Country: Armenia
Job Title: National Consultant on Biodiversity Budget Tagging Methodology Development and Implementation Framework
Project: Biodiversity Budget Tagging Project
Contract type: Individual Contract (IC)
Duration: 09 November 2026 – 31 May 2027 (estimated 70 workdays)
Duty Station: Yerevan, Armenia (Home-Based with occasional office visits)
Background: The United Nations Development Programme (UNDP), through the Biodiversity Finance Umbrella Initiative (BIOFIN), is supporting Armenia in strengthening biodiversity finance governance and improving the integration, visibility, and tracking of biodiversity-related expenditures within national public finance systems in line with national biodiversity priorities and international commitments. The BBT initiative is expected to contribute to more evidence-based biodiversity finance decision-making, improved expenditure visibility, and future integration of biodiversity considerations into Armenia’s budgeting and reporting processes. Building upon these analytical foundations, UNDP seeks to support the establishment of a Biodiversity Budget Tagging (BBT) system in Armenia aimed at strengthening the visibility, tracking, and future integration of biodiversity-related expenditures within Armenia’s budgeting and public financial management framework. Given the analytical nature of existing BIOFIN products and the technical and operational requirements of future BBT methodology and system development processes, there is a need for a dedicated operational and institutional integration phase to synthesize relevant findings, structure implementation considerations, and support coherent transition toward future BBT operationalization and institutionalization.
Objective of this assignment is to design and develop the Biodiversity Budget Tagging (BBT) system and methodology for Armenia, and to establish the operational, institutional, governance, reporting, and implementation foundations necessary for its future application and integration within Armenia's public financial management system. Building upon the findings of the Policy and Institutional Review (PIR), Biodiversity Expenditure Review (BER), Finance Needs Assessment (FNA), Biodiversity Finance Solutions analysis, and other relevant analytical products, the assignment shall develop a nationally adapted BBT methodology, informed by the BIOFIN Global Biodiversity Expenditure (GLOBE) Taxonomy, including biodiversity expenditure classification, categorization, and attribution approaches. The assignment shall further define governance arrangements, reporting and validation frameworks, pilot implementation approaches, and institutionalization pathways to strengthen biodiversity finance governance, expenditure transparency, and alignment with Armenia's NBSAP and the KMGBF.
