JOB PURPOSE

The positions are based in WFP-assisted districts, with appointments made according to regional or geographical clusters of operational districts in Sindh. Programme Assistants (PAs) will primarily support the Benazir Nashonuma Programme and will directly report to the Programme Policy Officer (Nutrition), under the overall guidance of the Head of Provincial Office, WFP Sindh, to ensure smooth implementation of programme activities. Additional districts may be added as required. Approximately 40% of the position’s time will be allocated to monitoring activities, with the remainder dedicated to programme oversight, operational support, and coordination.

KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):

Programme
1.Keep close and timely coordination with the respective government departments, Cooperating Partner and field coordinators in assigned districts, to ensure that all the activities at the district level are well coordinated and implemented. Actively participate in the district coordination meetings.
2.Maintain close liaison with Department of Health, LHWP, BISP Taluka/District office, nutrition/ BNP partners to ensure the provision of the services to respective BISP eligible beneficiaries at Benazir Nashonuma Center.
3.Ensure smooth functioning of the Facilitation Centre (FC), provide technical backstopping and guidance to Partner staff for quality programme implementation, compliance with operational guidelines, and effective facility management.
4.Ensured the uninterrupted supply of Specialized Nutritious Food (SNF) to the respective distribution points (Facilitation center and nutrition sites). Assist the Provincial Office -Nutrition Unit in development of quarterly and monthly distribution plans in close consultation with respective CP and development of call forwards for RUSF/ MMS/RUTF for each district. Whenever required, take lead on generation of the CRNs in comet system for approvals and ensured timely food dispatches to the Benazir Nashonuma Facilitation centers.
5.Facilitate training/orientation and capacity building sessions of project staff and relevant stakeholders, such as medical officers, medical officers, Lady Health Workers (LHW) and Lady Health Supervisors (LHS) where and whenever needed.
6.Act as the primary point of contact at the district level for resolving complaints received through the community feedback mechanism, as well as addressing field-related and general operational queries.
7.Provide timely assistance and escalate issues where necessary to ensure effective resolution and support.
8.Maintain information records and monitoring plan documentation, such as records of commodity movements, non- food items, monitoring reports, monitoring checklists and entry in system, in order to assist in the effective delivery service.

Monitoring & Evaluation
9.Assist the M&E unit in monitoring BNP activities, Timely address the monitoring findings/issues with the cooperating partners and report critical issues to PO for their resolution.
10.Submit narrative report on weekly basis to PO.
11.Conduct Quality benchmark Checklist of Facilitation centers on quarterly basis.
12.Conduct periodic monitoring trips, spot checks to the project sites, including random monitoring checks on Cooperating Partners (CPs) activities, assessments and prepared progress report using standard monitoring tools.
13.Conduct Periodic Post Distribution Monitoring, Distribution Monitoring and structural assessment of Facilitation Centers.
14.Within the specific area of responsibility, ensure compilation of data and support analysis and preparation of reports in order to support operational decision-making.


Complaint Feedback mechanism (CFM)
15.Support PO on the Community Feedback Mechanism (both SugarCRM and BNPCRM) for timely redressal of issues at field level.


Mandatory training
16.Complete all mandatory training advised by Human Resources Department. Encouraged to polish his/her soft skills in Communication, Coordination and Nutrition and Emergency response etc.


Any other duties
17.Perform other related duties or assignments in line with the position level and expertise as assigned by Programme Policy Officer.

EDUCATION & EXPERIENCE

Education:

Completion of secondary school education. A post-secondary certificate or a Bachelor's degree in Nutrition, Polictical Science, Economics, International Relations or other related field is desirable.

Experience:

At least 5 years of work experience in nutrition and public health in emergencies, with a minimum of 2 years specifically in CMAM or stunting prevention projects in the province.

Knowledge and Skills:

Demonstration of basic knowledge of monitoring mechanisms and their applicability to WFPs critical activities.

Language:

Fluency in both oral and written communication in English, Urdu and regional languages (desirable).
