East Asia and the Pacific (EAP) Region
The East Asia and the Pacific Region (EAP) has made the fastest progress in economic growth and poverty reduction of any region in the last quarter-century. At present, the region remains one of the main drivers of the world economy, accounting for nearly two-fifths of global economic growth!
Despite this progress, the Asia and Pacific region still faces huge development challenges. A large portion of the region’s population remains vulnerable to income shocks, including from a global economic slowdown, changing global and regional value-chains, and climate-related risks.
East Asia was the first region to be hit by the COVID-19 pandemic which has provoked both an unprecedented health crisis and a severe economic shock in the region. Poverty in the East Asia and Pacific region is expected to rise for the first time in over 4 decades. COVID-19 also presents some opportunities for countries in the region to build back better through recovery strategies that prioritize reforms, institutions as well as attention to climate and broader sustainability.

The World Bank Group’s Finance, Competitiveness & Investment (FCI) Global Practice combines expertise in financial sector development and private sector development to support private sector–led growth and job creation. In 2011, the Ministry of Finance and Economy (MoFE) of the Republic of Korea and the World Bank established a partnership to create the Seoul Center for Finance and Innovation (SCFI). The SCFI Trust Fund (TF) supports technical assistance, advisory services, and knowledge exchange activities to strengthen financial and private sector development in the East Asia and Pacific (EAP) region.
SCFI works closely with World Bank country teams, global practices, Korean partner institutions, and donors to deliver high-quality operational and knowledge outcomes. Given the growing size and complexity of the SCFI Trust Fund portfolio and expanding communication and knowledge management needs, SCFI seeks to hire a Korea-based Extended Term Consultant (ETC) to provide integrated support across trust fund management, administration, communications, and knowledge management.
The objective of this assignment is to strengthen SCFI’s operational effectiveness, and institutional visibility by providing sustained support in trust fund management, administrative coordination, communications, and knowledge management. The ETC will work closely with the SCFI team to ensure timely reporting, smooth portfolio implementation, effective information dissemination, and well-organized internal knowledge systems.
Roles and Responsibilities:
A. Trust Fund Management and Donor Reporting
• Support day-to-day management of the SCFI Trust Fund portfolio, including tracking grant approvals, commitments, disbursements, and implementation status.
B. Communications and Outreach
C. Website and Digital Content Management
D. Knowledge Management
E. Administrative, Operational, and Event Management Support
