The World Bank Group Transport and Logistics Department supports sustainable, efficient, safe, resilient, and inclusive movement of people and goods. Its work spans roads, railways, urban transport, maritime transport, ports, aviation, logistics, and emerging mobility solutions. The department brings together World Bank and IFC capabilities to support public and private sector transactions, advisory engagements, analytical work, knowledge, and partnerships.

The department works across regions and institutions to develop and implement transport solutions, mobilize investment, share operational knowledge, strengthen client capacity, and connect lessons from transactions to future operations. Its multidisciplinary teams collaborate with governments, private sector clients, development partners, industry associations, and technical experts.

The (Associate) Operations Officer - Transport Strategy & Knowledge will join the WBG Transport and Logistics team and support both IFC and World Bank activities. 

The (Associate) Operations Officer will work closely with management and technical teams across a broad range of strategic, operational, knowledge, and business development priorities.

The role is intended for a highly capable generalist with strong analytical, communication, and stakeholder engagement skills. The successful candidate will support strategic discussions and departmental priorities by conducting research and analysis, developing strategic narratives and management materials, preparing presentations and knowledge products, and helping senior colleagues communicate complex ideas effectively to internal and external audiences.

The (Associate) Operations Officer will support the department in advancing knowledge, learning, business development, and operational priorities through analytical work, strategic messaging, stakeholder engagement, and the development of high-quality products and initiatives. This includes helping synthesize complex information, identify key messages, connect activities to broader institutional objectives, and support discussions involving senior management, regional leadership, clients, development partners, and other strategic stakeholders.

The position requires sound judgment, intellectual curiosity, and the ability to understand both the details and the broader context in which the department operates. The successful candidate should be proactive, solutions-oriented, and comfortable operating in complex environments, with the ability to anticipate needs, identify opportunities, build relationships across teams, and support the development and communication of departmental priorities. The role is well suited to someone interested in developing a deep understanding of World Bank Group operations and growing into broader operational and strategic responsibilities over time.

Duties and Accountabilities

The (Associate) Operations Officer will support the department across three interconnected areas: 

1. Strategic Analysis, Operations and Business Development Support

  • Support strategic discussions, departmental priorities, and management initiatives through research, analysis, and the preparation of high-quality decision-support materials.
  • Conduct research and analysis on transport, logistics, infrastructure, private capital mobilization, and related topics, translating complex information into actionable insights and strategic narratives.
  • Prepare briefing notes, presentations, talking points, pitchbooks, portfolio reviews, management materials, and client-facing products for senior leadership, operational teams, and external stakeholders.
  • Analyze operational, portfolio, market, and sector information to identify trends, opportunities, lessons learned, and areas for strategic engagement.
  • Support business development, knowledge, and operational initiatives that require coordination across teams and institutions, helping ensure alignment with broader departmental and World Bank Group priorities.

    2. Knowledge, Learning and Communications
  • Help translate complex technical and operational content into clear, accessible, and compelling messages that support internal learning, external engagement, and institutional visibility.
  • Support the department's knowledge, learning, and thought leadership agenda by helping capture, synthesize, and disseminate knowledge from operations and strategic initiatives.
  • Work with technical specialists to turn complex content into clear, accessible publications, notes, learning materials, presentations, newsletters, web stories, and communications for different audiences ensuring usability and visual/style coherence.
  • In conjunction with Intranet Lead and Intranet Technical Lead, support the maintenance of intranet pages, knowledge hubs, repositories, calendars, and related digital platforms, applying appropriate tagging, metadata, quality assurance, clearance, branding, and accessibility requirements.

    3. Events, Stakeholder Coordination and Delivery
  • Support internal and external conferences, roundtables, client meetings, partner events, and flagship initiatives, including agendas, invitations, logistics, participant coordination, and post-event outputs.
  • Coordinate internal and external stakeholders across the World Bank Group, clients, partners, industry associations, governments, academia, and technical teams, maintaining clear workplans, deadlines, and follow-up actions.
  • Quickly learn and navigate relevant WBG processes, systems, templates, and clearance requirements, and maintain practical trackers and project-management tools to keep multiple workstreams on track.

Selection Criteria

  • A master's degree in a relevant field such as economics, public policy, political science, international affairs, business administration, communications, data analytics, or international development.
  • Typically, at least 4 years of relevant professional experience in consulting, international development, strategy, operations, research, knowledge management, communications, data analysis, or a related field, with demonstrated ability to take ownership of assignments and deliver high-quality work.
  • Excellent research, analytical, writing, and communication skills, including the ability to quickly understand unfamiliar technical subjects and synthesize information from multiple sources.
  • Demonstrated ability to develop high-quality presentations, reports, and knowledge products that combine data, evidence, and clear storytelling.
  • Experience collecting, analyzing, visualizing, and presenting quantitative and qualitative information. Advanced Excel and PowerPoint skills are required.
  • Strong organizational, project management, and stakeholder engagement skills, with the ability to manage multiple workstreams and priorities simultaneously.
  • Experience supporting knowledge management, learning programs, workshops, conferences, publications, or stakeholder engagement activities is desirable.
  • Familiarity with transport, logistics, infrastructure, sustainability, private sector development, or international development is desirable but not required.
