Information Management and Analytics Analyst

The New York Portfolios Office (NYPO) manages UNOPS' New York-based portfolios, delivering project and programme management, procurement, HR, and financial services to global partners, from the UN Secretariat to Member States. NYPO strategically positions UNOPS with these partners, fostering collaboration to achieve growth and leveraging expertise in global portfolio design and implementation. We support the broader SDGs and 2030 Agenda, primarily assisting the UN Secretariat and other New York-based UN entities with a global reach. NYPO encompasses the Peace and Security Cluster (PSC), focusing on explosive threat management, and the Sustainable Development Cluster (SDC), providing diverse operational support to the UN system in New York.

Background: UNMAS Syria Programme

UNMAS Syria, with its office based in Damascus, plays a central role in coordinating humanitarian mine action across Syria. UNMAS also actively supports the broader United Nations Country Team (UNCT) by enabling safe access for humanitarian and development operations. UNMAS also works closely with the Syrian Government which has designated the Ministry of Emergency and Disaster Management (MoEDM) as the national focal point for mine action. As part of its strategic support, UNMAS is actively coordinating advising on the establishment of a national mine action authority and mine action centre, by providing strategic and technical advice and developing a comprehensive roadmap for institutional development and technical capacity. In addition, UNMAS serves as the lead agency for the Mine Action Area of Responsibility ( MA AoR) in Syria, coordinating efforts under the broader humanitarian framework.

Background: UNMAS Syria Programme

Operating under the mandate of Security Council resolution 2165 (renewed in 2017 with SCR 2393), UNMAS deployed to Syria at the request of the Deputy Regional Humanitarian Coordinator in August 2015 and subsequently activated the Mine Action Sub Sector under the Protection Sector to address the impact of explosive hazards within Syria. UNMAS acted as the lead agency for the Mine Action Sub sector for Syria. Established in Damascus since 2018, following the signature of a Memorandum of Understanding (MoU) with the Syrian Arab Republic, UNMAS strives to expand humanitarian mine action in Syria, with the aim of responding to high humanitarian needs. This includes humanitarian mine action activities prioritized in the Humanitarian Response Plan (HRP) for Syria: risk education, victim assistance, survey and clearance.

The conflict in Syria has been characterized by the extensive use of explosive weapons, which resulted in large-scale explosive hazard contamination, with the presence of diversified types of ordnances. According to the Syrian Arab Republic Humanitarian Needs Response Plan(HNRP) 2026, over 14.3 million Syrians are estimated to be at risk of explosive ordnance (EO) contamination; men, women, and children are exposed to the threat of grave injuries and death on a daily basis.

Mitigating EO risks and supporting survivors are a key priority given the scale of EO contamination with 2335 civilian casualties recorded between December 2024 and June 2026.

UNMAS play a central role in reducing harm through non-technical survey, EO disposal and clearance, inclusive risk education integrated with critical services such as education, agriculture, and cash/livelihoods, and sensitive community engagement, while facilitating referrals to survey and clearance actors where feasible.

Under the guidance and supervision of the Information Management and Analytics Senior Analyst, the incumbent is responsible for supporting data availability and accuracy in support of programmatic and operational purposes.

Within delegated authority, the Information Management and Analytics Analyst will report to the Information Management and Analytics Senior Analyst and be responsible for the following duties:

1. Assist the development of the IM function

   1. Assist the Information Management and Analytics Senior Analyst on the upscaling or downscaling of the IM Unit Unit structure in accordance with the development of UNMAS Syria;

   2. Assist the Information Management and Analytics Senior Analyst to Identify and report gaps, challenges, risks and opportunities.

2. Support the database structure development

   1. Support the design, maintain and improve the database structure under the technical guidance of supervisor;

   2. Support the definition, documentation and improvement of established IM processes with a focus on data management;

   3. Provide technical inputs to the development and updating of the IM SOPs, under the guidance of the supervisor and in accordance with relevant IMAS and NMAS.

3. Manage data

   1. Ensure database administration

   2. Support the definition of data requirements;

   3. Ensure data validation, cleaning, compliance, imports, backups and routine quality checks; and

   4. Ensure access to data.

4. Support data collection and validation

   1. Support the development, maintenance and improvement of data collection and validation tools based on requirements and methodologies approved by the supervisor.

5. Coordinate with stakeholders

   1. Ensure that the relevant mine action data is available to stakeholders, including UNMAS Syria operations and programme sections, in a timely and easy-to-access manner in compliance with data-sharing and security policies and protocols;

   2. Provide datasets, technical inputs, data quality support, and reporting-ready outputs to UNMAS Operations, Programme, MA AoR, SNMAC and partners under the coordination of the Head of IM Unit.

6. Support the development of the SNMAC national database

   1. Support the preparation and implementation of UNMAS data migration to IMSMA Core in accordance with the approved migration plan and technical guidance;

   2. Support the definition of national data requirements under the guidance of the supervisor and relevant national authorities

7. Deliver training

   1. Support the development, maintenance and improvement of IM training management packages;

   2. Support in delivering approved technical IM training (data quality, database use, validation workflows, data cleaning, data entry standards etc...) to stakeholders, including implementing partners.

8. Contribute to other IM functions:

   1. Conduct IM, GIS and spatial analysis, create maps for spatial analysis, tasking, reporting and data validation for review by the IM team

   2. Produce data and information packages, including operational snapshots, factsheets, and interactive and static dashboards, to support IM reporting.

Required:

• Advanced University Degree (Masters Degree or equivalent) preferably in the field of Information Technology, Information Management, Computer Sciences or related field is required; OR

• First-level university degree (Bachelor's degree or equivalent) preferably in the field of Information Technology, Information Management, Computer Science, or related field with 2 years of relevant experience is required; OR

• High School Diploma with 6 years of relevant experience is required.

Required:

• Experience in providing information management support, working with database systems, and managing data quality.

• Experience in data modeling, data validation rules, data cleaning, database administration, and SQL/PostgreSQL or similar systems.

• Experience in working with GIS tools and producing maps and spatial analysis outputs to support operational or programmatic decision-making.

• Experience in designing and delivering technical training to varied stakeholders (e.g., data entry, data quality, database use).

Desired:

• Experience producing dashboards or data visualization products for reporting purposes
