct a comprehensive desk review and literature review to inform and develop the Situational Analysis section of the Myanmar Gender Profile 2009.2022,2024 and Gender Indicators drawing on relevant national, regional, and global evidence, data, and reports.
  2. Collaborate closely with UN Women and the Gender in Humanitarian Action (GiHA) Working Group Technical Advisory Team to finalize the study methodology, sampling strategy, data collection tools, analytical framework, and report structure.
  3. Draft comprehensive quantitative and qualitative survey questionnaires and data collection tools, embedding intersectional indicators, and submit them to UN Women and the GiHA Technical Advisory Team for formal approval.
  4. Conduct field pre-testing of the developed quantitative and qualitative data collection instruments. Revise, refine, and finalize the tools based on field-testing results, ground security dynamics, and stakeholder feedback.
  5. Conduct and facilitate the data collection, data analysis processes, ensuring adherence to agreed quality standards, and produce a high-quality report that includes key findings, recommendations, lessons learned, and implementation challenges.
  6. Clean, process, and manage the collected primary data. Deliver fully cleaned, structured electronic datasets (including the 2026 Gender Profile raw/cleaned data and the Gender Indicators database) alongside brief technical data reports to UN Women for review.
  7. Draft and finalize the Gender Profile 2026 report, incorporating feedback from UN Women and the GiHA Working Group Technical Advisory Team, and prepare a presentation of key findings and recommendations.
  8. Conduct pre-testing of quantitative and qualitative data collection instruments and revise the tools based on field-testing results and stakeholder feedback.
  9. Conduct survey implementation and provide clean data sets (2006 Gender Profile, Gender Indicators) and technical reports and to UN Women and the GiHA Working Group Technical Advisory Team for review and inputs. 
  10. Undertake any other related tasks and responsibilities required for the successful completion of the assignment, as requested by UN Women and the GiHA Working Group Technical Advisory Team.

All raw data shall be compiled and kept in secure locations and shall not be shared without the permission of UN Women. 

After the completion of the consultancy, all data sets shall be submitted and will remain the property of UN Women. 

The consultant will be paid according to the deliverable and payment schedule here below and upon submission of satisfactory deliverables after review by UN Women and the GiHA WG Technical Advisory Team and approved by the UN Women Head of Programme/Country Representative to certify for payment as per UN Women policies and regulations.

Technical Consultation & Tool Finalization: Convene a technical review meeting with UN Women and the GiHA Technical Advisory Team to evaluate and refine the draft data collection tools. Translate the data collection tool to Myanmar language to use for online and in-person data collection.

Field Pre-Testing & Optimization: Conduct a rigorous pre-test of the data collection tools to assess field viability, clarity, and cultural appropriateness.

Consolidated Finalization: Synthesize institutional feedback from the GiHA Technical Advisory Team alongside empirical data from the pre-test to produce the definitive, approved version of the data collection instruments.

Multi-Modal Data Collection: Deploy field research and data collection exercises using the finalized, approved methodologies—utilizing blended approaches including in-person fieldwork, virtual consultations, and online survey modalities as contextually appropriate.

Dataset Generation & Structural Management: Process, compile, and clean raw field data to generate two (2) distinct, fully structured electronic datasets:

  1. 2026 Myanmar Gender Profile Comprehensive Dataset
  2. Core Gender Indicators Database

Data Integrity & Progress Reporting: Ensure data collection adheres strictly to international ethical standards and data protection protocols, accompanied by a verification report documenting at least 95% field data collection completion.

Execute robust statistical and qualitative analysis on all compiled field data, formulating the initial comprehensive draft report in strict adherence to the pre-agreed institutional format for submission to UN Women.

Delivery of fully cleaned, structured electronic datasets (including the 2026 Gender Profile cleaned data and the Gender Indicators dataset) alongside brief technical data reports to UN Women for review.

Integration of review inputs from UN Women and the GiHA WG Technical Advisory Team.

Revise report to include the review inputs and submit the second draft for review by the UN Women and the GiHA WG Technical Advisory Team.

The final report must comprehensively synthesize all field data, literature reviews, and strategic recommendations, fully incorporating final institutional feedback from UN Women and the GiHA WG Technical Advisory Team.

Executive Summary Slide Presentation: Design and develop a comprehensive, visually engaging slide presentation that summarizes the key findings, methodologies, core datasets, and critical policy recommendations of the 2026 Gender Profile for dissemination to high-level stakeholders and partners.

Operational Closure: Ensure all final text, technical appendices, and data visualization assets are completely polished, copyedited, and formatted in accordance with institutional publication guidelines.

Required Qualifications:

Education and Certification:

  • Master's degree in gender, statistics, mathematics, economics, and information science or related discipline is preferred.
  • Bachelor's degree in economics, statistics, mathematics, econometrics, or related discipline, plus three years of work experience may be accepted in place of a master’s degree.

Experience:

  • Minimum 5 years of experience in gender microdata analysis, data collection, research design, and development, report writing and monitoring; Master level education preferred.
  • Proven record of work on similar projects on gender statistics; track record on gender research studies of complex engendered nature with detailed reporting requirements.
  • Proven experience in leading, facilitating and conducting a Rapid Gender Assessment and Analysis is required. 
  • Excellent command of STATA, SPSS, or other data analysis software.
  • Experience in working in a complex humanitarian setting, with and in collaboration with the cluster system, UN Agencies, especially Women-CSOs and with UN Women, will be an asset.
  • Proven ability to work with diverse stakeholders and partners, including civil society and grassroots organizations.
  • Experience working in Myanmar and having a good understanding of the socio-economic and political situation of the country is strongly desirable.
  • Proven work experience on writing research and converting reports/research materials into knowledge products for wider audience.

Languages:

  • Fluency in English is required; proficiency or knowledge of the Myanmar language or other ethnic language is an asset.
