Training Facilitation and Data Collection on ATHIS Consultant

The incumbent will work in close collaboration with programme, operations and project teams to support the achievement of project objectives and organizational priorities.

Background The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners, for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda. UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society, and the private sector to help build, manage, plan, and finance sustainable urban development. The Regional Office for Latin American and the Caribbean – ROLAC – is based in Rio de Janeiro, Brazil. The Agency puts emphasis on developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government to support the formulation and implementation of more effective, sustainable, participative, and socially fairer urban economic, social, and environmental policies. UN-Habitat, the São Paulo Council of Architecture and Urbanism (Conselho de Arquitetura e Urbanismo de São Paulo - CAU/SP) and the Brazilian Cooperation Agency (ABC) are implementing the project “Building capacity and connections in Technical Assistance for Social Housing (ATHIS - Assistência Técnica de Habitação de Interesse Social)” with the objective of equipping professionals with the necessary skills to reduce the gap between policy and practice of ATHIS, ensuring that municipalities and institutions have the technical knowledge to implement sustainable and equitable housing solutions. To properly implement the above-mentioned project, a Training Facilitation and Data Collection on ATHIS Consultant is required. Report to UN-Habitat Manager The Training Facilitation and Data Collection on ATHIS Consultant reports to the Head of Brazil Office, who will evaluate him/her. Responsibilities The Training Facilitation and Data Collection on ATHIS Consultant will support the implementation of the project, and its activities, with the following responsibilities: a) Review and analyze the information and data on ATHIS practices in the State of São Paulo and the Global South collected and produced by the project, translating the findings into evidence and practical inputs to support ATHIS facilitation activities in the municipalities covered by the project. b) Conduct interviews and workshops with relevant stakeholders, initially in municipalities where CAU/SP has offices, to identify specific demands in ATHIS and to engage local stakeholders in the implementation of the capacity-building activities, with the support from local teams and technical guidance from the project. c) Collaborate with participatory data collection in pre-defined communities to be supported through ATHIS, engaging directly with social and community leaders to capture diverse housing needs (including those of elderly persons, persons with disabilities, and women-headed single-parent households) and to ensure the depth and legitimacy of the research process. d) Use and translate the evidence generated through the mapping, data collection, interviews, consultations and research activities into inputs for the project’s ATHIS capacity-building activities and interventions, particularly to support the facilitation in São José do Rio Preto and, transversally, to inform and support the other ATHIS facilitation processes carried out under the project, in close collaboration with UN-Habitat and CAU/SP teams. e) Conduct the facilitation of capacity-building activities and interventions in São José do Rio Preto, including the validate previously produced Training Package on ATHIS, to conduct training sessions and assist on the development of a Learning Evaluation Report. f) Support the production of the final report and a prioritization matrix that systematizes gender-responsive tools, references, and methods for mapping ATHIS demands and prioritizing intervention territories for ATHIS implementation in the State of São Paulo. capacity needs assessment (ANC) g) Review and oversee deliverables and reports produced by the training facilitators in all the municipalities covered by the project, including the development of templates and minimum standards. h) Design and apply mechanisms to assess participants’ learning outcomes for ATHIS training, and compile and analyze results to inform continuous improvements and lessons learned. i) Prepare reports as required, documenting the implementation of in-person and virtual training activities. j) Document and maintain an orderly and accessible information file related to all activities undertaken. k) Participate in field work missions as required. l) Attend meetings and conferences promoted by UN-Habitat and the project’s partners as requested. m) Have compliance with UN-Habitat quality standards and project requirements, ensur-ing consistency with institutional guidelines, methodologies and expected outcomes. n) Develop reports following ABNT guidelines, ensuring alignment with UN-Habitat’s quality standards and project requirements. o) Ensure the adoption of ethical principles in the course of the consultancy, particularly regarding active listening, respect for diversity, and the promotion of safe, inclusive and participatory learning environment. p) Perform any other management-related duties assigned by the Head of Brazil Office, consistent with the functions of the position. The consultant will be responsible for completing all courses and training activities that are indicated to him/her by his/her supervisor. The security course BSAFE, from UNDSS, is required to be accredited during the first month of employment. The consultant will be responsible for his/her own security, so the person should get familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System. Outputs/Work Assignment The consultant shall be paid a monthly allowance, upon presentation and approval by the Head of Brazil Office of monthly activities’ report.

Education Required:

• Bachelor's degree in Architecture and Urbanism or related fields is required.
• Postgraduate degree (Lato Sensu or Stricto Sensu) in Architecture and Urbanism, Geography, Economy, Sociology, Public Policy, Public Administration, or related fields is required, or additional four (4) years of relevant experience to the post, beyond the requirement. Work experience:
• A minimum of six (6) years of experience in urban development, housing programmes, and/or public policy in Brazil is required.
• Experience in research, data collection, and analysis is required.
• Experience with South-South Cooperation is desirable.
• Experience in the social area and coordinating fieldwork, preferably in the public sector, is desirable.
• Previous experience within the United Nations System is desirable. Skills:
• Good computer skills in Windows and Office packages and Web search engines are required.
• Good handling of technological tools and use of software and online platforms is required.
• Good handling of diverse audiences and community engagement is required.
• Good knowledge of project management methodologies is desirable. Competencies

• Promote knowledge-sharing and collaboration among project teams while ensuring compliance with applicable confidentiality and data protection requirements.

Travel details: Applicable The incumbent may be required to undertake official travel within Brazil, subject to project requirements and prior authorization of Head of Brazil Office. All official travel will be undertaken in accordance with applicable United Nations travel policies and procedures. Remuneration Remuneration will be determined in accordance with the applicable UNOPS Local ICA or UNDP’s salary scale and the level established through the official classification process.
