Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment. Through the OzonAction Compliance Assistance Programme (CAP), UNEP’s Law Division supports Article 5 countries in meeting and sustaining their obligations under the Montreal Protocol and its Kigali Amendment. In response to decisions of the Executive Committee of the Multilateral Fund, UNEP developed the "Twinning of Ozone Officers and National Energy Efficiency Policymakers to Support Kigali Amendment Objectives" (Twinning) project, which in Phase II (Twinning Project Phase II). The Twinning initiative seeks to catalyze effective institutional cooperation between ozone and energy authorities, strengthen technical knowledge, and equip national stakeholders with tools to align refrigerant transition strategies with energy efficiency objectives. Building on the regional workshops and pilot activities implemented during Phase I, Phase II aims to move beyond knowledge-sharing toward implementation through the development and deployment of standardized toolkits and the strengthening of national coordination mechanisms. Through UNEP's 2025-2027 Business Plan and its 2026 and 2027 CAP Workplan, UNEP will assist countries in meeting their HCFC phase-out obligations, including preparations for the complete phase-out of HCFCs by 2030, and achieving the HFC phase-down target of a 10 per cent reduction by 2029. UNEP will also support the strengthening of government institutions in Article 5 countries responsible for implementing and reporting on national strategies under the Montreal Protocol, maintaining compliance with previously achieved ozone-depleting substance (ODS) phase-out targets, and ensuring continued progress toward HFC reduction goals. In the Caribbean region, there are currently 4 projects with delays of more than 18 months:
  • Grenada HPMP Stage II Tranche Request
  • Barbados HPMP II Tranche Request
  • Verification Report for Grenada
  • Verification Report for Barbados These projects are planned for submission to ExCom-99 (December 2026). However, there was 1 KIP Stage I planned for submission in 2025 and another for submission in 2026 (Saint Vincent and the Grenadines and Barbados respectively) which are now delayed and have now been postponed to ExCom-100 alongside other scheduled submissions. In addition, the Region has several planned submissions to ExCom-100 and ExCom-101. This includes submission of the last remaining HCFC Phase out Management Plan (HPMP) for Stage II for the Region (Dominica), 5 Verification Report – 3 for HPMPs and 2 KIPs, 2 Institutional Strengthening Projects, 3 HPMP II Tranche Request and 2 KIP Tranche Requests for a total of 14 projects. Therefore, OzonAction requires support of an international consultant to provide technical assistance during the review process of projects to ensure compliance with ExCom guidelines and policies, timely submission and clearing delays. Under the region’s support to countries in the delivery of their Energy efficiency Projects, specialized technical services are also required to ensure effective implementation in Belize, Saint Lucia and Saint Vincent and the Grenadines. Duties and Responsibilities The International Consultant will support the implementation of the Twinning Project Phase II, in line with UNEP's 2025-2027 Business Plan, provide Technical Assistance during the review process of project submission to ExCom-100 and ExCom-101 and provide specialized technical services to three countries in the delivery of their energy efficiency projects.
