Background The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda. UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society, and the private sector to help build, manage, plan and finance sustainable urban development. The Regional Office for Latin American and the Caribbean – ROLAC – is based in Rio de Janeiro, Brazil. The Agency puts emphasis in developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government to support the formulation and implementation of more effective, sustainable, participative, and socially fairer urban economic, social, and environmental policies. In this context, the “Rio Inclusivo e Sustentável Project: A territorial approach to localize the Sustainable Development Goals in the State of Rio de Janeiro and ensure that no one and no territory is left behind” aims to strengthen urban and climate resilience across the state through the implementation of the 2030 Agenda and the principles of the New Urban Agenda. The project is structured around three areas: information, planning, and social participation. Regarding the latter, the project focuses on prioritized territories, particularly through participatory and community-based approaches. Within this project, the “Youth gamification for environmental preservation and urban resilience” product seeks to engage young people, especially within public schools, through innovative and participatory methodologies such as gamification and educommunication. The initiative promotes youth engagement in climate justice, sustainability, and the right to the city by combining learning processes with creative and collaborative activities, fostering critical thinking and territorial awareness. Activities will be implemented in schools and prioritized territories in the municipality of Petrópolis, mobilizing youth through challenges and collective dynamics connected to their lived realities. In this regard, audiovisual production constitutes a strategic dimension of the pedagogical and mobilization processes, enabling youth participants to construct and express narratives regarding their territories, experiences, and perceptions on topics such as climate justice, sustainability, and the right to the city. Activities will be implemented in schools and prioritized territories in the municipality of Petrópolis, combining training processes, creative experimentation, and collective content production. To properly implement these initiatives, an Audiovisual Facilitator Consultant is required to support training, facilitation, and audiovisual content production processes with youth participants, contributing to the development of sensitive, creative territorial narratives aligned with the project’s objectives and UN-Habitat principles. Report to UN-Habitat Manager The Audiovisual Facilitator Consultant reports to the Head of Brazil Office, who will evaluate him/her. Responsibilities The Audiovisual Facilitator Consultant will support the project, and its activities, with the following responsibilities: a) Plan, develop, and implement training activities in audiovisual production with youth participants, using participatory approaches and methodologies aligned with educommunication concepts. b) Provide technical support to young people in the conception, production, development, and creation of audiovisual content, encouraging the creation of original territorial audiovisual narratives. c) Provide technical guidance to participants on the use of tools, equipment, and techniques for audiovisual recording, editing, and post-production. d) Support young participants in the creation of audiovisual content using accessible tools and available resources, such as mobile phones and other mobile devices, promoting practical, low-cost approaches to audiovisual production and encouraging creativity grounded in their everyday contexts. e) Contribute to the integration of educational activities and audiovisual production processes with the Youth Engagement and Gamification Consultant, in close coordination with the UN-Habitat team. f) Monitor and systematize the content production process, ensuring technical quality, narrative coherence, and alignment with the project’s themes. g) Support the organization and implementation of final exhibition and other strategies for disseminating the produced content. h) Provide technical support for the final editing and sound balancing of the selected audiovisual, ensuring its quality and adequacy for public screening. i) Produce and organize audiovisual records of project activities, in accordance with standards established by the central communication team, contributing to institutional memory and project communication. j) Prepare technical reports, systematized records, and other documents related to the activities carried out, in accordance with institutional guidelines. l) Ensure that activities and produced content are aligned with UN-Habitat principles, particularly regarding inclusion, diversity, social participation, and urban and climate resilience. The consultant will be responsible for completing all courses and training activities that are indicated to him/her by his/her supervisor. The security course BSAFE, from UNDSS, is required to be accredited during the first month of employment. The consultant will be responsible for his/her own security, so the person should get familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System. Outputs/Work Assignment The consultant shall assist the implementation of the project, according to the stated responsibilities and the delivery of the following products: Product 1 – Work Plan for Youth Audiovisual Training and Production Product 1 shall include:
- A detailed work plan for the development of audiovisual training activities, including participatory methodologies and an educommunication approach;
- Definition of training content and audiovisual formats to be explored;
- Planning of workshops and practical activities, including implementation schedule, and strategies for youth mobilization and engagement;
- Proposal for integration with the pedagogical activities of another area of the “Rio Inclusivo e Sustentável Project,” where projects will be developed for public spaces focused on resilience, linking training processes with the development of territorial narratives by youth participants. Expected delivery date: 10 days after contract signature. Product 2 – Implementation of Audiovisual Training and Production Activities Product 2 shall include:
- Monitoring and facilitating workshops activities in five (5) municipal schools in Petrópolis, supporting the implementation of technical skills training and practical audiovisual production, including instruction on editing and post-production, enabling young participants to develop audiovisual projects using accessible tools and available devices, while fostering autonomy and practical, resource-aware approaches to audiovisual creation;
- Encouraging local youth participants to create original narratives through the promotion of critical local awareness and engagement on topics related to urban and climate resilience;
- Monitoring and engaging up to 150 young participants (30 from each school), in close coordination with the UN-Habitat team, with systematized participation records;
- Support the production of at least ten (10) audiovisual works, two (2) per school, made by youth participants reflecting their narratives, perspectives, and proposals with engagement in urban and climate resilience topics;
- Collaboration with the gamification consultant, ensuring alignment between technical training processes and narrative content for adaptation into audiovisual productions by youth;
- Systematic documentation of activities, including partial product reports, and evidence of participation, production, and engagement. Expected delivery date: 60 days after contract signature. Product 3 – Final equalization of audiovisual products and support curation for exhibition Product 3 shall include:
- Standardizing the technical quality of videos produced by youth participants, ensuring their suitability for screening at a film showcase in the city of Petrópolis;
- Preparing the materials in an appropriate format for large-screen display for exhibition;
- Balancing and standardizing the audio of the audiovisual products for exhibition;
- Supporting the organization and implementation of exhibitions, public presentations, and other strategies for disseminating the produced content. Expected delivery date: up to 90 days after signing the contract. Product 4 – Systematization of Audiovisual Production and Final Technical Report Product 4 shall include:
- Systematization of the audiovisual training and production process, including the applied methodology, scope, participation, and achieved results;
- Qualitative analysis of the narratives produced by youth participants, highlighting recurring themes, lessons learned, and impacts of the process;
- Consolidation and organization of the developed audiovisual products, including curation and structuring for communication and dissemination purposes;
- Preparation of a final technical report including recommendations for replication, scaling, and continuity of audiovisual production actions within urban and climate resilience projects. Expected delivery date: 120 days after contract signature.
