Tiered Approach

In line with the commitment to safeguard capacity and support personnel already in the Organization, a majority of UNDP UNCDF/UNV vacancies are advertised using a tiered application process whereby:

Background

Timor-Leste, as a developing nation in Southeast Asia, has made significant strides in promoting digital transformation across various sectors of governance. With the increasing global dependence on technology, digital governance has become crucial in fostering an inclusive, transparent, and effective public service delivery system. In line with this, the Government of Timor-Leste has recognized the need to accelerate the digitization of its public services and enhance digital literacy across its population, particularly in remote and underserved areas. The Dalan Digital Project aims to strengthen the digital infrastructure and services in Timor-Leste, promoting digital citizenship and enhancing the government's capacity to deliver public services digitally. The project's overarching goal is to contribute to the creation of a more digitally empowered society, where citizens can access essential services through innovative, efficient, and secure digital platforms. In this regard, Dalan Digital will focus on promoting digital inclusion, improving the quality of public services, and enhancing transparency in government processes.

The project aligns with Timor-Leste’s national strategies, including the Timor Digital 2032 Vision, which sets a roadmap for leveraging digital technologies to foster economic development, social inclusion, and governance reforms. The Dalan Digital Project also complements ongoing initiatives under the Ministry of Transport and Communications, the Ministry of State Administration and the Ministry of Justice to bring public services closer to citizens and improve institutional capacity in the public sector.
In addition to fostering digital transformation within the government, Dalan Digital aims to strengthen public-private partnerships, foster collaboration with international development partners, and support the development of a digital ecosystem that empowers youth, women, and marginalized communities to fully participate in the digital economy.

By advancing digital literacy, creating digital public services, and establishing the necessary governance frameworks, the Dalan Digital Project will contribute to a more connected and transparent society, where citizens are empowered to actively engage with government and access services with ease.

Under the supervision of the CTA, National Project Information Technology Analyst’s main responsibility is supporting the project team in the project activities and provide technical advice and training on IT-related activities. 

Duties and Responsibilities

Coordinate and Implementation of Municipal Portal

  • Provide technical support to the implementation Municipal Portal in mentioned municipalities including database configuration, server configuration, deployment, and administration.
  • Support the further development and use of the Municipal Portal, including appropriate work procedures that will enable to produce relevant data in a timely manner and train users.
  • Work in partnership with IT government focal point to encourage the use of municipal IT systems and assess the use of the municipal portal. Any deviation must be addressed with the Secretary Municipal.
  • Provide guidance to municipal team in the timely production of progress reports for the municipal portal.

Perform data Collection, updating and project implementation  

  • Oversee and support periodic data collection and consequent updating of database systems.
  • Support the implementation of project component B in collaboration with project team particularly with Community Mobiliser, International and National IC of capacity needs assessment for the implementation of computers labs installation in respective municipalities.
  • Liaise with government municipal secretary and IT focal point of the respective Municipalities and in order to identify IT needs and assess the use of IT systems.
  • Produce documentations and diagrams of IT related material.

Facilitate knowledge building and reporting 

  • Provide on-the-job training and capacity building to municipal staff related to the duties and responsibilities mentioned.
  • Report to the National Coordinator Municipal Portal and to Chief Technical Specialist about the progress and the challenges in supporting on data collection and data uploading.     
  • Perform any other tasks assigned by the National Coordinator Municipal Portal and the Chief Technical Specialist

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience

Education:

  • Advanced university degree (master’s degree or equivalent) in Information and Technology, Telecommunications, Computer Science, Informatics Engineering or other closely related fields is required. OR:
  • A first level university degree (bachelor’s degree) in the areas stated above, in combination with additional 2 years of qualifying experience, will be given due consideration in lieu of master´s degree.

Experience:

  • Applicants with a master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience.
  • Applicants with a bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in Information and Technology, Telecommunications, Computer Science or other closely related field.

Desired Skills:

  • Experience in site works safety practice is an asset.
  • Experience in works verification for any discrepancy or errors and develop tracking system for recording and follow-up is an asset.
  • Experience in developing ICT budget activities plan, cost and quality check or measures is an asset.
  • Experience in conducting root cause analysis (RCA) and applying innovative means for problem solving is an asset.
  • Working knowledge of ICT hardware, software and system applications is an asset.
  • Experience on administration and deployment of computer systems and servers at complex sites with heterogeneous clients and servers with multiple Internet servers including fileservers, web, email, Proxy, databases, and DNS. The main operating systems is Linux, followed by VMWare and Windows is an asset.
  • Experience designing, implementing, and maintaining enterprise level data networks, including cabling, setting up network equipment (switches, routers, access points), troubleshooting and management would be an asset.
  • Experience with system analysis, database administration and design patterns. This includes programming of web-based applications (PHP) and the following Database technologies: Mysql, Postgresql and/or Microsoft SQL is an asset.
  • Demonstrated ability to identify solutions and troubleshooting for computer hardware, software, network, and systems in general is an advantage.

Required Language(s):

  • Fluency in English and Tetum language is required.
  • Knowledge of Portuguese languages is an asset.
