Mission and objectives

The United Nations Population Fund (UNFPA) is the lead UN agency for delivering a world where every pregnancy is wanted, every childbirth is safe and every young person's potential is fulfilled. UNFPA focuses on advancing women’s and young people’s ability to exercise their sexual and reproductive health rights. Since 1970, UNFPA in Pakistan has supported: Sexual and reproductive health information and services; Adolescents and youth; Women’s empowerment and gender equality; Population and development. Our programmes expand across the country with tailored interventions for local contexts. We do this through: Gender-responsive and youth-friendly policies, laws and initiatives; Advocacy for increased investments in health and education; Strengthened capacities of government and civil society institutions for youth-led sexual and reproductive health programmes and partnerships; Alliances and strategies to reduce gender inequality; Integrated and multi-sectoral approaches to population dynamics and its linkages to development; Communication strategies that address social norms change; Enhance government partnership with private and civil society sectors. Working with government, civil society partners and other humanitarian agencies, UNFPA Pakistan advocates for the integration of gender and sexual and reproductive health issues by increasing awareness and commitment among policy makers, decision-makers and program managers and strengthening partnerships with national entities to improve coordination for effective preparedness and response. UNFPA is aligned with national priorities (Pakistan 2025 Vision), the United Nations Sustainable Development Framework (UNSDF 2018-2022), UNFPA Strategic Plan (2018-2021), International Conference on Population and Development (ICPD), the 2030 Agenda for Sustainable Development (SDGs) and Family Planning 2020 commitments.

This collaborative partnership seeks to address a spectrum of critical issues aligned with UNFPA's mission, including those related to population dynamics, reproductive health, youth and gender equality. By fostering a strategic alliance with government entities, UNFPA aims to enhance the country's resilience and responsiveness to population and development challenges. Moreover, the organization plays a pivotal role in facilitating knowledge transfer and sharing best practices to further strengthen institutional capacities. In continuation of these efforts, UNFPA Pakistan is hiring a Admin and Finance Assistant UNV for an interim one-year period. The selected candidate will play a vital role in supporting the team, contributing to the effective implementation of UNFPA initiatives, and reinforcing the organization's commitment to sustainable development and improved well-being for all. The Admin and Finance Assistant, as part of the operations team, will contribute to the efficient operation of the thematic initiatives by ensuring accurate financial records, timely reporting of expenses, managing data inputs for financial reporting, providing logistical support, facilitating communication with partners, and ensuring the timely submission of reports. The role encompasses a diverse range of responsibilities aimed at supporting the seamless execution of programmatic activities.

Under the direct supervision of the Finance Associate, the UNV will undertake the following tasks: Ensure adherence to UNFPA financial rules and propose procedures for internal control improvements. Assist in managing the CO budget, including formulation, controlling allotments, monitoring expenditures, and preparing revisions as necessary. Support the monitoring of program financial performance, providing relevant financial information and analysis. Identify potential over/under expenditure issues and propose remedial actions. Review materials related to common services, premises, cost recovery, privileges and immunities, entitlement and salary surveys, security, etc. Oversee the management of UNFPA assets and facilities. Support to implement corporate systems and applications supporting finance, and CO operations. Support in the Reconciliation of ticket costs to be paid to Travel Agents based on the supporting document and applying the cancellation policy. Compile the invoices, supporting documents and submit the payment in AODOCS for the payment of the cost of tickets issued by the Travel Agency. Make follow-up for the timely release of the payments of the travel service providers. Maintain updated Travel Database for back-office on regular basis for monitoring purposes; Ensure that all pending obligations towards travel companies are reviewed and reconciled and submitted to Finance Unit in a timely manner. Maintain all travel related files for audit purposes. Any other related tasks may be required or assigned by the supervisor or senior management.

Living conditions and remarks

As this is a national UNV assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. UNV Field Unit will help you open a Pak rupee bank account with Standard Chartered Bank or any other local bank at your duty station. Assignment remarks: This is a national UNV assignment, and a Volunteer Living Allowance (VLA) of PKR 105,091 is provided monthly to cover housing, utilities and normal cost of living expenses. Life health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as final repatriation (if applicable) and resettlement allowance for satisfactory service.
