Job Description

Org. Setting and Reporting

The Logistics Officer serves within the UNIFIL Mission Support Division. The incumbent reports to the Chief Mission Support Centre. At the FS-7 level, the incumbent may lead a unit or functional area and supervise international and national staff.

Responsibilities

Within delegated authority, the Logistics Officer, FS-7, will be responsible for the following duties:
  • Plans, coordinates and manages logistics support including during activities in the sustainment, transition, downsizing, drawdown, withdrawal and liquidation phases.
  • Provides integrated planning, coordination and oversight of logistics activities associated with the movement, consolidation, staging, handling and onward disposition of United Nations-Owned Equipment (UNOE) and Contingent-Owned Equipment (COE).
  • Plans, coordinates and oversees material handling and staging operations, including the allocation and effective utilization of available staging, warehousing and temporary holding space, considering operational priorities, movement schedules, equipment characteristics, safety requirements and the sequencing of Mission drawdown and liquidation activities.
  • Develops and maintains an integrated forward logistics movement and staging plan, coordinating the receipt, consolidation, preparation, staging and onward movement of equipment and material to ensure an orderly and continuous logistics flow and to minimize congestion, delays and disruption to Mission operations.
  • Coordinates closely with the United Nations Global Service Centre (UNGSC), relevant offices at United Nations Headquarters, and the Mission's military and civilian components to synchronize logistics requirements, movement priorities and timelines and facilitate the seamless movement, repatriation, transfer or other authorized disposition of COE and UNOE.
  • Serves as a focal point for integrated logistics coordination between Mission Support, military components, contingents and relevant supply chain, property management, engineering, transport, movement control, aviation, warehousing and other functions involved in the preparation and movement of COE and UNOE.
  • Coordinates logistics requirements with civilian and military components and with relevant Mission Support, supply chain, engineering, transport, movement control, aviation, warehousing and asset-management functions.
  • Coordinates the movement of personnel, equipment and material, including strategic and operational movement requirements, and monitors the implementation of approved movement and logistics plans.
  • Monitors logistics performance, identifies gaps and bottlenecks, establishes priorities and ensures that resources, material-handling capacity and logistics infrastructure are used effectively and in accordance with United Nations regulations, rules, policies and procedures.

Education

High school diploma or equivalent is required for Field Service positions. A first-level university degree in logistics, supply chain management, business or public administration, engineering, transportation, operations management or a related field may be accepted in accordance with the requirements of the specific job opening. The minimum experience requirement may be reduced to seven (7) years for candidates possessing first-level university degree, subject to the requirements of the specific job opening.

Work Experience

A minimum of twelve (12) years of progressively responsible experience in logistics, supply chain, transport, movement control, warehousing, material management, military logistics, commercial logistics or a related field is required. Experience managing or coordinating complex logistics operations in a field, peacekeeping, humanitarian, military, commercial or international organization environment is required. Experience in developing logistics plans, policies, procedures, concepts of support or operational guidance is required. Experience supervising multidisciplinary teams and coordinating multiple operational stakeholders is required. Practical experience in the planning and execution of integrated logistics activities during the drawdown, closure or liquidation of a United Nations peacekeeping operation or other United Nations field mission, including the coordination of equipment staging, material handling and movement activities, is desirable. Experience in hardship or high-tempo peacekeeping field environments is desirable.
