Country Liaison & Partnership Manager

We are looking for a motivated candidate to fulfil the position of (Country Liaison & Partnership Manager) initially under service agreement for a period of six months with very good prospects for a renewal and a competitive compensation package.

As the Country Liaison and Partnership Manager, you’ll be representing WHH within the humanitarian and development community and with the Yemeni authorities. You’ll actively help in WHH’s establishment in the country by supporting in administrative matters with national and local authorities. You’ll actively take part in coordination mechanisms, help design WHH’s strategy in Yemen and take active part in designing projects/programs in Yemen. You’ll lead in the establishment of new partnership and management of ongoing partnerships.

Your responsibilities

Liaison, Representation and Coordination:

• Lead in coordination of WHH and its partner’s emergency response with the relevant authorities, clusters and other humanitarian organizations in Yemen.
• Lead in establishing WHH as a humanitarian and development organization in Yemen, by representing WHH in humanitarian and development coordination meetings, NGO platform and all such level meetings in the country, identifying gaps and opportunities for WHH to intervene in, and by reporting and promoting WHH’s works in country.
• Develop and maintain a strong network of key contacts with other INGOs, local partners, OCHA and other UN agencies to ensure complementarity and avoid duplication of activities.
• In coordination with the Head of Mission, engage with donors with presence in Yemen and lead in positioning WHH for future funding opportunities.
• Support the Amman Hub team in developing high-quality strategies and plans that contribute to establishing the profile of WHH as a key humanitarian and development organisation in Yemen.
• Provide monthly situation briefs.
• Work actively with partners to identify capacity needs and coordinate with relevant technical referents to provide tailor-made trainings, improve and harmonize tools for Nexus programming.

Programs

• Support the implementation of WHH and its partner’s emergency response in coordination with the project lead in Amman in implementation, liaise with the authorities, identify technical support needs, support in reports and monitor its implementation.
• In coordination with the program team, actively lead identification of needs, facilitate response to these needs, or suggest new intervention options with a view on nexus programming and systems transformation.
• Actively participate in the design of proposals and strategies that cover the region and ensure participation of WHH’s national stakeholders in these.
• Ensure that all projects in Yemen are implemented in line with WHH’s quality and compliance standards and its strategy for Yemen.
• Support in the implementation of programs, and troubleshoot the head of programs, technical coordinators/advisors or other heads of departments on issues faced.
• Take the lead in project cycle management for projects without dedicated head of projects
• In coordination with the ME Partnership Co. lead in diversifying WHH’s partnerships in Yemen.

Administration

• Support in WHH’s relations with its lawyers and its legal affairs in Yemen in coordination with the Head of Mission.
• Support the HR Manager and Head of Mission in establishing HR systems in Yemen including development of SOPs, regulations, policies and templates with a view on establishing a safe and pleasant working environment.
• Support the process of completing WHH’s registration in country by liaising with the law firm and relevant authorities, including acquisition of Tax ID, opening local bank accounts, and others,
• Follow up requirements of the local authorities and ensure that WHH is complying with these requirements on a timely basis.
• Ensure day-to-day management of staff if any are recruited.
• Support in establishing logistics and procurement systems for WHH in Yemen, in collaboration with the Logistics Coordinator based in Amman.
• Support in Yemen travel arrangements for WHH staff.

Your profile

• At least 5 years of experience in working at management level in an NGO,
• At least 1 year of experience in managing an office,
• Experience in liaison with government authorities in Yemen is desired
• Experience in working in high-risk conflict zones and politically complex environments,
• Experience in humanitarian and development coordination mechanisms such Area Based Coordination, HCT, and similar,
• Previous experience in working in Yemen is required,
• Excellent spoken and written English and Arabic is required,
• A university or polytechnic degree in political sciences, public administration, conflict studies, humanitarian action or other related disciplines with specific experience in integrated project management
• Good comprehension of Yemeni administration and bureaucracy would be desired.
• Advanced knowledge of Microsoft Office
• Excellent communication & prioritization skills are required
