Background of the assignment: UNODC, as the guardian of the United Nations Convention against Corruption (UNCAC), supports States Parties in its efforts to fight and prevent corruption. One of the main purposes of UNCAC is to promote, facilitate and support international cooperation and technical assistance in the prevention of and the fight against corruption. The Conference of the States Parties to the Convention has repeatedly emphasized the importance of a whole of society approach and highlighted the importance of anti-corruption education (Article 13 of the UNCAC). Joining forces with governments, anti-corruption practitioners, the private sector and civil society, including youth and academia, to address corruption at all levels and restoring trust where it has been eroded is at the core of the work of the Corruption and Financial Crime Branch (CFB) of UNODC. At UNODC headquarters and in the field, we support our stakeholders as they translate their commitments under the United Nations Convention against Corruption (UNCAC) into day-to-day reality. Corruption is a complex social, political and economic phenomenon that affects all countries. It undermines democratic institutions, weakens the rule of law, hampers sustainable development, discourages investment and erodes public trust. Since the adoption of the UNCAC by the General Assembly in 2003, 192 States Parties have committed to implementing its provisions, reflecting the global consensus on the importance of integrity, accountability and good governance. The General Assembly also designated 9 December as International Anti-Corruption Day (IACD) to raise awareness of corruption and the role of the Convention in preventing and combating it. Each year, UNODC leads the global observance of IACD through a dedicated campaign, bringing together a variety of stakeholders to promote collective action against corruption and reinforce the values of transparency, integrity and accountability. In support of these objectives, the Graphic and Motion Graphic Design Consultant will develop the global visual identity for the International Anti-Corruption Day (IACD) 2026 campaign and produce high-quality creative assets for use by UNODC headquarters, field offices and campaign partners worldwide. The consultant will create an animated campaign video, social media assets, templates, illustrations, animations and other multimedia materials to ensure a consistent, engaging and impactful visual identity that supports coordinated campaign implementation across all communication channels while strengthening the visibility of UNODC's anti-corruption work. Purpose of the assignment: The purpose of this assignment is to support the Corruption and Financial Crime Branch (CFB) in the development and production of high-quality visual and multimedia assets for the International Anti-Corruption Day (IACD) 2026 campaign. The consultant will develop the campaign's visual identity and produce creative content, including an animated campaign video and digital assets for social media, to strengthen the visibility of UNODC's global anti-corruption work. The aim is to provide a coherent visual package for use by UNODC headquarters, field offices and campaign partners, ensuring consistent and impactful communications across digital and print platforms. Specific tasks to be performed by the consultant: Under the supervision of the Associate Communications Officer, and in close coordination with the UNODC Advocacy Section, the Consultant will perform the following tasks: • Conceptualize and develop the overall visual identity of the IACD 2026 campaign, including creative concepts, design solutions, colour palette, and graphic elements, ensuring alignment with UNODC branding guidelines and campaign objectives. • Develop a comprehensive and adaptable campaign communications toolkit for use by UNODC headquarters, field offices and campaign partners, ensuring that campaign materials can be easily localized, translated and adapted to different regional contexts while maintaining a consistent visual identity. • Design and produce a package of campaign materials for digital and print use, including social media templates, campaign visuals, banners and other communication products as required. • Conceptualize, storyboard, design and produce an animated explainer video (up to two minutes) communicating the key message of the campaign, including storyboard development, animation, voice-over (AI-generated or recorded), subtitles, sound design, and final editing. Deliver the final video in the required formats together with all editable project files and source assets. • Revise, adapt and refine all creative materials based on feedback received from UNODC, ensuring timely incorporation of comments throughout the design and production process. • Deliver final design products in the required formats for print and digital distribution (including, as applicable, JPEG, PNG, PDF, GIF and MP4), together with fully editable source files and project files. • Develop editable templates in Canva that enable UNODC personnel to update campaign messages, translate content into multiple languages and adapt materials for local campaigns without altering the overall visual identity Expected tangible and measurable output(s)/deliverable(s): • Creative brief and campaign visual identity package, including at least two initial creative concepts for consideration by UNODC, with the selected concept further developed into a complete visual identity. In line with the UNODC branding, the package shall include the campaign's creative approach, colour palette, typography, graphic elements, iconography, visual style, layout principles and mood board, together with a concise style guide to ensure consistency across all campaign materials. • Campaign launch package, including finalized website banners and campaign slogan artwork in all required language versions (as provided by UNODC), prepared in web- and print-ready formats and optimized for use across UNODC communication channels. • Campaign communications package, consisting of a comprehensive set of adaptable visual communication materials for digital and print use, including: • at least 10 original campaign visuals, illustrating different thematic areas highlighted in the International Anti-Corruption Day campaign and reflecting the campaign's key messages (as provided by UNODC) through a consistent visual identity; • a set of editable social media templates (Canva) for short text-based messages, quotes and campaign announcements. In the templates, all design elements must be included as single, scale- and moveable graphics. The templates and all its elements must be accessible for Canva Free users; • one editable carousel template consisting of six slides in both, square format for platforms such as LinkedIn, Facebook and X and 4:5 ratio for Instagram, • one editable vertical template 4:5 suitable for Instagram Stories, Facebook Stories and other vertical platforms. • editable social media header visuals for X, Facebook and LinkedIn • additional banners, graphics and communication materials, as required by UNODC during the implementation of the campaign. • Animated explainer video package, including the development of a creative concept and storyboard, production of an animated explainer video of up to 90 seconds, animation, transitions, AI-generated or professionally recorded voice-over, subtitles, sound design, music (where appropriate and royalty-free), final editing and optimization for digital and social media platforms (square: 1080 x 1080 px, landscape: 1920 x 1080 px, 4:5: 1080 x 1350 px). • Revision and quality assurance, including timely incorporation of comments received from UNODC throughout the assignment; proofreading and quality control of multilingual visual materials; verification of layout consistency across language versions; and ensuring that all products meet agreed technical specifications, branding requirements and accessibility considerations. • Final production package, including delivery of all approved communication materials in the required formats for print and digital distribution (including, as applicable, JPEG, PNG, PDF, GIF, MP4 and Canva templates), together with all editable source files and original project files (including Adobe Illustrator, Adobe Photoshop layers, Adobe InDesign, Adobe After Effects, Adobe Premiere Pro, Canva and other native formats) to enable future adaptation, translation and reuse by UNODC. This includes Canva templates, icons and illustrations used, editable typography and graphic assets and colour specifications. • UNODC will be granted unlimited Rights of Use over the delivered products. Indicators to evaluate the contractor’s performance: • Timely delivery of all agreed outputs in accordance with the deliverables and deadlines specified in the Terms of Reference. • Quality, creativity and technical standard of the visual identity, graphic design, animation and multimedia products, in line with UNODC branding guidelines and campaign objectives. • Successful development of the IACD 2026 campaign visual identity, including website banners, multilingual campaign slogan artwork, social media templates, campaign visuals and other communication assets. • Successful production of the animated explainer video, including storyboard, animation, voice-over, subtitles and final editing, meeting agreed technical and creative specifications. • Responsiveness to feedback and timely incorporation of revisions throughout the design and production process. • Delivery of all final assets in the required formats, including editable source files and project files, ready for print and digital distribution. • Compliance with UNODC branding and technical specifications across all deliverables.
